List of Tables
General
Purpose This chapter describes Commissioning of the systems consisting of FOADM NEs. These
systems are:
FOADM Systems
FOADM/TOADM/ROADM mixed Systems
UnKeyed FOADM Systems
Intended The audience should have a basic knowledge of DWDM technology, 1830 PSS product
Audience portfolio, and completed at least Level 2 Certification program conducted by the Alcatel-Lucent
University. As such, this document is intended for:
Alcatel-Lucent (ALU) Field Engineers
ALU-Accredited 3rd Party Installers
ALU Technical Project Managers (TPM)
ALU Customer-Facing Project Managers (CFPM)
Related This document was developed in support to the official product manuals, which are listed in
Versions the Table below and should remain as the official reference sources:
Prerequisites
Tools This Chapter primarily utilizes the software tools that are widely used in the field: 1354 RM-
PhM (Photonic Manager), CPB (Commissioning and Power Balancing), and WebUI. The
procurement and installation of these tools is covered in Section 100.
Preconditioning This procedure ensures the system and PC are ready for the Greenfield commissioning. If
more than one system should be commissioned, the procedure must be executed in its
entirety for each system.
Step Action
1 Verify all the preparation procedures from Sections 100 and 200 have been
successfully completed for all NEs.
2 Verify OSP fibers and intra-NE fibers are properly connected, in accordance
with correct RX power for OSC to ensure no receiver optical power overload
of the OSC interface.
3 Make sure that at least one pair of OT cards are installed and fibered on the
end terminals of a linear FOADM in order to complete commissioning.
4 The paths of the commissioning wavelength services must be
predetermined as described in FOADM Commissioning for each FOADM
system. Verify there are OT cards installed and fibered in the locations
required by those commissioning wavelength services.
5 If there are spans with external Raman amplifications, install and fiber
additional OTs to provide commissioning wavelength services to pass
through the missed Raman amplifiers.
6 Obtain the Loopback IP Addresses of all the NE’s that will be
commissioned.
7 Obtain the latest commissioning files produced by EPT for each system to
be commissioned.
8 Make sure that both client and server 1354 RM-PhM software and CPB tool
has been installed on the ITL PC.
9 For each FOADM or mixed TOADM/FOADM system to be commissioned,
field personnel must be physically present with attenuation pads at add/drop
NEs. If the system is supporting UnKeyed OCh, the field personnel should
also have a power meter and a wavelength meter or OSA.

Connect to GNE This procedure describes the steps for establishing the connection between the Integrator’s
and Discover All PC and GNE and discovering all the NEs to be provisioned and commissioned.
NEs This involves temporarily changing the GNE CIT IP address to a unique subnet within the
DCN for the duration of the commissioning steps. The original CIT IP address should be
restored before disconnecting and leaving the site.
The remote, ITM’s laptops, can be connected to the remote NE CIT ports with WebUI,
but not invoking CPB until the ITL’s further notice.
Step Action
1 Connect one end of an Ethernet cable to the CIT port on the active EC card on
the NE, which will act as the local connection point, and the other end to the
Ethernet port on your PC.
2 Open a command window on your PC (Start | cmd) and run:

WTOCM Card Below is an example of the topological connections of a WTOCM card in a TOADM system
Example with ILA NEs:
Select System The below steps assist in selecting the system types to be commissioned.
Architecture
To fully balance the system, at least one wavelength service (OCh) must traverse
every amplifier in the system. Power traces of this OCh are then used to balance the system
on a span by span basis. (A single OPS protected circuit works best for this.) If there are not
enough customer–defined and requested wavelength services to accomplish this task, a
temporary wavelength service will have to be provisioned. Please confer with the project’s SE
or CTA to decide how to proceed.
All amplifiers must be set to the correct power commissioning state in accordance with
parameters defined in EPT (power commissioned set to true and power management type set
to auto/manual).
Step Action
1 Identify a wavelength service that can be used to balance at least one span in
the system and create it according the Provision New Wavelength Service
procedure in Section 400.

