Venezuela expands and strengthens
guarantees for November 21 elections
Four months before the joint elections of
governors, mayors, state and municipal legislators,
the electoral schedule, which provides for the
election of the voting station members for July,
is being carried out smoothly. At the same time,
talks are taking place to expand the guarantees
of the process, as a sign of the political will of the
Bolivarian Government.
Since last June 14, ten computer science university
professors have carried out a comprehensive audit
of the automated voting system, the first global
evaluation of its kind that is part of the guarantees
agreed upon at the national dialogue table.
The review will last six weeks and covers
computer programs, technological equipment
and databases. It will generate recommenda-
tions to further strengthen the system, which
will be subjected to another 16 audits before,
during and after the elections.

Alba renews commitment to regional
unity to reject imperial threats
At the 19th Summit of Heads of State and
Government in Caracas, the Bolivarian Alliance for
the Peoples of Our America (Alba-TCP) renewed
its commitment to regional unity in the face of
challenges such as climate change and Covid-19.
The Final Declaration calls for “genuine Latin
American and Caribbean integration” in the face
of imperial threats such as those faced by Cuba,
Nicaragua and Venezuela.
The bloc urges the timely distribution of vaccines
and medicines to combat Covid-19, given the
urgent need for universal immunization. It also re-
pudiates Unilateral Coercive Measures, even “cruel
in the context of confronting the pandemic.”
Alba-TCP also supports the development of the com-
plementary economic zone with Petrocaribe, an ini-
tiative that celebrated its 16th anniversary in June.
It also welcomes the elections of November 21 in
Venezuela and expresses that the Bicentennial of
the Battle of Carabobo “opens the door to a new
era of the Alliance.”
In another Declaration, the alliance reaffirmed
the United Nations Framework Convention on
Climate Change.

Bolívar arrives in
Caracas to advance
towards the liberation
of the South
Majestic and festive was the reception given
by the people of Caracas to the Liberator
Simón Bolívar on June 29th 1821, five days
after having fought the Battle of Carabobo, 120
kilometres from the capital.
The day after his arrival, Bolívar announced
that Caracas would become “the capital of a
vast department governed in a manner wor-
thy of its importance.” The route was defined:
the Liberating Army would seek the liberation
and union of South America. It was the entry of
the hero “with an emancipatory and liberating
project”, as the historian Juan Romero stated.
On the 200th anniversary of Bolívar’s triumphal
arrival in Caracas, the Carabobo Monument, a
giant replica of the Liberator’s saber, was inau-
gurated this week in the Venezuelan capital. In
addition, the entrance route of the Liberator
was staged and a bicentennial gala was held,
with artistic-cultural representations.

A people that defeated illiteracy
Neoliberal policies in Venezuela, in addition to

people illiterate.
That reality changed as of July 1st 2003, 18 years
ago, when Commander Hugo Chávez - together
with then Minister of Education Aristóbulo Istúriz

Cuban method of literacy “Yo Sí Puedo” which is
recognized in 130 countries.
