Public dialogue for the peace
and development of Venezuela
During the most complex moments of the last two
decades, such as the coup in April 2002 or the in-
surrectionary actions of 2014, dialogue has been a
fundamental instrument to preserve the stability
of Venezuela. It is also the mechanism of collective
construction of the national project promoted by
the Bolivarian Revolution.
“Participatory and protagonist Venezuelan
democracy has a revolutionary characteristic: it is a
democracy of dialogue; we dialogue with whoever,
wherever and whenever,” said the President of the
Republic, Nicolás Maduro.
In 2021, this policy finds expression in the Bolivarian
People’s Congress, which brings together 41 social
movements dedicated to designing a route to over-
come the current situation, marked by the fierce
economic blockade against the country. It also
aims to build a development agenda for the 2021-
2030 period.
Promoting dialogue also encompasses parlia-
mentary work. From the beginning of its tenure in
January, the National Assembly installed the Com-
mission for Dialogue, Peace and Reconciliation.
Representatives of political parties, economic and
productive areas, universities, religious groups,
feminist organizations and migrant communities
have already met with the commission, made up of
deputies from the Great Patriotic Pole and opposi-
tion parties, to address proposals and demands for

President Maduro reported that a Norwegian
delegation is in Venezuela to facilitate a “pen-
dulum dialogue” with the opposition. As
unavoidable conditions, the President pro-
poses: 1) lifting of the Unilateral Coercive
Measures against Venezuela; 2) recognition of
the Constitution and all public powers; 3) re-
turn of money and assets of the Republic seized
abroad, such as CITGO and Monómeros compa-
nies; 4) and that the meetings are public.

on May 26 to review the Organic Law of Special
Economic Zones, a key instrument for the national
productive development affected by the brutal im-
pact of the Unilateral Coercive Measures against

During an event held in Caracas, President Maduro
reiterated his willingness to meet even with the
most extremist sectors of the opposition, as part
of a permanent government policy in search of
national unity. “Venezuela must be respected,
it goes to negotiation and dialogue by its own
effort,” he stressed.

During Centennial Eagle operation, on
May 31, the eight Venezuelan soldiers
who had been kidnapped by Colombian
irregular armed groups at the beginning
of the month in the border state of Apure,
were rescued.
“We have been carrying out enormous
efforts in order to rescue our patriotic
brothers, whom we happily have with us,
safe and sound,” reads the statement from
the Ministry of Defense, in which it was
also reported that the search for other two
soldiers continues.
The troops, kidnapped while fighting
criminal groups, were rescued near
the town of La Victoria, in Apure. Later
they were transported to Caracas to be
evaluated by a medical team.
In the statement, the Bolivarian National
Armed Forces reaffirms that it will con-
tinue to fight criminal organizations that
intend to use our territory “to carry out
transnational crimes that affect the peace,
development and stability of the country.”

Venezuela rejects unilateral
reopening of borders by Colombia
With a new call to the authorities of the neighboring
country “to advance in the bilateral coordination
of security, commercial and health measures,”
Venezuela rejected the unilateral and untimely de-
cision of the Colombian government to reopen the
border crossings between both nations.
The Venezuelan Government warned that the mea-
sure seeks to divert attention from the internal cri-
sis in Colombia, marked by the repression against
popular protests.
“This sort of border ambush shows that the Colombian
government continues to use political tricks in order to
distract the attention of the public opinion from the
notorious acts of continuous Human Rights violations
that have shaken Colombian society for 36 days,” says
the communiqué, released by the People’s Power
Ministry for Foreign Relations of Venezuela.
