1. Definitions and Interpretations

Traffic Signals, to supersede AS 1742.1—2003.


The Manual of uniform traffic control devices was originally prepared by the Australian
Committee on Road Devices (ACORD) under the direction of the then Australian Transport
Advisory Council. It was subsequently approved by the Standards Australia Council for
publication as an Australian Standard in two Parts, AS 1742.1—1975 and
AS 1742.2—1978. These Standards superseded the Australian Standard Road Signs Code
which was first published in 1935 with revisions in 1946 and 1960.
The decision to revise and publish AS 1742 as a series of self-contained parts each dealing
with a specific situation, was taken in 1983 in consultation with the National Association of
Australian State Road Authorities (now Austroads). The decision was supported by an

Australia-wide survey of Local Government Authorities also undertaken in 1983.

AS 1742.8, Part 8: Freeways has been withdrawn. Its content have been incorporated into
other relevant Parts of the series.
The relationship between Australian Standards and publications produced by Austroads
should be noted. The former provides specifications and procedures that ensure that
products and services are safe and reliable, and consistently perform the way they are
intended. The latter provides guidance documents that deal with the design, construction
maintenance and operation of the road network. Austroads documents are also used by road
authorities in New Zealand.
In cases of similar subject matter, this is dealt with across both sets of documents
(e.g. Austroads, Guide to Road Safety, Part 3: Speed Limits and Speed Management, and
Australian Standard AS 1742.4, Manual of uniform traffic control devices, Part 4: Speed
controls). Where this occurs, each document aims to provide information that is consistent,
complimentary and supportive of the other.
The term ‘normative’ has been used in this Standard to define the application of the

1.1 SCOPE
This Standard covers the signs used for regulating, warning and guiding road users. It

specifies the sign classifications and the numbering system used and sets out the basic
design of signs in terms of colour and shape coding. It provides an illustrated index of all
signs and sign types which have a standard sign number, and includes sign sizes and
reference to other Standards in this series, which cover usage of each sign.
NOTES:
1 Pavement markings for general purposes are specified in AS 1742.2. Where special pavement
markings are specified, e.g. for bus lanes, these are given in the Standard which relates to that
particular traffic situation.

1.3 DEFINITIONS
For the purpose of this Standard the following definitions apply:

1.3.4 Traffic control device
Any sign, signal, pavement marking or other installation placed or erected by a public
authority or official body, having the necessary jurisdiction, for the purpose of regulating,
warning or guiding road users.

1.4 CLASSIFICATION OF SIGNS


Signs are classified by function as shown in Table 1.1.

SIGN CLASSIFICATION AND FUNCTION
Class Function
Regulatory signs (Type R) To regulate the movement of traffic by indicating when or where a legal
requirement applies, failure to comply with which constitutes an offence.
Warning signs (Type W) To warn road users of unexpected or hazardous conditions on or adjacent to the
road.
Direction signs (Type G) To inform and advise road users of directions, destinations, route names and
distances, non-regulatory traffic instructions, the location of tourist and service
facilities for road users, and points of interest.
Expressway direction To inform and advise road users on expressway type roads of directions,
signs (Type GE) destinations, route distances, non-regulatory traffic instructions, the location of
services for travellers and other points of interest.
Temporary signs (Type T) To control, warn and guide road users safely through, around or past work sites
on roads and footpaths and to warn and advise of other temporary hazardous
conditions that could endanger road users.
Hazard markers (Type D) To delineate a marked change in the direction of travel or to emphasize the
presence of an obstruction.

1.5 NUMBER OF SIGNS AND SIGN COMPONENTS


1.5.1 Signs
The alphanumeric coding system for signs is as follows:
(a) A letter prefix, as shown below, to denote class of sign:

R—Regulatory signs
W—Warning signs
G and GE—Direction signs and free-standing route markers

D—Hazard markers
(b) A number denoting the series, or group of signs.
(c) A second and sometimes a third number identifying the sign in the series, or group.
NOTE: Where there are variants of a particular sign, they are identified by the third number.
(d) For signs with more than one standard size, a letter denoting the size of the sign, e.g.
A, AA, B, C, D, where A or AA is the smallest sign.
(e) The letters (L) or (R), when the sign has directional significance.

Example: R2-6A (L) or (R) denotes a regulatory sign in the Direction series—R2. The sign
is the sixth in the series, is the smallest available, and has directional significance.
1.5.2 Symbols for tourist service signs
Symbols for services signs are identified by the letter prefix S and tourist sign symbols by
TS. They are followed by a number indicating the particular symbol.

