ANNEX - MODEL ROAD PROGRAM. TOR — DED ~ Di Urban Reed - Perumnas Pintu Setu & Dus INTRODUCTION 1. Definitions a. Project The Project is Dili Urban Road: Perumnas Pintu Satu & Dua. Services The Services is Detailed Engineering Design of Dili Urban Road: Perumnas Pintu Satu & Dua. The Employer The Employer is the Owner of this Project which is the Ministry of Public Works (MPW) of the Democratic Republic of Timor-Leste. The counterpart government agency under the MPW is the office of the Directorate General of Public Works (DGPW) and the Directorate of Roads, Bridges and Flood Control (DRBFC). The Entitle in charge for the project implementation is the Directorate Roads, Bridges and Flood Controls (DRBFC). Management of Activities The overall Management of Activities is led by a Project Manager appointed by the Employer under the guidance from the Employer and Project Steering Committee (PSC), PSC will consist of the representatives from the MPW, the Agency of National Development (ADN), the Directorate of Roads, Bridges and Flood Control (DRBFC), and the Ministry of Finance (MOF). Procurement Commission Procurement of the Consultant will be carried out by the National Directorate Procurement ( DNA ). Procurement Commission of the Design Consultant will be carried out by the National Directorate 1 TOR ~ DED bit Urban Read - Perumnas Pints Satu & Dug Procurement ( DNA ). DNA will arrange pre-bid meeting, receive the proposals and propose the winner. f. Consultant The Consultant is the consulting company which has been determined the winner of the procurement process and who will sign the contract together with the Employer. g. Review Committee The Review Committee will review the conceptual street designs. The comments or views on the various submissions shall be given to the Consultant within 15 days of submission. The Review Committee will consist of followings: 1) Relevant Directorate under Ministry of Public Works 2) Relevant Directorate under Ministry of Transport and Communications 3) Relevant Directorate under Ministry of Justice 4) Relevant Directorate under Ministry of Higher Education, Science and Culture 5) Relevant Directorate under Ministry of State Administration 6) Relevant Directorate under Ministry of State for the Environment 7) Relevant Directorate under Ministry of State for Land and Property 8) Relevant Department under Secretary of State for Civil Protection 2. Background a. The Directorate Roads, Bridges and Flood Controls (DRBFC) is the project supported through Capital Development financed by the 2 TOR DED ~ Dil Urben Road ~ Perunnas Plntu Salu & Dua Democratic Republic of Timor-Leste. The allocation budget in Capital Development along the 2019 fiscal year is aligning with the National Development Strategy 2011 ~ 2030. b. The implementation of National Transport Strategy is which to set out improved road connectivity to the corridors as the municipal priority where has been completed. The strategy highlights the important role of roads in promoting the country's competitiveness and harmonious development through ensuring that the Municipal road network is connected efficiently to the corridors and existing bottlenecks are eliminated. ©. Proper-street designs are a critical element of a safe and efficient mobility system. At present, poor design is contributing to increased road safety risks, and maintenance requirements. Going forward, the Implementing Agency seeks to establish a street networks that offer convenience and safety to all users. Under the Model Roads Programme, the Implementing Agency will implement streets with high quality walking and cycling facilities, improved access to public transport and organised parking. d. The project goal of the Model Roads Programme is to ensure equitable allocation of road space to walking and cycling collectively known as “non-motorised transport’ (NMT). NMT modes provide basic mobility and affordable transport, and bring significant health and recreation benefits. Improving conditions for NMT reduces the demand for travel by motorised vehicles and associated issues such as pollution and safety. NMT also provides crucial first-and- Last mile connectivity to public transport. e. The main task of Implementing Agency plans to redevelop streets with a combined length is about 3.51 km. Additional streets will be selected in subsequent phases. The Implementing Agency seeks Consultant to prepare detailed design of street that prioritise the role of walking, cycling, and public transport as key components of 3 TOR — DED — Dil Urben Rosd~ Perumnes Pintu Solu & Dua the overall transport system, resulting in better efficiency, reduced transport costs, lower pollution levels, and less time spent in congestion. f. The Consultant shall prepare detailed engineering designs for road rehabilitation of approximately 3.51 km of urban roads which would ensure