CONSTITUTION AND BY-LAWS OF THE LIVELIHOOD


AND FOOD ENTREPRENEURS (LIFE) CLUB

PREAMBLE

We, the member of the LIFE (Livelihood and Food Entrepreneurs) Club imploring the help of the
almighty God, and believing in the need for a more excellent and organized service for the school,
and provide the students with a proper, nurturing, and encouraging environment. To further
develop and cultivate not only their individual skills and consummate adeptness but also their
sense of responsibilities, environment friendliness, simplicity, economic sufficiency, and most of
all to encourage their constant pursuit for their passion for knowledge and the technical skills, do
hereby promulgate and adopt the constitution and by-laws that will promote, implement, maintain
and live out our goals and aspiration and that of the school for a productive and sustainable
economic endeavor.

Article I
Name of the Club

Section 1 The organization shall be called LIFE (Livelihood and Food Entrepreneurs)
(formerly TLE Club). The acronym LIFE will be officially used to designate the
organization, its units and members thereof. The LIFE Club is a co-curricular
organization under the auspices and supervision of the San Blas Academy Inc.
Student Affairs Organization (SAO).

Section 2 The purpose for which this organization is formed shall be as follows:

1. To provide a venue for the skills-based competencies anchored on the TLE


Education Curriculum.

2. To assist the club through the Division, Regional and National Organizations
in:
a. Developing moral character, personal discipline, civic- consciousness,
technological know-how and the duties of citizenship;
b. Training members for leadership in home, agricultural/fishery, industrial
and entrepreneurial technology;
c. Creating and nurturing the love for technological and entrepreneurial skills
by encouraging the members to participate in home, school and community
productive activities;
d. Building self-confidence of members in their work through engaging in
supervised technological and entrepreneurial activities; and ,
e. Establishing linkages/networks with other organizations and agencies in
accomplishing the above purposes.

3. To concretize the school Vision, Mission, and Goals through its programs and
activities.
Article II
Logo of the Club

Section 1 The logo of LIFE Club signifies the characteristics of the organization represented
by the following symbols

The TORCH represents the light that illuminates the minds of the members.

The SUN signifies the bright future of the members, who are formed with the
knowledge and skills learned and acquired in the four (4) major component areas
in Technology and Livelihood Education or any other technology related programs
and projects advocating any of the four component areas in becoming a successful
entrepreneurs.

The WHEEL with SPOKES represents the skills being taught and acquired by the
members in the sub-component areas of TLE. The encompassing green color
implies that all technological programs/projects shall conserve, protect, rehabilitate
and promote a clean and healthy environment.

The BANNER symbolizes excellence in the world of work as entrepreneurs.

Section 2 The emblem bears the encompassing words “Livelihood and Food Entrepreneurs’’.
The figure 2020 represents the year when the organization was organized. The
acronym LIFE means Livelihood and Food Entrepreneurs.

General Assembly

SECTION 1. The General Assembly is the highest policy making body of the club.

SECTION 2. The General Assembly meets twice in a year, one during the year start and
Another one during the year end on the specified date agreed upon by the
members.

Article V
Composition of Officers and Functions

SECTION 1. The LIFE officers shall consist of the following;


President
Vice – President
Secretary
Treasurer
Auditor
P.I.O
Business Manager

The LIFE CLUB officers shall:


SECTION 1. Have other powers and duties as the Head of the School may delegate or request to
it provided that it is consistent with this constitution.

SECTION 2. All project proposals, resolutions, and policies shall be decided and approved by
majority vote of the present officers constituting the quorum.

SECTION 3. PRESIDENT. He/she shall exercise duties, functions, and responsibilities inherent
with his/her office. He shall preside over the organization meeting, exercise general
supervision of all committees and take care that the laws promulgated by the LIFE
CLUB shall be faithfully executed. Shall also have the following powers and
responsibilities; he/she shall:
a.) preside overall meetings of the organization;
b.) represent as student regent or student trustee to the higher governing body in
behalf of the organization;
c.) control the conduct of the proceedings of all sessions/meetings;
d.) sign all transactions in behalf of the organization;
e.) initiate the preparation of all agenda in all meetings of the organization.

SECTION 6. VICE-PRESIDENT shall perform the duties of the president in the absence or in
capacity of the latter and such other duties assigned to him/her by the President.
He/she also perform the following;
a.) assist the President in the implementation of all matters concerning the
organization;
b.) serve as the External Officer, who shall handle affairs/matters outside the
school;
c.) check and oversee the effective execution/s and performances of duties and
functions of all officers; and
d.) perform such other function and duties that the President may delegate and/or
direct.