1.6 BASIC ELEMENTS OF SIGNS


1.6.1 General
Traffic signs may contain instructions which the road user is required to obey. They may
contain warning of hazards which may not be self-evident, or information about routes,
directions, destinations and points of interest. The means employed to convey information
consists of a combination of a message and a distinctive sign, shape and colour. The
message may be either a legend or a symbol, or both.
As signs are an essential part of the road traffic system, their message should be consistent,
and their design and placement coordinated with the road geometric design.
Uniformity in the design of signs facilitates identification by the road user. Standardization
of shape, colour and message is used to enable the various classes of sign to be promptly
recognized.
1.6.2 Shape
Sign shapes and their application are as follows:
The octagon is reserved exclusively for the STOP sign.

The equilateral triangle with one point downward is reserved exclusively


for the GIVE WAY and Roundabout signs.
The rectangle with long axis vertical is used generally for regulatory
signs other than those for which a specific alternative shape is prescribed,
and for non-regulatory traffic instruction signs. It is sometimes used for
direction signs where the location and sign layout require a ‘portrait’
format.
The circle is used for regulatory signs associated with pedestrian safety,
hand banners, and the Railway Crossing Gate Position sign.
The diamond is used for warning signs.

The diagonal cross is reserved exclusively to indicate the position of a


railway or tramway level crossing.
The rectangle with long axis horizontal is used for direction and
information signs, signs for works on roads and footpaths and other

temporary hazards, free-standing alphanumeric route numbering, MABC


Type route markers and supplementary plates used with warning and
regulatory signs.
The shield is only used for tourist route markers.

1.6.3 Colour
The standard colours for signs shall comply with those specified in AS 1743. The
application of colours is as follows:
(a) Red—shall be used—

(i) as a background colour for STOP signs, signs relating to wrong way movement
and reducing speed, hand STOP banners and flags, special hazard signs, and
railway crossing position signs and gate signs;
(ii) as a legend colour on prohibitive parking signs and STOP HERE ON RED
SIGNAL (ARROW) signs;
(iii) as a border colour on GIVE WAY signs; and
(iv) as a colour associated with symbols on certain regulatory signs.
(b) Black—shall be used—
(i) as a legend colour for signs having a white, yellow, fluorescent yellow,
fluorescent yellow-green or fluorescent orange background; and
(ii) as a background colour for hazard markers, width markers and T-junction sight
boards.
(c) White—shall be used—
(i) as a background colour for most regulatory signs, most information signs,
Street and Road Name signs, bicycle route direction signs and the diagonal
cross for position signs at railway or tramway crossings; and
(ii) as a legend colour on signs having a green, blue, black, red or brown
background.
(d) Yellow—shall be used—
(i) as a background colour for most warning signs, Advisory Speed signs, and for
most roadworks and other temporary hazard signs; and
(ii) as a legend colour for route numbers on direction signs and free-standing
alphanumeric route numbering (MABC type route markers).
NOTE: For alphanumeric route numbering, see AS 1742.15.
(e) Fluorescent orange—shall be used as a background colour for roadworks signs that
relate to people working on the road, for CHILDREN CROSSING flags and the hand
STOP banner for use at a children’s crossing.
(f) Fluorescent yellow—may be used as a background colour in lieu of yellow for
roadwork signs, route numbers on direction signs and other specified hazard signs.
(g) Fluorescent yellow-green—shall be used in lieu of yellow as a background colour for
regulatory and warning signs for the protection of pedestrians.

(h) Green—shall be used as a legend colour on permissive parking signs.


(i) Standard green—shall be used as a background colour for direction signs (including
expressway direction signs), the Kilometre plate (G10-3), free-standing MABC type
route markers, finger boards with reflectorized legends and signs designating the start

and end of an expressway type road.


(j) Blue—shall be used as a background colour for Overdimensional (OD) Route signs,
State and Bicycle Route markers, services signs and for the legend and border on
bicycle route direction signs.
(k) Brown—shall be used as a background colour for Tourist Route markers and tourist
information signs.
1.6.4 Lettering
Letters and numerals used for word messages on signs described in this Standard shall
conform to those specified in AS 1744.