an increase of usability and durability of the project roads, improvement of traffic safety and road user's comfort, incorporation of requirements of local community (social aspect), proper economic justification, and compliance of requirements for environmental protection. To the greatest possible extent the designs will be done under conditions of spatial limitations (context of the section) and limitations that result from the type of allowed construction and traffic interventions (legal grounds). The identified and recommended rehabilitation will be implemented as separate “build” contracts. g. The Republic Democratic of Timor-Leste (RDTL) through the Ministry of Finance has made available funds from the Infrastructure Fund (IF) to finance the detailed engineering design services. h. The Government of Timor-Leste expects to promote technology transfer either through joint venture between expatriate and local companies or by local companies’ employment of intemational and local staff. 3. Objective a. This Terms of Reference (TOR) should be used for guidance for the satisfactory and timely completion of the project. This TOR sets out the output, principles, criteria, process and input. TOR ~ DED - il Urban Rood Perunas Pint Satu & Ove b. In this task, the Design Consultant will implement the duties in a professional manner so as to deliver the outputs in accordance with the technical specifications and standards stated in this TOR. c. The objective of this TOR is to provide technical guidance and instructions to interested consulting companies so that they can fulfil the technical specifications in terms of architectural, structural and functional aspects. 4, Project Location The Project design services of Dili Urban Road: Perumnas Pintu Satu & Dua is presented in Figure1. The location map of Dili Urban Road: Perumnas Pintu Satu & Dua is presented in Figure 2. To undertake a full assessment of the roads conditions. 2. To undertake a pavement design option analysis to determine the preferred rehabilitation option. 3, To provide better facilities for sustainable modes such as walking, cycling, and public transport. 4, To employ a holistic approach to street design, incorporating mobility elements, e.g. footpaths, cycle tracks, carriageways, as well as additional elements such as trees, bus stops, street furniture and organised vending spaces in an integrated design. 5. To employ traffic calming measures to ensure pedestrian safety on all streets. 6. To improve access for persons with disabilities, the design should employ at-grade crossings rather than foot over bridges and subways. 2.41. General a. To comply with valid RDTL laws, regulations and quality norms in relation to roads infrastructure. b. The Consultant should note that the DRBFC — Road Safety Unit (RSU) will review the adequacy of both the preliminary design and detailed designs for road safety as well traffic calming measures. 8 TOR DED - Dil Uiban Road~ Perumnas Plntu Satu & Dus The RSU will also review other aspects of the rehabilitation designs in particular the junction layouts and geometric elements of the roads. The comments and recommendations of the RSU shall be incorporated in the final detailed engineering design. c. The recommendations of the RSU should also be included in the Bidding Documents as guidance to the Contractor in preparing the final design and should, in addition, note that the Contractors final design shall be subjected to the same traffic safety audit as part of the design review. The Contractor shall take full account of the findings of such audit and make all necessary modifications to the design. d. The Consultant is responsible for validating the information and collect additional field data as may be required for finalizing the design. @. The scope of works includes: 1) _ Review of existing public transport and land use plan 2) Definition of road link study 3) Survey of land uses 4) Survey of pedestrian facilities 5) Pedestrian mobility assessment 6) Observation for parking area 7) Access for people with disabilities 8) Survey of street vending and related activities, 9) Analysis of crash data ‘TOR DED ~ Dil Uiban Road - Perumnas Pintu Satu & Dua 10) Preparation of detailed street design 11) Propose alternatives for cost effective rehabllitation options, including modern technological options 12) Identify the surface distress, roughness and structural bearing capacity and necessary completeness of the road through the rehabil life ition design in order to extend the pavement service 13) In populated areas, consider interests and minimum requirements of local residents, such as drains, sidewalks, bus stops, speed reduction measures and other necessary arrangements which will help to imprive traffic and pedestrian safety 14) Included on the detailed engineering design documentation basic illustrative drawings, Bill