SIOCON ROAD CLEARING OPERATION AND REHABILITATION PLAN

INTRODUCTION

Siocon is a first class municipality located in the southern part of the Province of
Zamboanga del Norte. It lies on latitude 7° 42” N, longitude 122° 08” E. It is situated in the
northeast quadrant of Region IX and north of Zamboanga City, the former Regional Center.
Siocon lies southwest of Dipolog City, the provincial capital of Zamboanga del Norte. It is
bounded on the west by the Sulu Sea, on the East by the newly created Sibugay Province, on
the North by the Municipality of Baliguian, and on the South by the Municipality of Sirawai.

Basically Siocon is an agricultural community with potential fishing area along the
coastal barangays. The Municipality comprises a total land area of 50,320 hectares with 26
barangays. Based on record, total area for forest and watershed covers 31,669.63 hectares
while Agricultural has a total area of 10,737.80 hectares.

The recent population of Siocon report shows the annual growth rate of 2.28% from
the 2015 PSA record of 46,907. Based on the table below, the municipality of Siocon
experienced gradual growth of population for the past decades. This phenomenon happens
because of the unstable peace and order situation that this municipality experienced.
However, in the succeeding years, an increase of population has been recorded. The highest
population growth recorded was in 2007 with an increase of 8,552 due to the influx of people
from neighboring municipalities when the then TVIRD, Inc (Phils), a mining company, is at the
peak of its operation.

Siocon has a total road length of 262.22 kilometers. Out of this total road length,
about 26.60 kms are classified as National Roads, 86.64 kms are Provincial Roads, 13.39 kms
are Municipal Roads and 135.59 kms are Barangay Roads.

OBJECTIVES:

This plan aims to achieve the following objectives:


1. Reclaim public roads
2. Removal of illegal structures, constructions and obstructions
3. Provide short-term rehabilitation plan for road clearing operations and
activities
4. Provide displacement strategies and programs for affected individuals
5. Formulate long-term rehabilitation plan and sustainability plan

This manual describes the components of the local road clearing operations of the
Local Government of Siocon in compliance to the DILG Memorandum Circular No. 2019-121:
Presidential Directive during the 4th State of the National Address of the President to clear
roads of illegal structures and constructions.

This manual mentions the basic policies, objectives, strategies, and programs with
regards to the road clearing operations of the municipality.

POLICY STATEMENT:

The Local Government of Siocon, Zamboanga del Norte is 100% committed for the
full compliance to the President Duterte’s nationwide directive to clear all public rods.

The LGU will promote concept of optimum operation and rehabilitation through the
implementation of awareness training to its personnel and LGUs desire to achieve the
objectives within the prescribed period of compliance.

THE ORGANIZATIONAL STRUCTURE:

In the execution of the issued DILG Memorandum Circular No. 2019-121 pertaining
to Road Clearing and banning of illegal Constructions, the LGU has created an Executive Order
No. 43, series of 2019 creating the Municipal Task Force in the implementation of said
Memorandum.

Task Force Duties and Responsibilities:

The Task Force shall carry out the road clearing operations and shall ensure submission of
reports in compliance with the memorandum circular.

Municipal Engineering Office – shall be the lead office/department in the implementation of


the road clearing activities, such as conducting of road
inventories, identifying illegal structures, issuance of notices
and removal and demolition of illegal structures.

PNP of Siocon – shall be the lead support for peace and security during the
road clearing activities.

Municipal Mayor’s Office – shall be the lead office for the coordination of all offices
involve including close monitoring with the barangays and
ensure validation and evaluation procedures to effectively
implement the nationwide directive.

IDENTIFICATION OF PUBLIC ROADS SUBJECT TO ROAD CLEARING


OPERATIONS:

The major arterial road of the municipality is the Baliguian-Siocon-Sirawai National


Highway traversing the municipality. Aside from being the primary road, which links most of
the municipality’s barangays, it also serves as a national thoroughfare connecting Siocon to
other municipalities of Zamboanga del Norte province and to the province of Zamboanga
Sibugay.

Running almost perpendicular to the arterial roads are five (5) other arterial roads,
maintained by the national and provincial government. At present, all of these are vital road
linkages in as much as they provide access to towns and cities of the provinces, namely:

Zamboanga Sibugay, Zamboanga del Norte, Zamboanga del Sur, the cities of Zamboanga,

Meanwhile, collector and service roads are those which branch out from these
arterial roads. These include all the municipal and barangay roads in the area. Aside from
serving the main access of the population in the inner portion of the Municipality of Siocon,

these roads particularly, the service roads are also used as farm-to-market roads by the
farmers of the locality.

There were a total of 98.549 kilometers of road with a total of 439 obstructions
identified for road clearing operations in the Municipality of Siocon.

Out of the total 439 identified obstructions in the municipality of Siocon, there were only 63
obstructions cleared as of September 30, 2019. The rest 376 obstructions are still on its on-
going clearing operations

REHABILITATION PLAN:

Excavation works and the clearing of vegetation will be necessary. A schedule of


areas that are likely to be acquired, and where clearing will be required, has been prepared
together with a schedule of trees that are likely to be affected. Road safety will be enhanced
by provision of footways where feasible, provision of speed control areas which feature the
provision of solar lighting, raised curbs, speed humps and displaying the speed limit, and with
road markings that give the impression of road constriction and encourage slower driving.
During rehabilitation, management measures for public traffic and construction vehicles will
be implemented to reduce safety risks and disruption from the works.

The road rehabilitation component proved difficult to implement. The rehabilitation


provides for improved drainage, concreted of shoulders and improved services of road system
which is critical to the municipality’s economic development. The LGU gives highest priority
to arterial road improvement. However, only the DPWH are allowed to rehab and improve
major arterial roads. The LGU can only rehab for provincial, municipal and barangay roads
which are appropriated with funds from 20% Economic Development Fund. Road safety
features will be included as an essential element in the design for road rehabilitation projects,
particularly along sections of roads where there is pedestrian traffic within and between
settlements, or between settlements and gardens, and set down points or bus stop turn out
bay.

DISPLACEMENT PLAN AND STRATEGIES:

Displacement of people is not envisaged during implementation of the


memorandum. The demolition works will be carried out within the right-of-way (ROW) of the
existing road. The residents are given with notices to evacuate the affected area, and remove,
clear and demolish structures that are obstructions to their respective roads and sidewalks.
However, for possible displacement that will be identified during the road clearing
operations, they are provided with options for relocation.

In Road maintenance works component, it is classified into three types: namely,


routine, periodic and emergency. Routine maintenance refers to activities such as grading,
grass cutting, drain clearing, pothole patching, brushing sand off the road and shoulder
repairs, which are performed at regular intervals. Periodic maintenance activities are typically
scheduled over periods of several years and include resurfacing and repairs. Other
maintenance activities considered to be periodic include seasonal maintenance, such flood
repairs, emergency maintenance to reinstate roads after major failures, and the regular
upkeep of safety features and road signs.

The LGU will ensure that there is sufficient funding available to carry out routine and
periodic maintenance of the road.

Both the road rehabilitation and road maintenance components were rated likely to
be sustainable. The assessment of sustainability considers the likelihood that human,
institutional, financial, and other resources will be sufficient to maintain the project outcomes
over the life of the Project.