same wavelength service in the Z-A direction.
14 Repeat procedures A-End, Through, Z-End NE power adjustments if additional
wavelength services are needed to balance any other spans in the ring.
15 FOADM commissioning and power balancing is now complete.
16 Delete the commission-aiding wavelength service (if the same is not going to
be used by a customer) and proceed to Disconnecting PC from the Network.
Introduction In order to commission and power-balance an UnKeyed FOADM system, similarly to the
and Keyed FOADM systems, wavelength services have to be provisioned.
Prerequisites A commissioning wavelength service must traverse the system at least once during
commissioning to allow the calculation and placement of attenuating LBOs (if necessary) in
FOADM NEs;
A commissioning wavelength service must cross every Ingress amplifier at least once during
the commissioning process to allow a user to adjust the gain of the amplifier.
NOTES:
Refer to Chapter 100 Keyed vs UnKeyed Systems for additional information.
The procedure for provisioning the NE using the CPB tool is not repeated here. Refer to the
Provision NE Using CPB Tool procedure under the FOADM Commissioning Section for
more details. This same procedure can also be applied to the UnKeyed FOADM systems.
Step Action
1 Commissioning an UnKeyed FOADM system requires field engineers to be
physically present on site to install attenuating LBOs (pads) if required.
2 Verify the CPB provisioning wizard has been run and the NEs that make up
the system have been provisioned.
Wait two (2) minutes after the wavelength creation for the power to
ramp up before continuing.
7 Determine the first NE in the lightpath and double-click on the NE in the
Topology View to open the NE Inventory window.

Commissioning
(continued) 41 If changing fixed attenuators in the ingress to egress line path cannot achieve
the Line Out target power, consider increasing the egress amplifier gain
setting if one is present.
NOTE: The following step should only be taken if all other possibilities are
exhausted.
42 Select the SIG port of the ingress amplifier. Change the Power Gain attribute
by the required amount.
NOTE: If the gain setting is outside the limits of Maximum Gain and Minimum
Gain there is likely a loss problem within the NE that must be identified and
corrected. (Verify the PoutUpstream reading has not changed as well)
43 Power balancing of this NE is completed.
44 Repeat Step 8 through Step 43 for the Z-A direction of the provisioned
wavelength.
NOTE: This procedure must be repeated to power balance the system for
each new wavelength service addition.
45 If the wavelength service used for power balancing will not be reused by the
customer then delete it. Follow the Delete Wavelength Service procedure in
Section 400.
46 Commissioning for UnKeyed FOADM System is now complete.