of Quantity, cost estimates, and technical specifications 15) Preparation of Terms of Reference (TOR) for construction supervision for Consultant 2.2. Preliminary Design (Dili - Urban Road) 1) Review of existing transport and land use plan The Consultant is required to compile spatial information on plans for bus priority/bus rapid transit (BRT) networks, cycling networks, pedestrian networks, and pedestrian zones presented in the reports given by the Employer. The Consultant will also compile information on underground utility networks as per information avaitable with the Employer and other relevant institution. These engineering parameters should be mapped using the GIS platiorm. The 10 TOR — DED — Dll Urban Road ~ Perumnas Pintu Satu & Dua 2) 3) Consultant should also identify transport system goals that are stated in these reports. Technical reports contained the descriptions of the choice of design concept for structure, sub-system of structures, and sub-system of mechanical/electrical to be used and drawing illustrating the location map, site plan, layout, elevations and cross sections Definition of road links study The selected streets listed in Annexure 1 will make up the Study Area. Alll streets in the Study Area, along with their legal ROWs, should be mapped using GIS. Data collection and survey activities will be carried out (including survey forms and proposed survey locations) by the Consultant. The Employer must approve the Inception Report before the Consultant proceeds to the next step such as; drawing illustrating the location map, site plan, layout, elevations and cross sections. Survey of land uses The Consultant will compile land use information to help inform street design decisions. A land use survey must be carried out for every building adjoining Study Area streets. In cases where the ground floor use is different from that of rest of the floor, the surveyors should make a note. The number of floors per structure also must be noted. Important activity generators adjacent to all Study Area streets, such as shopping areas, theatres, and housing developments, should be identified. All land use data should be recorded using the GIS platform. 1 ‘TOR— DED — Dit Urban Road Perumnas Pintu Satu & Dua 4 §) 6) Survey of pedestrian facilities The Consultant will document the quality of existing pedestrian facilities on all streets in the study area, noting properties such as the clear width of the footpath on each side every 200 m (if present), the number of obstructions per km the clear width, and the presence of shade at 2 p.m. (from buildings or trees). These data should be stored and mapped using the GIS platform. If cycle tracks ate present in the area, a similar survey should be carried out where ever they are present. Pedestrian mobility assessment Survey shall be carried out to assess non-motorised transport (NMT) user flows at important locations in the study area. The survey shall be from 06:00 to 22:00 on a normal working day. Record the number of pedestrians and cyclists moving along the road on important corridors. Conduct a tracking survey of pedestrian crossing movements at important intersections along each corridor in the study area, The actual pedestrian movement lines should be mapped before conducting the survey, must seek approval of the survey location from the Employer. Observation for parking area A parking survey must be carried out on all corridors in the study area to identify parking patterns and occupancy rates. Parking demand should be established by a manual count, classified by vehicle type. The count should cover the study area streets plus streets within a buffer of 300 m — 500 m to either side of the study streets. The extent of the parking zones must be approved as part of the Inception Report. The survey shall be conducted for one hour during morning peak and one hour in the evening peak period in aed TOR DED — Dil Urben Road ~ Perumnas Pintu Satu & Dua 7 8 such areas. The survey should cover both on street parking areas as well as off-street public or semi-public parking. Finally, parking fee levels should be noted. If the street falls under city’s parking management system, the Consultant is required to consult the Employer to coordinate the design of parking slots with the Parking Management Plan. All parking data should be recorded using the GIS platform. Survey of street vending and related activities The surveyor must make note of all the vendors in the study area, The survey should note the type of vending and the physical typology of the vending structure, i.e. permanent or temporary structure. The survey should also note whether the vendor is an instruction is an obstruction to pedestrian and cycle movement. The location and characteristics of each vendor should be recorded using GIS. The survey also should capture social gathering spaces and other activities found in the public ROW in the study area. The location and number of people engaged in the activities should be noted using GIS. This information will inform the placement of street furniture and other elements in the final design. Analysis of crash data The Consultant will obtain data from the Employer on traffic crashes over the past 3 years. The crash location, type, and user involved, ie. pedestrian, cyclist, two-wheeler, car, bus ete, will be mapped using a GIS platform. This information will enable the Consultant to identify major traffic safety “black spots” and suggest traffic calming, intersection modifications, and other interventions to improve safety for vulnerable street users. 