A description and use of letters and numerals specified in AS 1744—1975, which was
current at the time of publication of this Standard, is given at Appendix A. A revision of
AS 1744 is expected during the life of this edition of this Standard and when available, will
specify the changed description and use that will apply.
1.6.5 Symbols
Symbols shown on signs shall be limited to and shall conform to those shown in this
Standard, the artwork for which is given in AS 1743. The only permitted exceptions to this
requirement are in respect of the development of new symbols in accordance with AS 2342.
AS 2342 is expected to be withdrawn during the life of this edition of this Standard.
Requirements regarding the development of new symbols are then expected to be
incorporated into a revision of AS 1743. The development of new symbols shall be subject
to all of the requirements of that Standard including determination of need, graphic design
and comprehension testing.
The advantage of symbols is that, provided they meet the criteria specified above, for a
given signboard size, they can usually be seen, read and interpreted at a greater distance
ahead of the decision making point than legend signs.
NOTE: The selection and testing of new symbols in accordance with AS 2342 will be beyond the
capabilities of most users and will normally require the assistance of a research establishment
having the necessary facilities and expertise.
1.6.6 Reflectorization and illumination
1.6.6.1 General
Signs that are intended to convey their messages during the hours of darkness (except
parking signs) shall be either illuminated or reflectorized so that their colours and shape are
as recognizable by night as by day. Illumination may be required where reflectorization is
judged to be ineffective, for example, on overhead signs. Reflectorization may also be
ineffective in some areas with high intensity street lighting.
1.6.6.2 Means of illumination
Examples of means of illumination of signs are as follows:
(a) A light within or behind the sign face, illuminating the main message or symbol, or
the sign background or both, through a translucent material.
(b) An attached or independently mounted light source in front of the sign, designed to
direct adequate illumination over its entire face.
NOTE: Stray light from such a source should not be allowed to become a glare source for
traffic approaching from the opposite direction.

(c) Electronic presentation of legend and other sign elements (signs prohibiting turns and
speed limit signs are permitted to have a black background under this option).
1.6.6.3 Means of reflectorization
Reflectorization is achieved by using retroreflective materials conforming with

AS/NZS 1906.1 and reflectorizing all elements of a sign except black.


Except in a few limited cases in the AS 1742 series where a performance Class from
AS/NZS 1906.1 is specified for a particular sign or class of signs, the user selects an
appropriate performance Class according to the sign location, positioning and any
environmental or other relevant factors.
Advice on the selection and use of retroreflective sheeting is given in AS/NZS 1906.1.
1.6.7 Distance indication
Where distances are shown on signs, the distance should be indicated as follows:

(a) For distances up to 500 m ............................................................. in 50 m increments.

1.7 SIGN SIZE


As indicated in Clause 1.5.1(d) most of the signs are provided in a range of sizes designated
AA (smallest) up to A, B, C or D. Guidance in the selection of the size of sign for use in a
particular location is given in the part of the Standard covering the use of the sign.

1.8 NON-STANDARD SIGNS


Authorities responsible for the erection of signs are not encouraged to develop signs for
their own particular use. However, there will be instances where there is no suitable
standard sign. In such cases, the sign developed should comply with the design
requirements specified in this Standard for the particular sign classification, and with the
requirements of Clause 1.6.5 if use of symbols is proposed. If it is considered that the sign
could be required by other authorities, contact should be made with Standards Australia,
which constantly reviews road signs to ensure that the needs of road and traffic authorities
and local government are met, and to minimize the proliferation of signs with differing
designs of legend or symbol. Where an authority develops its own sign, it is recommended
that it identifies the jurisdiction by its relevant prefix before the sign number. For example,
in NSW, a typical sign number could be ‘W3-N123’.

1.9 RESPONSIBILITY AND AUTHORITY FOR INSTALLATION ON PUBLIC


ROADS
Road users are required by law to comply with many of the signs included in this Standard.
Moreover, in the various States and Territories, responsibility for installing traffic control
devices is vested in a number of government and local government authorities, and the
installation of new devices or interference with existing ones without authority may be an
offence. Attention is drawn to the fact that it may be necessary to obtain the approval of the
appropriate authority before installing any traffic control device. Approvals are required in
most States for the installation or removal of certain regulatory signs and devices.
The placement of unauthorized traffic signs or devices on or adjacent to the road by a
private or commercial organization without the authority of the controlling body causes
distraction and lessens the effect of devices essential to the road user. The display of
unofficial and non-essential devices should not be permitted.

1.10 PRIVATE ROADS


Certain private roads such as circulating roadways in large publicly accessed off-street car
parks that are not administered by the road authority may be designated as roads on which

This Section covers standard regulatory signs. It lists the signs in numerical order in the
sub-classifications listed below, sets out the overall dimensions of the various sizes of each
sign and gives references to other Standards which specify the way the signs are to be used.

2.2 SIGN FUNCTION


Regulatory signs inform road users of traffic laws or regulations which it would be an
offence to disregard. They are normally placed at the point or beginning of section where
the regulation applies.
Included in this classification are signs which indicate the end of a legal restriction imposed
by a preceding regulatory sign, e.g. the END TRUCK AND BUS LOW GEAR AREA sign
(R6-23).

