Project The Project is Dili Urban Road: Estrada Ponte Becusse - Ponte Maufelo, Marabia, Estrada Cruzamentu Taibessi, and Estrada Becusse — Aituri Laran. b. Services The Services is Detailed Engineering Design of Dili Urban Road: Estrada Ponte Becusse - Ponte Maufelo, Marabia, Estrada Cruzamentu Taibessi, and Estrada Becusse — Aituri Laran ©. The Employer The Employer is the Owner of this Project which is the Ministry of Public Works (MPW) of the Democratic Republic of Timor-Leste. The counterpart government agency under the MPW is the office of the Directorate General of Public Works (DGPW) and the Directorate of Roads, Bridges and Flood Control (DRBFC). The Entitle in charge for the project implementation is the Directorate Roads, Bridges and Flood Controls (ORBFC). d. Management of Activities The overall Management of Activities is led by a Project Manager appointed by the Employer under the guidance from the Employer and Project Steering Committee (PSC), PSC will consist of the representatives from the MPW, the Agency of National Development (ADN), the Directorate of Roads, Bridges and Flood Control (ORBFC), and the Ministry of Finance (MOF). TOR - DED Dil Urban Road ~ Becusse Marabla-Taibossh-Atur Lavan Procurement Commission Procurement of the Consultant will be carried out by the National Procurement Commission (CNA). Procurement Commission of the Design Consultant will be carried out by the National Procurement ‘Commission (NPC). NPC will arrange pre-bid meeting, receive the proposals and propose the winner. Consultant The Consultant is the consulting company which has been determined the winner of the procurement process and who will sign the contract together with the Employer. 9. Review Committee The Review Committee will review the conceptual street designs. The comments or views on the various submissions shall be given to the Consultant within 15 days of submission. The Review Committee will consist of followings: 1) Relevant Directorate under Ministry of Public Works 2) Relevant Directorate under Ministry of Transport and Communications 3) Relevant Directorate under Ministry of Justice 4) Relevant Directorate under Ministry of Higher Education, Science and Culture 5) _ Relevant Directorate under Ministry of State Administration 6) Relevant Directorate under Ministry of State for the Environment 7) Relevant Directorate under Ministry of State for Land and Property 7 % TOR- DED - bil Urban Red ~ Becusse-Maraba-Talbesst-Atur Laran 8) Relevant Department under Secretary of State for Civil Protection 2. Background a. The Directorate Roads, Bridges and Flood Controls (DRBFC) is the project supported through Capital Development financed by the Democratic Republic of Timor-Leste. The allocation budget in Capital Development along the 2019 fiscal year is aligning with the National Development Strategy 2011 - 2030. b. The implementation of National Transport Strategy is which to set out improved road connectivity to the corridors as the municipal priority where has been completed. The strategy highlights the important role of roads in promoting the country’s competitiveness and harmonious development through ensuring that the Municipal toad network is connected efficiently to the corridors and existing bottlenecks are eliminated c. Proper-street designs are a critical element of a safe and efficient mobility system. At present, poor design is contributing to increased road safety risks, and maintenance requirements. Going forward, the Implementing Agency seeks to establish a street networks that offer convenience and safety to all users. Under the Model Roads Programme, the Implementing Agency will implement streets with high quality walking and cycling facilities, improved access to public transport and organised parking, d. The project goal of the Model Roads Programme is to ensure equitable allocation of road space to walking and cycling collectively known as “non-motorised transport” (NMT). NMT modes provide basic mobility and affordable transport, and bring significant health and recreation benefits. NMT also provides crucial first-and- Last mile connectivity to public transport. fe. The main task of Implementing Agency plans to redevelop streets with a combined length is about 5142/Kifi. Additional streets will be selected in subsequent phases. The Implementing Agency seeks Consultant to prepare detailed design of street that prioritise the role of walking, cycling, and public transport as key components of the overall transport system, resulting in better efficiency, reduced transport costs, lower pollution levels, and less time spent in congestion. f The Consultant shall prepare detailed engineering designs for road rehabilitation of approximately 5.42 km of urban roads which would ensure an increase of usability and durability of the project roads, improvement of traffic safety and road user's comfort, incorporation of requirements of local community (social aspect), proper economic justification, and compliance of requirements for environmental protection. To the greatest possible extent the designs will be done under conditions of spatial limitations (context of the section) and limitations that result from the type of allowed construction and traffic interventions (legal grounds), The