SECTION 7. SECRETARY shall:


a.) Issue notices of meetings/assemblies;
b.) Record and keeps the minutes, resolutions, correspondence, and proceedings
of all sessions and meetings of the organization;
c.) Act as custodian of all records of the organization; and
d.) Perform such other duties that the President may direct.

SECTION 8. TREASURER shall:


a.) keep all funds and maintain its own book of accounts with records of all cash,
transactions and other financial records of the organization;
b.) collect all contributions due to the organization;
c.) receive, keeps and properly disburses authorized expenses and accounts of
funds;
d.) regularly render at the end of each semester duly accounted and audited
financial reports ;
e.) perform such other functions as may be assigned from time to time;
f.) keep all receipts and maintains a book of accounts with records of all cash
transactions and other financial records;
g.) signify or authorize the use and disbursement of funds, if available, upon proper
requests and necessary documents complied with.

SECTION 9. AUDITOR shall:


a.) promulgate accounting and auditing rules and regulations, including those for
the prevention of irregular, unnecessary, excessive, or extravagant
expenditures of the funds;
b.) conduct monthly audit of the book of accounts of all funds in the custody of the
Treasurer;
c.) report favorable and unfavorable findings during any meetings; and perform
such other duties and functions as may be prescribed by the President.

SECTION 10. P.I.O shall:


a.) protect and build the image of the organization before the public through the
employment of press activities, promotions, publicity and other similar
activities;
b.) regularly keep the student informed of programs, projects and activities, rules,
regulations and policies affecting the student’s welfare;
c.) act as liaison officer of the organization; and
d.) perform such other duties that the President may direct.

SECTION 11. BUSINESS MANAGER shall:


a. Supervise all business of the Club;
b. Head the Ways and Means Committee; and
c. Perform such other functions as may be designated to him/her by the club.

SECTION 12. GRIEVANCE COMMITTEE shall:


a. act on any complaint from members of the club;
b. mediate and settle amicably any intraparty dispute among members of the
club;
c. investigate, conduct hearing and adjudicate cases assigned;
d. handle other matters which the president may assign to the committee from
time to time.

SECTION 13. WAYS AND MEANS COMMITTEE/ TEMPORALITIES COMMITTEE


shall:
a. plan activities that will bring funds to the club;
b. device ways of making money, beyond the collection of dues to benefit the
club;
c. work with other club members to carry out the plans for making additional
funds for the club.
d. advice club officers on a specific project involving club facilities;
e. develop plans for maintaining the long-term stability of all club properties;
. monitor the implementation of such plans.
SECTION 14. THE LITURGY COMMITTEE shall:
a. trust the ritual;
b. be a presence that reflects the communion we share in Christ;
c. work carefully at maintaining good.

SECTION 15. DOCUMENTATION COMMITTEE shall:


a. organize an archiving system;
b. label, sort and categorize documents for ease of use;
c. retrieve documents upon request;
d. assist with both internal and external audits;
e. ensure documentation integrity;
f. control access to documents;
g. Utilize storage software and applications for electronic filing.
h. proofread documents upon request.

SECTION 16. The officers of the organization shall hold office for a period of one (1) year from
the date of election until their successors shall have been duly elected and qualified,
provided that they remain members of the organization in good standing.

Article VI
ROLE OF THE ADVISERS

SECTION 1. The LIFE Club Adviser(s) must be a full-time faculty member of the San Blas
Academy Inc. handling TLE or related subjects. Adviser shall supervise, monitor
all activities and meetings conducted by the club. He/She/ They shall also serve as
the consultant of the LIFE Club.

Section 2. The term of office of the adviser shall be co-terminus with the LIFE Club unless
he/she shall terminate his/her term as adviser.

Article VII
Membership

SECTION 1 All students of San Blas Academy Inc. who are officially enrolled are entitled to
become members of the LIFE Club.

SECTION 2 Membership may be lost in any of the following instances:


a.) Expulsion from the San Blas Academy Inc.;
b.) Transfer to any school or institution;
c.) Discontinuance of study;
d.) Defiance of student laws, regulations, policies, and resolutions as determined
by San Blas Academy Inc. authorities.

SECTION 3. The organization annual membership fee will be determined by the General
Assembly.