2.3 SHAPE, COLOUR AND MESSAGE


Most regulatory signs are rectangular with the long axis vertical and have black legend with
or without red annulus and slash on white background. For those signs having a special
need for easy identification, other shapes and colours are specified. The individual signs are
illustrated in Clause 2.4 in colours which approximate those specified in AS 1743.
Wherever practicable, use is made of symbols and arrows to—
(a) assist in identification;
(b) clarify the instruction; and
(c) increase legibility.
Additional legend may be required on certain signs to restrict their application to particular
periods and classes of traffic or to indicate the beginning or end of a special traffic lane.
Wherever possible, the supplementary signs R7-2 to R7-5 and R9 Series should be used for
this purpose. However, where a special inscription is needed, this should be shown in black
below the main instructions on an enlarged sign or on a special supplementary white sign of
the same width as the regulatory sign.

2.4.5 Parking series—R5


Linear parking control and the times that they apply vary so widely that linear parking
control signs generally have to be designed individually. Many signs contain a number of
separate control panels on the one sign board.

Sign numbers in the R5-1 to R5-46 Series are assigned to individual linear parking control
panels in accordance with the type of control the panel indicates. Each number therefore
covers a broad category of panels in a particular control type, within which there will be
variation in respect of times of operation, methods of control, user limitations and the like.
A full list of linear parking control panel sign numbers together with detailed sign design
requirements are given in AS 1742.11.

3.1 GENERAL

This Section covers standard warning signs. It lists the signs in numerical order in the sub-
classifications listed below, sets out the overall dimensions of the various sizes of each sign
and gives the references to other Standards which specify the way the signs are to be used
in particular traffic situations.
The sub-classifications and the prefix and series number relevant to each are as follows:

Detailed design specifications for signs are given in AS 1743.
Listed with each sign are the sizes A, B, C and D usually used for that sign. Although not
listed in every case, the D size, 1200 mm × 1200 mm, may be used for any warning sign
where an especially large sign is warranted.

3.2 SIGN FUNCTION


Warning signs are used to warn road users of potentially hazardous conditions on or
adjacent to the road. Warning signs advise of conditions which require caution and may call
for a reduction in speed in the interest of the safety of road users.

3.3 SHAPE, COLOUR AND MESSAGE


In general, warning signs are diamond shaped (square with one diagonal vertical) with a
black legend or symbol, or both, and a black border on a yellow reflectorized background.
Exceptions to this general rule occur in Clauses 3.4.1, 3.4.7 and 3.4.8. The shape coding
does not apply to temporary signs (see Section 5).
The W8 series signs are used in conjunction with other signs in the Warning Series to
supplement and clarify the message conveyed and are generally rectangular. The size used
should correspond with the size code A, B, C or D of the parent sign.
The signs are illustrated in this Section in colours which approximate those specified in
AS 1743.
Certain signs in the W6 and W8 series relating to pedestrian and child safety have a
retroreflective fluorescent yellow-green background.

4.1 GENERAL

This Section covers a range of sign types that includes those that inform and advise road
users about the route they are following and give directions and distances to destinations on
the route or along other roads that intersect the route. It also covers signs that identify
points of geographical or historical interest and give directions to motorists’ services and
tourist facilities and attractions. Signs that give non-regulatory traffic instructions are also
covered.
References are given to other Standards that specify the way each sign is to be used.

NOTE: The prefix S is used to identify symbols for use on G series signs.
With the exception of signs in the G9 and G10 Series, all of the signs in this Section will
contain messages of variable length. This means that individual signs under each sign
number will require separate design and sizing. In these cases the sign illustration will show
only an example of the sign. Reference will need to be made to the quoted reference of
Standard or to AS 1743 for further information on design and message content.

4.3 BASIC DESIGN


4.3.1 Shape
The signs in this Section are generally rectangular. Where practicable, they should be
designed with the long axis horizontal. They may have one or both ends pointed when
chevrons are used (see Signs G2-3 and G2-4). Kilometre plates have a trapezoidal shape.
4.3.2 Colour
The background colour of signs in this Section is coded to allow road users to recognize
them as belonging to a particular category. Strict observance of this coding is needed to
ensure that motorists can continue to recognize sign categories.