13 TOR ~ DED Di Urban Read - Perumnas Pintu Setu & Due 2.3. Preparation of Detailed Street Designs (Dili - Urban Road) 1 Conceptual designs The Consultant shall prepare detailed street designs for all streets in the study area. The design must be consistent with relevant plans, including plans for BRT networks, cycling networks, pedestrian networks, access for disabilities and pedestrian zones with particular regards to the Sustainable Cities through transport strategic plan. The designs shall be prepared following relevant road standards that shall be subject to approved standards by the Employer or Guidelines for Pedestrian Facilities and shall be approved by the Employer. The Consultant should also refer to street design manuals such as Better Streets, Better Cities: A Guide to Street Design in Urban Design Standard for Transportation and Development Policy, the Urban Street Design Guidelines prepared by Consultant. The pedestrian paths should meet the following standards: a. Aminimum of 1 m wide clear pedestrian zone b. A height of no more than 150 mm c. Flat walking surface without abrupt level differences 4. Continuous walking path 14 TOR DED - bi Urban Rood Perumnas Pintu Satu & Dua All footpaths must hay ‘Separate zones for frontage, pedestrian movement, and furniture Street designs should include but are not limited to the following elements: a. Dedicated pedestrian footpaths Dedicated cycle tracks (if the corridor falls on the cycle priority network) Dedicated bus lanes (if the corridor falls on a public transport priority network) Bus stops and transit stop Traffic calming elements, where needed to reduce vehicle speeds Physically demarcated on-street parking areas Street furniture, including benches, stools, tables, and other seating arrangements Signage locations 15 TOR — DED Di Urban Read - Perumnas Pintu Setu & Dus 4 i. Carriageways, ensuring that the width remains uniform between intersections |. Street lighting k. Storm water drains |. Utility access points Intersection designs should promote pedestrian safety through elements such as pedestrian refuge islands, reduced angles of approach, reduced turning radii, and traffic calming. The design of pedestrian crossings at intersections and in mid-block locations should ensure that pedestrian do not need to cross more than 2 lanes (6 m) at a time, Where extra ROW is available, the Consultant should identify opportunities to improve and/or create plazas, markets, and other public spaces. The Consultant will submit a plan drawing as well as cross-sections at every 20 m. The plans will be submitted in hard copy and electronic format. It must include at least three 3D renderings and photomontages of the design proposal. Prepare Plan Development The designs will be Prepare Plan Development. The Consultant may be asked to present the designs to the Review Committee, The Consultant may be required to present the plans at a public stakeholder meeting. Prepare Plan Development that covers the followings: a. Design of architectural works describing site plan, layout, elevations, cross section, and main detailed drawings, and explaining the whole project area comprehensively. 16 TOR — DED ~ Dit Urban Rosd — Peramnas Pintu Satu & Dua b. Design of structures and description of concept and its calculation including soil test and foundation design. c. Technical specifications describing classifications, types and characteristics of materials to be used. d. Preliminary cost estimates covering aspects of local social culture, history and architecture, environmental mitigation measures, structures to conform to the Design Concept. e. Investigation surface and sub-surface drainage conditions, undertake preliminary design and prepare geometric details to relocate existing drainage structures including side drains, culverts, associated inlet, outlet channels, prevention of scour and siltation, etc. Anticipated climate change impacts for in the design and capacity of the drainage structures. 