identified and recommended rehabilitation will be implemented as separate “build” contracts. g. The Republic Democratic of Timor-Leste (RDTL) through the Ministry of Finance has made available funds from the Infrastructure Fund (IF) to finance the detailed engineering design services. h. The Government of Timor-Leste expects to promote technology transfer either through joint venture between expatriate and local companies or by local companies’ employment of international and local staff. A & TOR ~ DED ~ ili Uiten Road ~ Becusse-Maraba-Taibessi-Atur Laran Objective a. This Terms of Reference (TOR) should be used for guidance for the satisfactory and timely completion of the project. This TOR sets out the output, principles, criteria, process and input. b. In this task, the Design Consultant will implement the duties in a professional manner so as to deliver the outputs in accordance with the technical specifications and standards stated in this TOR ©. The objective of this TOR is to provide technical guidance and instructions to interested consulting companies so that they can fulfil the technical specifications in terms of architectural, structural and functional aspects. 4, Project Location The Project design services of Dili Urban Road: Estrada Ponte Becusse — Ponte Maufelo, Marabia, Estrada Cruzamentu Taibessi, and Estrada Becusse — Aituri Laran is presented in Figure1. TOR - DED ~ i Urtan Road — Becusse-Marcbia-Talbess\-Atu Laran SCOPE OF WORKS To ensure the attainment of the objectives of this engagement, the Consultant shall undertake the following works: 1. To undertake a full assessment of the roads conditions. 2. To undertake a pavement design option analysis to determine the preferred rehabilitation option. 3. To provide better facilities for sustainable modes such as walking, cycling, and public transport. 4, To employ a holistic approach to street design, incorporating mobility elements, eg. footpaths, cycle tracks, carriageways, as well as additional elements such as trees, bus stops, street furniture and organised vending spaces in an integrated design. 5. To employ traffic calming measures to ensure pedestrian safety on all streets. 6. To improve access for persons with disabilities, the design should employ at-grade crossings rather than foot over bridges and subways. 24. General a. To comply with valid RDTL laws, regulations and quality norms in relation to roads infrastructure. b. The Consultant should note that the DRBFC — Road Safety Unit (RSU) will review the adequacy of both the preliminary design and detailed designs for road safety as well traffic calming measures. 8 Us TOR - DED Dil Urban Road - Becusse Marabic-TaibossiAtur Laran The RSU will also review other aspects of the rehabilitation designs in particular the junction layouts and geometric elements of the roads. The comments and recommendations of the RSU shall be incorporated in the final detailed engineering design. The recommendations of the RSU should also be included in the Bidding Documents as guidance to the Contractor in preparing the final design and should, in addition, note that the Contractor's final design shall be subjected to the same traffic safety audit as part of the design review. The Contractor shall take full account of the findings of such audit and make all necessary modifications to the design. The Consultant is responsible for validating the information and collect additional field data as may be required for finalizing the design The scope of works includes: 1) Review of existing public transport and land use plan 2) Definition of road link study 3) Survey of land uses 4) Survey of pedestrian facilities 5) Pedestrian mobility assessment 6) Observation for parking area 7) Access for people with disabilities 8) Survey of street vending and related activities 9) Analysis of crash data TOR DED ~ bil Urban Road - Bocusse-Marsbe-Taibessi-Aturi Laran 10) Preparation of detailed street design 11) Propose alternatives for cost effective rehabilitation options, including modem technological options 12) Identify the surface distress, roughness and structural bearing capacity and necessary completeness of the road through the rehabilitation design in order to extend the pavement service life 13) In populated areas, consider interests and minimum requirements of local residents, such as drains, sidewalks, bus stops, speed reduction measures and other necessary arrangements which will help to imprive traffic and pedestrian safety 14) Included on the detailed engineering design documentation basic illustrative drawings, Bill of Quantity, cost estimates, and technical specifications 15) Preparation of Terms of Reference (TOR) for construction supervision for Consultant 2.2. Preliminary Design (Dili - Urban Road) 1) Review of existing transport and land use plan The Consultant is required to compile spatial information on plans for bus priority/bus rapid transit (BRT) networks, cycling networks, pedestrian networks, and pedestrian zones presented in the reports given by the Employer. The Consultant will also compile information on underground utility networks as per information available with the Employer and other relevant institution, These engineering parameters should be mapped using the GIS platform.
