SUBJECT CARDS AND PERMITS

PURPOSE To organize entry of individuals and vehicles to Royal Commission (RC)


facilities in Madinat Al-Jubail Al-Sinaiyah (MAJAS); and to control and
organize photography operations of the same.

POLICY For access to RC facilities permanently or temporarily or for visit, it is


mandatory to obtain valid ID cards and vehicle access permits. In
addition, photography permits must be obtained when taking pictures of RC
facilities in MAJAS. The Industrial Security Department (ISD) shall issue
such permits in accordance with the related Ministry of Interior
(MOI) regulations.

The ISD is responsible for issuing such cards and permits.

PROCEDURE 1.0 EMPLOYEE IDENTIFICATION CARDS

1.1 ID CARD SPECIFICATIONS

 The size shall not be less than 5 x 8 centimeter and not more than 7
x 10 centimeter.

 It must be of good quality paper which is resistant to tear, and


waterproof.

 Should be laminated in a plastic cover under high pressure and


temperature.

1.2 ID CARD INFORMATION

The ID card front and back sides shall contain the following information:

1.3 ID CARD VALIDITY

The validity of the ID card will be defined as follows:

 Directorate General for Jubail Project Saudi national employees: 2


years as of the date of issue.

 Non-Saudi employees of the Directorate General for Jubail Project


and its contractors: by the end of his contract or Iqama whichever
comes first.

 Saudi nationals working for contractors: by the approximate end of


contract date, provided that in all cases its validity shall not exceed
one year.

1.4 IDENTIFYING COLORS OF THE ID

 General color of ID for all RC permanent employees is white.

 General color of ID for all RC temporary employees is blue.

 General color of ID for all employees and laborers of contractors


working for the RC is yellow.

 General color of ID for government employees whom the nature of


their work necessitates access to the RC facilities is green.

 General color for visitors card is red and the word visitor shall be

printed in white color in both Arabic and English languages.

1.5 TERMS AND CONDITIONS FOR ISSUANCE OF ID

(A) Complete related forms (ATTACHMENT 090201A) for RC


employees and (ATTACHMENT 090201B) for employees of
companies.

(B) The employee shall be one of the following categories:

- Civil Service or Direct Hire

- Trainee or temporary employed

- One of the government staff whom the nature of their work


necessitates access to the RC facilities.

- Employees and laborers of a contractor who are working for the RC


under a current contract and are required to work in the RC facilities, or
employees of companies operating in MAJAS.

(C) The employee director shall designate the facility and area if access
is permissible and he is an RC employee. But if he is working with
the RC contractors, then the facility and area shall be designated by
the director of the company with whom he is working for.
However this shall be confirmed by the director of the
administering department.

(D) Completion of all information and data related to employee.

1.6 DIRECTORATE GENERAL FOR JUBAIL PROJECT


FACILITIES

The facility code number shown on the ID specifies the facility where the
bearer is allowed to enter. Each facility in Jubail Project has its own
individual code number. These code numbers are as follows:

1.7 CARDS CATEGORIES INSIDE THE FACILITY

Each facility is divided into three main areas:

A - Administrative offices

B - Maintenance and warehouses

C - Operation areas and operation rooms

Thus, the areas inside the facility, allowed for entry are defined as follows
according to the color background of the personnel photograph affixed to
the ID card.

 ID card with blue color background of photograph will be issued to


those working in the administration offices.

 ID card with a yellow background of photograph will be issued to


those working in maintenance and warehouses. This will allow them
access to the administrative offices also.

 ID card with a red background of photograph will be issued to


those working in the operation rooms. This will allow them access to the
three areas within the facility.

1.8 VISITORS CARD - FACILITY MAIN GATE

The place designated for this card is the main gate of the facility. It is
issued by the security guard available at the entrance after the person to be
visited is contacted and his approval is obtained. Furthermore the visitor
shall be his responsibility. Necessary security measures shall be taken
such as keeping by the security a document from the visitor such as
nationality booklet, Iqama or passport until the card is returned at the end
of each visit.

It should be noted that visitors are allowed to enter the administrative


offices only. But if there is need that he should visit areas other than
administrative area, then a special permit shall be obtained from ISD. An
employee who wishes to enter into a facility other than the facility where

he is working, shall be treated as a visitor to that facility.