SECTION 4. Members in good standing shall have the following rights:


a. To participate in all deliberation;
b. To participate in any activity undertaken by the LIFE CLUB council;
c. To be informed of the rules and regulations affecting them;
d. Shall have the freedom of the press and of speech, and of peaceful assembly not
contrary to the constitution of the LIFE CLUB and existing laws governing such
rights;
e. To petition to the proper authorities for redress of grievances, present views and
opinions conducive to broad, sound and healthy thinking of vital issues concerning
the welfare of the students;
f. Right against exploitation, involuntary servitude nor cruel or unusual punishment;
g. To reasonable protection. In case of arrest within the school premises, coordination
shall be accorded to school administration;
h. To question during the general assembly all decisions and policies promulgated by
the LIFE CLUB council;
i. To recommend for apprehension any officer subject to the conditions stipulated by
this constitution;
j. To propose for the amendment of any provision in this constitution and by-laws;
and
k. To have free access on records, reports and documents left by the LIFE CLUB
council observing Data Privacy Act.

Article VIII
Policies and Procedures

SECTION 1. All elected LIFE Club Officers shall remain accountable to their members.

SECTION 2. All student shall exercise the right properly, observe their duties and
responsibilities, and respect the right of others at all times.

SECTION 3. Any interested bona fide student shall apply by filling out the membership form to
be registered as member.
SECTION 4. All members and officers shall pay the annual membership fee as determined by
the General Assembly in order to be considered a legitimate member. When the
member drops, leaves or transfers from school, the membership fee is non-
refundable.

SECTION 5. All members and officers shall pay a monthly due of Php 5.00 to activate his/her
membership.

SECTION 6. At the end of the school year, the Treasurer shall turn over to the school cashier the
remaining fund of the club for safe keeping. In the succeeding school year, this fund
will be requested by the club through a resolution from the body noted by the
Principal.

SECTION 7. Any erring member shall be heard through a due process by a committee formed by
the club to this effect.

SECTION 8. The organization can initiate fund raising activities to support its projects and plans
as approved by the school administration.

Article IX
Duties and Responsibilities of Members

SECTION 1. All members shall pay LIFE Club membership to be duly collected by the Club
Treasurer. The amount of membership fee shall be determined by the General
Assembly through a resolution.

SECTION 2. It shall be the duty of every member to:


a.) Uphold the Constitution of the Republic of the Philippines;
b.) Respect the policies, rules and regulation of the LIFE Club and that of the
school;
c.) To conduct himself/herself in a dignified manner;
d.) To uphold the constitution and by-laws of the LIFE CLUB;
e.) To abide by the decisions of the majority in all undertakings of the club;
f.) To attend meetings, activities, and other functions of the club regularly; and
g.) To meet all financial obligations and other duties and responsibilities due to the club.

SECTION 3. It is the right and duty of every member to cast his/her votes during election,
referenda, and plebiscites.

SECTION 4. Members have the right to be represented in the determination of the school policies
in matters that affect them.

Article X
Election

SECTION 1. All members shall exercise the right to vote properly.

SECTION 2. All members are entitled to be elected as officer.

SECTION 3. Election shall be conducted through secret ballot system.

SECTION 4. Candidate with the highest number of votes shall be declared as elected to the
position applied for.

SECTION 5. The following are the criteria to be qualified for any position applied for.
He/She must be;
a.) bona fide student of the school.
b.) practicing Catholic.
c.) clear of any disciplinary sanction.
d.) of good academic standing with a grade point average of 80 in the previous
school year and with no line of 7 in any of the subject enrolled for the
current school year.
e.) with a 1 year residence in the school for any candidate applying for
President and Vice- President.
SECTION 6. A special election will be held to fill in a position left vacant.

Article XI
Meetings

SECTION 1. The Club shall conduct regular meetings every last Monday of the month.

SECTION 2. Special meeting may be called upon by the President or by majority of the club
officers

SECTION 3. A quorum shall be established for every meeting called for.

SECTION 4. A majority rule applies for every motion and decision to be carried; that is 50+1
of the officers and members present.

SECTION 5. Advisers must be informed of all meetings conducted.

Article XII
Amendments

SECTION 1. Proposals for amendments to this constitution may be made by the LIFE Club upon
petition of at least 50% of the members during the General Assembly.
SECTION 2. No proposal shall be considered an amendment and become part of this constitution
until after the same shall have been ratified by 50% plus 1 vote of all the members of the
organization either at a special meeting or referendum called for the purposes.

Article XIII
Effectivity

This Constitution shall take effect on the day following its ratification.

Adopted and ratified on the _____________day of ____ 2020 at San Blas Academy Inc., Payao,
Binalbagan, Negros Occidental during the General Assembly.
