Chapter I- The Project Proposal

1.1 Introduction

Data banking for Electronic Governance plays a vital role in keeping information

about the Core Local Poverty Indicators (CLPI), Barangay Officials, Tourist Spot,

Programs, Projects, activities and sharing information to its stakeholders. Information

and technologies provide a significant contribution to improve local governance and

provide awareness to stakeholders on the current status of development in the entire

Barangay. With this information system, National Agencies and other funding donors

can access information for them to see the current situation of the Barangay. In this,

they might be encouraged to fund certain project for development and promote

tourism.

On the other hand, automated information systems plays a vital role in

providing an effective and efficient way of performing organization’s business

activities. Technology can also be a better investment to improve communications.

With all its advantages and benefits, advancements in technology can be one

alternative way to improve delivery of basic services by Barangay Tiguib, Municipality

of Ayungon, Negros Oriental to its constituents. Aside from that, it is one way to

develop the convergence strategies or the join-up thinking to improve better planning,

decision making, budgeting and program implementation.


Under the Aquino Administration in 2010, envision to attain Electronic

Governance “A digitally empowered and integrated government that provides

responsive and transparent citizen-centered services for a globally competitive

Filipino nation.” In this, it is expected that Barangay Tiguib, Municipality of Ayungon,

Negros Oriental has improve their system in providing quality service through open

communication and transparent governance to its stakeholders in terms of technology.

Information Management System on Core Local Poverty Indicators (CLPI), Barangay

Officials, Tourist Spot, Programs, Project and Activities should have been

computerized to speed-up access of records. Currently, the system of recording for

the Core Local Poverty Indicators (CLPI) Barangay Officials, Tourist Spot, Program,

Project and activities are manually conducted. The Barangay had hard time producing

records to their stakeholders that causes delays and inconsistencies of data, permits,

clearances and other Barangay certifications.

Foreseeing the condition of having an automated information system on Core

Local Poverty Indicators (CLPI), Barangay Officials, Tourist Spot, Program, Project

and activities will enhance the record keeping, reporting and to better improve the

planning system through the use of existing data and information in Barangay Tiguib,

Municipality of Ayungon, Negros Oriental. Thus, the Information Management System

on Core Local Poverty Indicators, Barangay Officials, Tourist Spot, Program, Project

and activities was planned to be materialized. In this proposed system, encoding of

the Core Local Poverty Indicators, Barangay Officials, Tourist Spot, Program,

Projects, activities and the provision permits, clearances and other Barangay

Certifications will be automated.


1.1 Project Context

Electronic Local Government Unit: An Information Management System

for Barangay Tiguib, Municipality of Ayungon, Negros Oriental, an information

management system which provide convenient in record keeping and retrieval.

These system is consists of 3 major parts: the database system for Core Local

Poverty Indicators, Barangay Officials, Tourism Promotion and Program,

Project and Activities.

The eLGU system is a database system where all confidential files and

records are stored and it is only accessible by the administrator and barangay

employees. All resident information including health records, blotter and crime

cases, and other confidential services of the barangay will be managed. The

system can generate statistical records such as the total population, crime and

health status of barangay residents to keep track of the population and other

barangay information for decision making and future purposes. The system has

the ability to maintain, store, update and backup useful information of the

residents for an efficient delivery of basic services. This technique is way better

than the current system since these will help increase their productivity.

The proposed system will ensure reliability, transparency and

accountability for each users. Furthermore, the system also provides a user-
friendly interface to guide anyone who will use the system. The system

processes reports that will serves as the basis for decision-making and

intervention for future program, projects and activities, it also allows users to

issue clearances and other certification. The system provides a database for

easy data manipulation that will easily retrieve and update records. Lastly, the

system includes security log-in that will ask unique username and password to

prevent unauthorized users from accessing the system.

1.2 Purpose and Description of the Project

Currently, Barangay Tiguib, Municipality of Ayungon in Negros Oriental

is still using the manual method of storing and processing data. The employees

experienced difficulties and long procedure in finding, managing and keeping

records of barangay’s transactions. The reason that the proponents developed

an information management system that will enhance their existing method into

a competent barangay data system. With such improved data management,

effective monitoring of the population in the area will also be a benefit to the

clients since this will be the most organized way to keep and record all

information and data of the residents.

The proposed system will not only benefit the clients but also to the

residents of Barangay. Residents are having difficulties acquiring certificates

and permits because of unorganized system in record keeping. With the help
of the system, it would be easy for them to request information and services

they need. This will also ensure that the residents’ confidential personal

information will be stored securely.

In addition to the abovementioned, Barangay Tiguib is a progressive

barangay which has developing beautiful spots. The proponents extended the

information management system for the barangay official’s information as well

as the tourist spot within their jurisdiction.

1.3 Objectives of the Project

The general objective of the proponents is to develop an Information

Management System that will help Barangay Tiguib maintains and manage

their records, files and other pertinent documents efficiently and to speed-

up the recording keeping and retrieval at the same time promote tourism

industry.

Specifically, the study aims to;

a. To develop an efficient system that will help Barangay Tiguib store data

securely, properly organize files, monitor population of the area, and help

the employee increase productivity.


b. To improve the barangay’s relationship with its residents by providing the

quality of services they need.

c. To make their employees’ work faster and easier.

d. To promote the barangay’s tourism.

e. To immediately assist and render all requests and information needed by

the residents.

1.4 Significance of the study

The proposed system will have a significant impact to barangay,

employees, and its constituents. The system will improve the current methods

and processes of the Barangay and enhance the delivery of social services.

The significance of the project lies in the following points:

Barangay

The system will speed-up and improve recording and data retrieval.

These database system will also promote transparency, accountability and

promote the tourism industry of the barangay that will help improve the

economic development of their constituents as well as provide short/long

term employment.
Barangay Employees

The system will help the administrator(s) manage and organize files

that will help them efficiently and effectively delivery the basic services to

its constituents. The system will speed-up their transactions and at the

same time promote a paper-less office. As such it will lessen tons of paper

and storage equipment. Files will be more accessible for future use.

Residents

It will be easier and faster for the residents to request information,

permits, certification and other services that will improve the quality of life.

It also ensures the safety of their personal information.

Tourists

The system will help improve and promote the tourism industry of the

barangay as it will be easier for the tourists to locate the tourist spots, stores,

church and other landmarks within its jurisdiction.

Future Researchers

The ideas presented may be use as reference data in conducting

future researches. The result of the study will be beneficial to the future

researchers as it will give them a background and an overview to any

related studies. This study may be one of the basis in developing new

theories of learning.
Researchers

This study helps the proponents’ enhance their personal knowledge,

and understand the different political dynamics of the barangay, as well as

improve the problem solving skills as a contributory factor of personal

development and advancement.

1.5 Scope and Limitation

Scope

The study covers the preference of the respondents to develop an

Information Management System that focuses on storing, managing and

keeping all the Barangay’s transactions and services. It will help the

barangay monitor population, regulate health records, reported cases and

organize numbers of residents in a particular group. It also covers the official

database of the Barangay as the main page that prioritize the dashboard of

the residents. The system will be managed by the Barangay Captain as

Admin while the other officials/employee serves as the viewers of the

system and the assigned encoder. Roles and functions of each user in the

system is discuss as follows:

Admin/Barangay Captain – will manually approve all the residents

living in the barangay at least six (6) months.

Officials/Employee – enable to view resident’s record and print

permits, clearances and certification as well as other reports.


In general, the system will be run using Local Area Network. Every

user will be provided a unique username and password to ensure security

of information and data. Only the assigned encoder is capable of adding,

editing and updating resident’s record.
