II. BACKGROUND OF THE STUDY:

Republic Act 11203 has created the Rice Competitiveness Enhancement Fund (RCEF)
or Rice Fund to improve rice farmers’ competitiveness and income amidst
liberalization of the Philippine rice trade policy that lifted quantitative restrictions
on rice imports and replaced it with tariffs, among others. Hence, RCEF rollout marks
milestone for Philippine rice industry as it ensures the proper and efficient
implementation of Republic Act 11203 or the Rice Trade Liberalization Law.

According to a survey conducted by the Philippine Rice Research Institute (PhilRice),


rice farmers’ incomes and yields are rising as a result of programs supported by
RCEF. PhilRice surveyed more than 4,000 RCEF beneficiaries across 55 provinces
who harvested an average of 4.14 metric tons (MT) per hectare. Respondents
reported an additional yield of 440 kilograms per hectare were realized after farmers
used certified inbred seed distributed by PhilRice under the RCEF program. Hence, a
nearly P7,500 per hectare as additional earnings was recorded, (DA-ATI,2020).

During the spread of coronavirus disease 2019 (COVID-19) in 2020, a successful data
gathering for the Rice Enhancement Fund-Rice Extension Services Program (RCEF-
RESP) Baseline Survey was conducted. The survey was intended to establish data and
information from Agricultural Extension Workers (AEWs) and farmer-beneficiaries
consistent with the indicators specified in the Rice Extension Services Program
(RESP) Logical Framework.

In the process of drawing insights from the results of the baseline survey, it was
determined that there are areas that have to be probed to supplement the RCEF-RESP
Baseline Survey Report. Hence, further study shall be conducted to look closely at the
rice production practices, including postharvest losses and marketing cost of
representative farmer respondents. The established data set will serve as the basis
for the evaluation of the extension services program. Further, the results of the
survey will be utilized as a reference to provide and strengthen extension
interventions in the implementation of the RCEF-RESP programs.

III. OBJECTIVES OF THE STUDY:

General Objective:
Generally, this undertaking is focused on providing an exhaustive
probing and analysis of the 2018 RCEF-RESP baseline survey results.

Specifically, the study aims


• To determine the rice production practices, including postharvest
losses and marketing cost of representative farmer respondents
from the first-round survey.
• To evaluate whether extension services have significantly
contributed to the increase in rice yields and incomes of the rice
farmers.
• To provide an in-depth perspective on the impact of the program.

IV. PROJECT DESCRIPTIONS/METHODOLOGY:

Unit of Analysis/Respondents/Treatments
In order to gain an in-depth contextual and comparative analysis of rice
productivity and technology uptake of farmers between different yield
groups, researchers shall determine a minimum total of ten (10) farmer-
respondents surveyed during the 2018 RCEF-RESP Baseline Study within
their areas of coverage using the following criteria:

a. Min. of five (5) farmer-respondents with rice yields classified as low (3


hectares and below; and
b. Min. of five (5) farmer-respondents with rice yields classified as high
(4 hectares and above).

Purposive sampling will be employed in the target area of the study where
2018 RCEF-RESP respondents will be selected. The participants will be
chosen based on the purpose of the sample. Hence, selection will be done
according to the needs of the study.

Research Design:
A quantitative descriptive method combined with a qualitative research
technique derived from survey shall be employed in the study. An online
research questionnaire through online platform shall be devised to
gather information as required by the objectives of this study.

Research Instrument/Data Collection


This undertaking is focused on providing an exhaustive probing and analysis
of the 2018 RCEF-RESP baseline survey results. Various data collection
methods such as survey, key informant interviews, focus group discussion
(FGD), document review, and site observation will be employed.

The data to be used in the preparation of study is primary data, hence data
collected are directly related to the research being conducted. In order to
obtain the collection and compiling of data required in this study, the authors
shall use the following:

Field research (Field Research), a direct review on the respondents who will
be sampled to obtain primary data. Primary data will be collected by using
questionnaires, namely techniques to obtain data by using a list of guide
questions provided by the RTC.

Literature Review, the use of literature study is to obtain useful secondary


data as theoretical guidance during field research and to support and analyze
data. This data will be obtained from scientific journals and books
(references).

The farmer respondents’ profile, pre- and post-harvest practices in rice


production will be gathered through questionnaires. The questionnaire will
be divided into three parts, the first part is the demographic profile. Second
part is subdivided into different categories such as productivity and income,
rice production practices, post-harvest practices, processing, value-adding
and marketing practices, income diversification, access to information, and

support received. The third part of the questionnaire is the problems
encountered during and after the production.

Data Analysis

The data shall be processed and analyzed using a basic descriptive


quantitative method (central tendency) and qualitative research method to
come up with the conclusion/findings as per the objective of this study.
