Safe Work Procedure to Perform Task

Delivery and Transportation


• The trolley must be inspected prior to loading, paying particular attention to the condition of welds, condition and
operation of wheels and brakes. The trolley shall also be marked with the correct colour code.
• The trolleys will be delivered to site using the appropriate vehicle, utilising the task specific lifting and transportation
rig to load them on and off the vehicle.
• Care must be taken to ensure the trolleys are secure before transporting. Any straps used to achieve this must not be
over tightened causing damage to the trolleys.
A spacer trolley recovery plan taking into account the location of the rescue trolley in a section, tower
locations and their accesses from the road must be agreed and communicated to all the working parties
prior to any spacer work commencing. The agreed rescue plan should be readily available to all affected
parties on site.
A minimum of two spacer trolleys must be available in a section at all times. Under no circumstances
can a single trolley be used for work activities.

Site Preliminaries
• A site Toolbox Talks shall be conducted and all risk are assess prior to work commence.
• A SEC Resident Engineer shall issued relevant work permit.
• All lifting lowering operation shall be in accordance with the NCC Lifting Lowering SWP.

Lifting the Spacer Trolley


• Before the lifting operation proceeds, Lifting and Lowering Operations should be understood.
• The Safe Working Load of the spacer trolley is 250kgs and this must not be exceeded.
• The trolley must be inspected prior to lifting, paying particular attention to:
• the condition of welds
• structure (no deformation or dents),
• condition and operation of wheels
• condition and operation of normal brake
• The trolley drive wheels must be engaged and the normal handbrake applied prior to lifting, to prevent loss of control
when the trolley is landed on the conductors.
• Weather conditions must be assessed by the site supervisor before proceeding with this operation. Account should
be taken of the direction of the wind and the effect on the conductors.

Installation of Spacers
• All new spacers should be fitted in accordance with the information provided by the Engineering department (spacing
schedules) and the manufacturer’s instructions, using the appropriate manufacturer’s key and calibrated torque
wrenches as required.
• Each spacer distance shall be measured using a calibrated Spanometer on the spacing trolley or by Using Theodolite
to mark on the ground. A second trolley fitted with a Spanometer should be used as a reference to confirm the
accuracy of the installation.
• Each spacer shall be fitted to the bundle, behind the spacer trolley. This is to avoid the spacer trolley having to pass
over the newly installed spacer.

Passing the Suspension Tower


• On arrival at a suspension tower, the trolley should be unloaded, A 12mm diameter (minimum) rope (Marlow or
equivalent) is tied to the trolley, passed over the conductor on the far side of the insulator set, returned back to the
trolley and secured.
• The trolley’s front wheels can now be disengaged.
• Prior to vacating the spacer trolley the operative must attach to a safe anchoring point allowing sufficient movement to
get around the insulator string.
• The operative will now climb out of the trolley, position himself in a comfortable and good posture position above the
spacer trolley and attach his lanyard around the conductors.
• The operative will now take a position on the far side of the insulators and assume a similar position. Pulling the
Marlow rope and drawing the trolley forward and upward, into a position where the front wheels can be landed back
onto the conductor and secured. The front safety sling is then re-fitted.
• The operative will now return to the other side of the insulator and repeat the operation for the rear wheels.
• On completion of the transfer operation, the operative can now return to the spacer trolley, attaching to the trolley
before detaching from the previous anchor point.

Note:

• Engineer & Supervisor to visually inspect the line to ensure all unnecessary materials are removed, tower is
secure and all equipment has been removed prior to permits being cancelled.
• At no certain time that the worker will access the Suspension Insulator. Ladder must be used at all times.
Emergency Response Arrangements and Response

• All gangs have at least one person first aid trained, All vehicles have first aid kit.
• In the event of a fire all operatives must muster at the designated site assembly point and the site supervisor must
inform the emergency services, giving the details of the site location/access routes.
• In the event of a fuel spillage, spill kits located at the work site will be used to contain the spill, the spillage will be placed
in a appropriate container and picked up by a licensed waste contractor. Site supervisor will be notified of any spill once
contained
• Only trained and authorised personnel to operate plant. Plant and Vehicle Marshal in place at all times whilst
maintaining a 4 m exclusion zone during machine operations.
• All Accidents, Incidents, Near Miss’s must be reported to the immediate Supervisor, Engineer, Safety Advisor.
Ending Operations & Clean Up

• On completion of all activities , materials, equipment and tools shall be removed and transfer to the next section
needed of such protection on road and live line. Site left clean and tidy.
• All Permits shall be closed by the Authorized Permit Issuer.