The colour combinations shall be as follows:


(a) Black legend on white background General information signs, road and street name
signs, and traffic instruction signs.
(b) White legend on standard green background Advance Direction signs, finger boards,

Intersection Direction signs, Advance Exit and Exit Direction signs on expressways,

(c) White legend on blue background Signs indicating roadside facilities, motorists’
services and service areas (including rest and camping areas), bicycle and pedestrian
route information and direction signs, overdimensional load route signs.
(d) Black legend on yellow background Special instruction (e.g. ONLY) panels within
certain direction signs.
(e) White legend on a red background Signs that indicate to a driver the need to stop or
reduce speed considerably and signs indicating wrong-way movements.

(f) White legend on brown background Tourist signs and tourist route markers.
(g) Yellow or fluorescent yellow legend on standard green background Route numbers
on direction signs and free-standing route marker signs.
Detailed specifications are given in AS 1743 for the design of standard signs and for
‘made-to-measure’ direction and information signs that have to be individually designed.

symbols on the sign. If a word such as i BAY or BAY supplements a symbol, the third
number is increased by one. For the position signs G7-3-X and G7-4-X, if a distance is
added to the sign, the third number is again increased by one.

This Section covers standard temporary signs. It lists the signs in numerical order in the
sub-classifications listed below, sets out the overall dimensions of the signs and gives the
references to other Standards which specify the way in which the signs are to be used.

5.2 SIGN FUNCTION


Most temporary signs are for use at works on roads and footpaths to warn road users of
temporary hazardous conditions which could endanger road users or the personnel and plant
engaged in the works. They also indicate the travel path through, around or past work sites,
and thus contribute towards protection of partially completed works from damage.
Other signs in this classification are used to warn of temporary hazardous conditions which
are not necessarily related to road works, e.g. T1-10, TRAFFIC HAZARD.

5.3 BASIC DESIGN


5.3.1 Shape
Temporary signs are generally rectangular with the long axis horizontal for ease of
mounting.
5.3.2 Colour
The colour codings used for temporary signs are as follows:
(a) General temporary signs including temporary direction signs—yellow retroreflective
background, black border and symbol or legend.
(b) Signs warning of workers on foot—retroreflective fluorescent orange background,
black symbol and border.
(c) PREPARE TO STOP signs and signs warning of blasting operations—red
retroreflective background, white legend.
(d) Regulatory, warning and traffic instruction signs used for road work purpose—same
format as permanent signs. These signs are not listed separately in this Section.
NOTES:
1 Retroreflective sheeting used on signs for works on roads is required to meet at least the
requirements for Class 1 sheeting as specified in AS/NZS 1906.1.
2 Detailed specifications are given in AS 1743 for the design of temporary signs.
The signs are illustrated in this Section in colours which approximate those specified in
AS 1743.

This Section covers standard forms of hazard markers. The most commonly used sizes are
given for each marker.

6.2 FUNCTION
Hazard markers are used to emphasize to approaching traffic a marked change in the
direction of travel and the presence and width of an obstruction.

6.3 BASIC DESIGN


Hazard markers are rectangular or square and generally consist of a series of alternate black

and white bands (Sign No. D4-6 excepted). The white portion is always reflectorized, but
the reflective material may cover only the central portion of each white band to achieve a
balance between the areas of black and white under headlight illumination. The bands may
consist of either diagonal strips where only a target is required, or of chevrons where
directional, as well as target, properties are desirable.
For the shapes illustrated, both the size of the board and the number and spacing of the
bands or chevrons may be varied to suit visibility requirements.

This Appendix gives a description and use of the letters and numerals specified in
AS 1744—1975 that was current at the time of publication of this Standard.
NOTE: A revision of AS 1744 is expected during the life of this edition of this Standard and
when available, will specify the changed description and use that will apply.
They comprise six series of capital letters and numerals, designated A to F (narrow to
wide), and one series of lower case letters headed by modified Series E capitals (Series E
with increased stroke width—Modified E). Lower case letters are generally used only for
direction names on guide signs and for abbreviations such as m (metres), km (kilometres)

and t (tonnes).
The capital letters which provide the most acceptable legibility distance and pleasing
appearance on signs are Series D and E, with Series C being acceptable for common words
where sign space is limited. Series A and B are normally restricted to parking or other signs
not normally required to be read at speed.
The legibility distances for Series C, D, E and Modified E capitals are given in Table A1,
and may be used as a guide in determining the legibility of standard signs and for the design
of direction signs and other made-to-measure signs.

medium and wide. Wide spacing is always used for lower-case letters.
In the size tables given in AS 1743 for each worded sign, the abbreviations following the
letter size indicate first, the alphabet Series A to F or Modified E/LC, and second, the
spacing, as follows:
N Narrow spacing
M Medium spacing
W Wide spacing
