This study aims to clarify the formulation process and structural features of historic conservation system of Hoi An ancient town

with the enactment and implementation of policies. Through reviewing the process, we found that the following features have
played important roles. 1) a conservation fund created by revenues of tourist ticket. 2) the regeneration of state-owned buildings
has played leading roles for the conservation. 3) professional organizations are responsible for both tangible and intangible
cultural heritage conservation.

This paper aims to clarify the formulation process and structural features of historic conservation system of Hoi An ancient
town in Viet Nam. The conservation work in Hoi An began after the Vietnam War in concurrence with the recovery of socio-
economic situation. Our research team has cooperated with Hoi An authorities to conduct research and restoration works since
1992. As a result of these efforts, Hoi An ancient town was inscribed into the World Heritage List in December 1999. Since
the designation, Hoi An has received several awards from UNESCO including "Local Effort and Preservation Partner" and
"Excellent Project", and it is now recognized as one of the best examples of historic conservation in the world. In this paper, we

Preparation phase of 1975-1986: Due to the Vietnam War, many people evacuated from Hoi An ancient town, and as a result,

Hoi An ancient town was designated as a national cultural heritage in 1985. However, no conservation programs were
implemented at that time.
)RUPXODWLRQSKDVHRI7KHÀUVWFRQVHUYDWLRQSROLF\IRU+RL$QDQFLHQWWRZQZDVLVVXHGE\WKH4XDQJ1DP'D
Nang province in 1987, and Hoi An authorities established organizations to be responsible for the conservation work. However,
+RL$QIDFHGGLIÀFXOWLHVRQERWKÀQDQFLDODQGWHFKQLFDOFDSDFLW\WRLPSOHPHQWWKHFRQVHUYDWLRQZRUN7RVXSSRUWWKLVLQLWLDWLYH
the Japanese government and universities have cooperated in both research and restoration activities since 1992. In order to
create a fund, Hoi An authorities introduced a tourist ticket system which was expected to generate resources for conservation
programs.

,QWKHVHFRQGFRQVHUYDWLRQSROLF\ZDVLVVXHGWRSURWHFWWKHFRUH]RQHDQGWKHEXIIHU]RQH$VXEVLG\SURJUDP
ZDVLQWURGXFHGLQWRVXSSRUWUHVWRULQJSULYDWHO\RZQHGKRXVHV6WDWHRZQHGEXLOGLQJVKDGEHHQUHVWRUHGDQGUHJHQHUDWHG
for public and private use.
0DQDJHPHQWSKDVHRI7KHQXPEHURIWRXULVWVUHDFKHGRQHPLOOLRQLQDQGKDVEHHQLQFUHDVLQJFRQWLQXRXVO\
ever since. The conservation fund was accumulated and utilized not only for the conservation work but also for development of
social infrastructure.
Through reviewing the process, we found that the following features have played important roles for the conservation system
of Hoi An ancient town.
1. The revenue of tourist ticket creates a conservation fund that is used for 1) restoration works including subsidies for
privately-owned buildings, 2) organizing festivals and events to promote Hoi An's intangible heritage, 3) infrastructure
development to receive tourists, etc.
2. The regeneration of state-owned buildings has played leading roles for the conservation. The buildings have been restored by

and others have been used for residence and commercial purposes.
3. The government of Hoi An established professional organizations. Hoi An Center for Cultural Heritage Management and
Preservation is responsible for preserving tangible cultural heritage in the historic quarter of Hoi An. The Center for Culture
and Sports is responsible for preserving and promoting value of intangible heritage, and using it for tourism development.
