AN ORDER CREATING DESIGNATED HR/IT ASSISTANTS AS ADMINISTRATORS


OF HUMAN RESOURCE MANAGEMENT INFORMATION SYSTEM (HRIS) OF THE
CITY GOVERNMENT UNIT OF BISLIG AND ITS DUTIES AND RESPONSIBILITIES

WHEREAS, Republic Act No. 11032 otherwise known as the Ease of Doing Business
and Efficient Government Service Delivery Act of 2018 was enacted to provide a program for
the adoption of simplified requirement and procedures that will reduce red tape and expedite
business and non-business related transactions in the government;

WHEREAS, Republic Act No. 10173, otherwise known as the Data Privacy Act is a law
that seeks to protect all forms of information, be it private, personal, or sensitive. It is meant to
cover both natural and juridical persons involved in the processing of personal information;

WHEREAS, the Human Resource Management Information System (HRIS) is an


information system that provides a centralized repository of all the employees’ master data that
the HRMO needs for completing core human resource processes, as well as automates all the
HR transactions;

WHEREAS, the City Human Resource Management Office (CHRMO) as lead office on
data banking and the Information Technology Division (ITD) as System Developer find it
important to designate employees from local Offices to become the administrators and the focal
persons in the implementation and institutionalization of the program;

WHEREAS, the HR Designees shall ensure that the policies and guidelines of HRIS
shall be complied with utmost excellence in the delivery of quality basic services. The following
are the duties and responsibilities:

a. Administers the HRMIS 2.0 information system for the management of all HR related
transactions in the office;
b. Has access to the accounts of all the staffs in the office;
c. Keeps a master list of all the staffs’ credentials for the HRMIS 2.0;
d. Manages the DTRs’ correction, editing, preparation and printing, with the required
attachments, for all the office staffs;
e. Manages the office’s payroll preparation for both the regular and permanent
employees.
f. The main contact person of HRMO & CIO-ITD;
g. Abides with the data privacy law at all times; and
h. Attends meetings as scheduled.

NOW THEREFORE, this Executive Order shall take effect immediately and shall remain
in force unless superseded by an appropriate issuance.