1.9 PIPELINE CORRIDOR ENTRY CARD

A person that the nature of his work necessitates access to pipeline


corridor shall obtain a card which allows him to enter that area by
following the steps shown in the related form (ATTACHMENT
090201C).

1.10 RESPONSIBILITIES OF THE CARD HOLDER

 It is mandatory that the employee ID card must be suspended on his


chest in a prominent manner during working hours within the offices
and work locations.

 To enter areas specified in his card only in accordance with the


facility number and the color of the photograph background.

 Present his ID card to ISD guards upon request.

 The card must not be loaned or mortgaged to any other entity for
any reason whatsoever.

1.11 CARD RENEWAL FOR RC EMPLOYEES

RC employee shall renew the ID card at least one week prior to its expiry
date.

1.12 CARD RENEWAL PROCEDURES FOR EMPLOYEES OF


RC CONTRACTORS AND COMPANIES OPERATING IN
MAJAS

All contractor employees shall renew their ID cards one week before the
expiry date of the ID card. Should they neglect this, the contractor will be
fined SR100.00 for each week delay after the expiry date for a maximum
period of four weeks of the expiry date or of the completion of work for
which the ID card is issued. After this period ISD has the right to take the
necessary action.

It is noted that if the card is not renewed promptly, this may result in
preventing the employee to enter the facility. The ISD shall not be held
responsible for the delay of contractor work.

2.0 VEHICLE ACCESS PERMITS

2.1 PERMIT SPECIFICATIONS

 Access permit must be symmetrical triangle, each side of which


equals to 10 centimeter.

 Access permit shall be designed in a way that, once attached, it can


not be removed without being damaged.

 Access permits shall be of a reflectorized type

2.2 ACCESS PERMIT INFORMATION

Access permit includes the following information:

 The name of the facility/bearer is allowed to enter. 

Date of access permit for the same year.

 Serial number

 RC logo.

2.3 VALIDITY OF PERMIT

The validity of the permit will be defined as follows:

 Access permit validity shall not exceed one year for RC and its
employee vehicles.

 Access permit validity for contractors must not exceed the period of
contract, or the year of issuance whichever ends first.

2.4 IDENTIFYING COLORS OF VEHICLE ACCESS PERMITS

 The color of access permits for vehicles of the RC and its employees
shall be generally white.

 The color of access permits for vehicles of RC contractors and their


employees shall be generally yellow.

 The color of access permits for vehicles of government entities and


their employees whom the nature of their work necessitates access to
RC facilities shall be generally green.

2.5 CONDITIONS OF ACCESS PERMIT ISSUANCE

(A) Complete related application form (ATTACHMENT 090201D) for


RC employees, and (ATTACHMENT 090201E) for employees of
companies.

(B) The vehicle should have undergone a comprehensive inspection (a

valid Motor Vehicles Periodic Inspection).

(C) The vehicle shall have a valid registration card.

(D) The vehicle shall be owned by the applicant, leased under an


official lease agreement or officially authorized to be driven
by the applicant.

Note: Vehicles of the RC and of other government entities shall be


exempted from the Motor Vehicles Periodic Inspection.

2.6 FACILITIES WHERE PERMITS ARE ISSUED 

All RC critical facilities

 RC Building

 Seawater cooling

 Potable water pumping stations 

Desalination plants

 Pipeline corridor

2.7 PERMIT CLASSIFICATION

Each facility is divided into three main areas: 

Administrative offices

 Maintenance

 Warehouses

2.8 PIPELINE CORRIDOR ACCESS PERMIT

Any vehicle which work requirements necessitates its entry to pipeline


corridor shall be issued a permit giving an access to the facility by
completing the steps shown in related application form (ATTACHMENT
090201F).

It is noted that vehicle access permit shall not authorize driver nor those
accompanying him to enter any facility unless they carry valid ID cards and
authorizations to enter the facility.

2.9 FIRE ENGINES/RESCUE VEHICLES/AMBULANCES

Fire engines, rescue vehicles and ambulances shall be excluded, in


emergency cases, from all conditions of access permits issuance.

2.10 RESPONSIBILITIES OF ACCESS PERMIT HOLDER

 He shall enter the areas mentioned in the vehicle access permit only.