3) Perform all necessary Surveys, Investigation Works and Laboratory Testing needed a. Traffic survey and analyses to prepare appropriate data demanded for road design and analyses forecast traffic movements to prepare the geometric features of the road. The road shall be designed for a life of 10 years. b. Topographic surveys covering establish every 500 m with stable permanent recovery markers (Bench Marks) at secure area. Where practical, the Bench Marks shall be interred visible, Topographic survey with a survey width of not less than 30 m for left and right side from existing centre line and the interval for the cross section is 20 m. ©. Geotechnical investigation and testing; undertake detailed geotechnical investigation of existing of the sub-grade and 17 TOR DED ~ Dil Urban Road — Porumnas Pintu Satu & Dua other structures as necessary. Undertake investigationof existing and potential slope stability and design counter measurements, including retaining structures, slope drainage, scour prevention and bio-engineering. d. Hydrological and Hydraulic Investigations; define and elaboration of rainfall data and flood record for defining appropriate drainage structures included side drain, culverts, associated inlet and other ‘outlet channels, prevention of scouring and siltation and comply with the storm water channel surrounding the area. e. The quality on road required to have adequate pavement dimensioning and shall be made by appropriate empirical and/or theoretical procedures. Some of the recognized procedures may be also applied for dimensioning, but it should be conform that the procedure is appropriate for this category and significance of road, i.e. traffic load and surveyed material quality. The applied method shall be described and explained. Valid standard in Timor-Leste (or International Standard) applies for pavement dimensioning. f. Undertake detailed design of all drainage structures including side drains, culverts, associated inlet and outlet channels. Particular attention shall be paid to prevention of scour and siltation. Anticipated climate change impacts shall be catered for in the design and capacity of the drainage structures. Drainage solution shall comply with the storm water channel surrounding area. g. Consider repair works or new works on the structures (culverts, drainage systems, retaining walls, small bridges, 18 TOR —DED - Di Urban Rosd — Perumnes Pintu Satu & Dua etc.) and road furniture elements as well as road markings and shoulders, h. Identify all existing and planned utilities affected by the designed works and commission designs if any. 2.4, Revised Conceptual Designs The Consultant will prepare Revised Conceptual Designs based on the feedback received from the Review Committee and stakeholders. The Revised Conceptual Designs must be submitted to the Employer for approval. E 2.5. Detailed Engineering Design of Urban Road Following approval by the Employer of the conceptual designs, the Consultant will prepare detailed construction drawings for the Study Area. The designs should include the following components: 1) 2) 3) 4) 5) 6) 7) Typical sections at every 20 m Street plan List of existing street elements to be demolished Utlity relocation plans, whatever necessary Materials as per Employers specifications Construction details for each element The Final Detailed Engineering Design will be prepared for each package of road link 19 TOR DED ~ Dil Urben Road - Perumnas Pinta Satu & Dua 8) 9) 10) 11) 12) 13) 14) 15) Design shall be carried out in accordance with recognized intemational code of practice suitable for application in the Timor- Leste environment; Unless otherwise instructed, the geometric characteristics of the road itself shall be designed generally in accordance with the road standards that shall be subject to approved standards by the MPWI/DRBFC. These standards will generally be consistent with the achievement of minimum disturbance of existing side slopes, minimum requirement for land acquisition without affecting existing permanent private buildings as far as possible and safety; ‘The road pavement shall be designed to carry the 10 year projected traffic loading ESA in all cases and shall have a durable waterproof surfacing; Designs shall incorporate appropriate provision for surface and sub- ‘surface water drainage. Easements for the discharge of surface water drainage shall be confirmed during the design process; The Consultant shall also prepare a set of standard drawings for various sizes of concrete box and reinforced concrete pipe culverts including full details of reinforcement for the structures as appropriate; Designs shall be based on the TIMOR-LESTE STANDARD METHOD OF MEASUREMENTS (TL-SMM). Specifications shall be based on MPW's specifications for road and bridge works; Carry out detailed design for ancillary works such as pavement markings, traffic signs, as appropriate; Prepare detailed cost estimates for road construction, forming contract packages and shall be agree by the Employer as early as possible; 20