Step Action
1 If the message is generated as a result of an in-service power adjustment, no
action is required. This is not considered a failure, but it is a warning to the
user that the amplifier gain is approaching the maximum gain planned for the
amplifier by the EPT.
2 If the message is generated during commissioning, troubleshoot the problem
as described in procedure Loss too high (ingress adjustment).
Loss too high The loss from the output of the previous node to the ingress amp on the current node is
(ingress greater than the maximum allowable span loss specified in the EPT commissioning file.
adjustment) The loss cannot be accommodated by the gain limits for the ingress amplifier planned by the
EPT. In-service: The required gain calculated by the adjustment exceeds the planned
maximum gain plus a margin over the maximum gain. Triggered by Commission Greenfield
System wizard: The required gain calculated by the adjustment exceeds the planned
maximum gain.
Step Action
1 Identify the source of the excess loss using the loss report
2 If the span loss is too high, perform the following substeps and re-try the
adjustment after each step. If not, go to Step 8.
3 Clean the fiber connection between the patch panel and the LD Line In port.
4 Perform an in-service adjustment from the PhM lightpath trace power
management interface.
5 If the ” Loss too high” error remains, check the loss on the affected segment
and if the span loss is too high field personnel will need to try to correct the
span loss.
6 If the Loss too high error remains, clean the fiber connection between the
patch panel and the LD Line Out port of the upstream network element.
7 If the span loss cannot be reduced to meet the planned limit, then a re-plan of
the system will be required using the EPT. Please ask EPT planner to verify
losses with FOC/OTDR inputs and if aligned, rerun EPT to generate new
power figures.
8 If the message is generated during ASE commissioning, re-run the
commissioning wizard.
9 If the message is generated as a result of an in-service power adjustment,
perform a power adjustment on the affected span using the PhM, CLI, or
WebUI.
Loss too high The loss within the node is too high.
(egress
adjustment) Step Action
1 Identify the location on the NE of the excess loss using the loss report. Refer
to Understanding the Loss Report.
2 If the message is generated as a result of an in-service power adjustment,
perform a power adjustment on the affected span using the PhM, CLI, or
WebUI.
3 Using Wavetracker verify that there are no Wavetracker detection points which
are showing excessive loss. If any, remove and clean fibers.
4 Re-try power adjustment.
Loss too low The loss from the output of the previous node to the ingress amp on the current node is less
(ingress than the minimum allowable span loss specified in the EPT commissioning file. The loss
adjustment) cannot be accommodated by the gain limits of the ingress amplifier.
Step Action
1 Verify the span loss using the loss report.
2 The error may be caused by a fibering error on the ingress path of the NE.
Check the actual node fibering and compare with the planned fibering.
3 If the fibering is incorrect on the NE, clean and re-fiber the NE as required.
4 If the message is generated as a result of an in-service power adjustment,
perform a power adjustment on the affected span using the PhM, CLI, or
WebUI.
5 If span loss remains too low, check the loss on the affected segment. If it
cannot be corrected, a re-plan of the network using the EPT will be required.
6 If the message is generated during ASE commissioning, re-run the
commissioning wizard with the new EPT commissioning file.
7 If the message is generated as a result of an in-service power adjustment,
generate a new EPT commissioning file and use it to rebalance the power
using the PhM Power Balance (Using Plan) function.
8 If agreed by EPT planner - if the power adjustment fails and the loss verified in
the loss report is correlated to levels measured from OSC, then apply
attenuators to the input port of the amplifier to align the span loss to the values
used for the EPT design and selection of amplifier type.
Loss too low The loss within the node is too low.
(egress
adjustment)
Step Action
1 Identify the location on the NE where the loss is too low using the loss report
Refer to Understanding the Loss Report.
2 Check the actual node fibering and compare with the planned fibering. If the
fibering is incorrect on the NE, clean and re-fiber the NE as required.
3 If the message is generated during ASE commissioning, re-run the
commissioning wizard.
4 If the message is generated as a result of an in-service power adjustment,
perform a power adjustment on the affected span using the PhM, CLI, or
WebUI.
Maximum Maximum number of adjustment iterations is reached. The probable cause is an erratic power
number of transient. This message may appear for an egress adjustment triggered at a terminal line if the
iterations OT or SVAC power set-point cannot be achieved. This message applies to in-service power
reached adjustments only. This can also occur if the OT line port admin state is down.
Step Action
1 Check the admin status of the transponder ports used for commissioning and
verify they are up.
2 Observe wavelength tracker powers at the input of the ingress amplifier. Retry
adjustment if power is stable over one minute.
3 For a terminal node configuration, (a line that is not connected to other lines
within the same NE), check the power set-point versus the maximum
attainable for any add path power control points. To check the OT or SVAC
maximum attainable power and current target power, use the PhM inventory
view, CLI or WebUI.
4 With customer permission, perform a warm restart of the amplifier and re-try
power adjustment.
5 Contact next level of support if problem persists.

adjustment only.
Step Action
1 Wait for 30 seconds to allow any unstable services to stabilize and re-attempt
the power adjustment.
2 Check for alarms and troubleshoot to bring the services to a stable state
3 For an ingress adjustment, verify that the WT power readings for all channels
received at the local line are also present and power in range at the upstream
egress line. If any channel powers are missing or power out of range at the
upstream egress line, troubleshoot the upstream line.
4 Perform a warm restart of the amplifier.
5 Re-try power adjustment.