 He shall not make any repairs on the vehicle while inside the
restricted industrial area.

 He must abide by the speed limit within the facility and all the
traffic rules and regulations.

2.11 ALL FACILITIES ACCESS CARDS AND PERMITS

The Industrial Security Department Director shall approve the cards allowing
access to all RC critical facilities. For security purposes, the Department
Director of Administering Department shall prepare a letter using
ATTACHMENT 090201P stating the reasons and justifications before the
letter is transmitted to ISD together with his Request for
Issuance/Renewal of ID Cards application.

3.0 TEMPORARY INDIVIDUAL AND VEHICLE ACCESS


PERMITS

When the RC or any of its contractors wish to seek the assistance of a


contractor to perform a temporary work where the period of performance not
exceeding 15 days, necessary permits may be issued to individuals and vehicles
which authorize the bearer to enter the required facilities
according to the following conditions.

3.1 INDIVIDUAL ACCESS PERMITS

Submit an official letter from the entity requesting the access permit
addressed to the Industrial Security Department Director and stating the
names, nationalities, passport numbers, professions, validity period and
purpose of the required access permit for all individuals requested to enter the
required facilities.

 Attach to the official letter requesting the access permit a legible


photocopy of the national booklet for Saudi nationals or of the
residence authorization card (Iqama) for non-Saudis or of passports
for the new arrivals whose Iqama issuance may be delayed until
completion of their medical check-ups.


 Attach to above-mentioned letter a complete passport photocopy


and the original copy for verification for arrivals entering the
Kingdom by a visit visa.

3.2 VEHICLE ACCESS PERMITS

 Provide an official letter from the entity requesting access permit


addressed to the Industrial Security Department Director and
indicating type, model, color, and plate number of the vehicle.

 Attach to the letter a legible photocopy of the vehicle is valid
registration card and valid motor vehicles periodic inspection.

4.0 LOSS OF ID CARD AND ACCESS PERMIT BY RC


EMPLOYEES OR GOVERNMENT ENTITIES WHOM THE
NATURE OF THEIR WORK NECESSITATES ENTRY TO RC
FACILITIES

In accordance with the MOI instruction, the person who loses his card will be
subjected to investigation by the Security Services Section of ISD to know the
reasons of loss of card or permit. If the investigation proves that the person is
negligent, he will be given a written warning (a copy of which to be kept in his
file) and his two-day salary will be deducted.

If the card is lost for the second time, the deduction will be doubled. And if for
the third time, he will be referred to the security agency concerned to investigate
the case. This penalty will be enforced on government
employees by the entities they work for provided that copy of the
investigation report is transmitted to ISD.

4.1 LOSS OF CONTRACTORS AND COMPANIES IDs &


PERMITS

Should the employees of the contractors or the companies operating in


MAJAS lose their IDs or permits, they shall pay a fine of SR500.00 for
the first time. Should this occur for second time, the fine shall be doubled.
If for a third time, the same contractor/company shall be deprived of
getting ID or permit and shall be referred to the security entity concerned
for investigation.

5.0 ISSUANCE AND RENEWAL OF KING FAHD


INDUSTRIAL PORT ACCESS CARD IN JUBAIL

Any employee whom the nature of his work necessitates entry to KFIP in
Jubail shall obtain the necessary card to enable him to perform his
assigned work within KFIP area.

To obtain such card, the special form (ATTACHMENT 090201G) shall


be completed, signed by the employee department director and then
forwarded to Government Relations Unit of ISD along with three colored
photographs of the employee concerned and copy of nationality booklet for
Saudis; and copies of valid Iqama and passport for non-Saudis.

ISD shall route the request to KFIP security unit to get the necessary card to be
given officially to employee and to be his complete responsibility. The card
shall be returned to ISD after its expiration or completion of the work for
which it has been issued.

If the card is lost for the second time, the deduction will be doubled. And if for
the third time, he will be referred to the security agency concerned to investigate
the case. This penalty will be enforced on government
employees by the entities the work for provided that a copy of the
investigation report is transmitted to ISD.

6.0 CONTRACTOR AND COMPANY RESPONSIBILITIES

The RC contractor/company will be responsible for returning his employee ID


cards and permits to ISD in the following cases.

 Expiration of ID card or access permit.

 Completion of work for which the ID card is issued. 

Travel outside the Kingdom for any reasons.

 End of employment contract or sponsorship transfer. 

Contract completion for the contractor.

Subsequent to the above, if the ID card or access permit is not returned, ISD
has the right to take the necessary lawful action and the contractor will be
held responsible before the security entities for misuse of an ID card or access
permit by its employees.

It is noted ID cards will be withdrawn from the holder when he receives his
passport for any reason whatsoever.

7.0 PHOTOGRAPHY PERMITS

7.3 PHOTOGRAPHY PERMIT

Any entity wishing to take photographs for RC facilities in MAJAS shall do


this at a narrow scale and when necessary. To obtain a photography permit, the
entity concerned will submit a request to Director of ISD as per Form No. (4)
(ATTACHMENT 090201H).

The following should be noted:

(A) Should a military camp be near the facility to be photographed,


prior permission shall be taken from the Emarah in accordance
with Form No. (1) (ATTACHMENT 090201J).

Restrictions governing photographic operations.

- Each photography operation shall be documented in


accordance with Form No. (2) (ATTACHMENT 090201K).

- The picture taken shall be approved by ISD in accordance


with Form No. (3) (ATTACHMENT 090201L).

- Picture taking shall be conducted under supervision of


personnel concerned of ISD.

- Ensure that filming of neighboring facilities is avoided


through controlling the camera view angle.

- Films shall be processed in RC facilities at all times;


however, should that be not possible, processing may be
made under the supervision of ISD by another entity provided
that such entity be a Saudi. The requestor or performer shall

be responsible for any leakage of information, photographs or


films during and after photography, processing and printing.

- The film/pictures taken of the facility shall not be used unless


it is authorized in terms of security by ISD.

- ISD shall maintain and document the photographs, films,


negatives, photography reports and related documents in a
safe place. Use of the same shall be restricted to the purpose
it is made for. Such photographs and negatives shall be
maintained by Saudis.

- Photographer shall be a Saudi working for the company.


Should this be not possible, experience of Saudi
photographers from other entities may be used under
supervision and follow-up of ISD

- A photography permit shall be obtained for the photographers


assigned to perform the filming (ATTACHMENT
090201M).

- The director of the requesting company and the director of


ISD shall be held responsible before the government of any
violations or leakage of information and photographs during
and after photography.

- Companies and individuals in-charge of photography shall


undertake to take the responsibility should there be any
violations of the instructions given to them. Further, they
shall be held responsible if it is proved in a later period that
they have violated the instructions (ATTACHMENT
090201M).

- Facilities under the supervision of the Supreme Commission


for Industrial Security shall be obliged to Saudisize all the
positions related to photography (photography, processing
printing) and all the positions related to maintenance and
storage of photographs and related documents. They shall be
given one year to achieve complete Saudization.

- Violator of photography, processing and printing regulations


including those responsible for photography, companies and
requesting and performing organization shall be tried by a
committee formed, under instructions of the area Emir. The
Committee shall consist of representatives from the Emarah,
related security department, the facility photographed and one
representative from the Ministry of Information once

violation has been specified to determine the penalty to be


imposed on the violator. The decision of the committee shall be
forwarded by the Emir of the area to HH the Minister of Interior
for approval.

- Photography operations where there is doubt of sabotage,


spying or deformation of Saudi Arabia reputation shall be
referred to security departments concerned.

(B) Media delegations hosted by the Ministry of Information shall be


excluded from photography regulations. Related coordination shall be
made directly between the Ministry of Information and Eastern Province
Emarah.

(C) Aerial photography permit for all facilities requires prior


coordination with the Ministry of Defense and Aviation (MODA) for
approval.

8.0 DESTRUCTION OF EXPIRED CARDS

Upon the recommendation of the ISD, the Director General will issue a
decision to form a committee to destroy the expired cards or cards which are
no longer needed, prepare and sign related reports.
9.0 RELEASE OF THE EMPLOYEE

Any employee of the RC or its contractors who fails to return the ID card or
vehicle access permit shall not be released unless established penalties included
in the paragraph entitled Loss of ID Card are applied.
