PREFACE
I am happy to write a foreword for the safety Audit Report. I have deliberately
decided to implement the hypothesis that whatever the knowledge departments have
is to be used for the illumination for the institute itself.
In every field safety measures are required to be defined, may it be road safety
or fire safety. Consciously or unconsciously one can caught in the danger. Unaware of
safety measures is surely the condition leading to meet the accident. This Audit report
is an eye opener endeavor considered at large by our Department of Chemistry.
I congratulate the faculties involved in it and look forward that they will not
stop at this stage only. They will put their foot on another ladder in order to escalate
the height of the knowledge of this domain.

SAFETY POLICY AND FIRE SAFETY REPORT
Introduction:
The K.A.A.N.M.S. Arts, Comm., & Sci. College is established in 1967 as 1st
college of N.D.M.V.P. Samaj, Nashik. The college has been awarded by a Best
College Award in rural areas by Savitribai Phule Pune University, Pune. In 2nd NAAC
cycle college got “A” Grade. Our collegeis celebrating 50 years of excellence this
year. In this college 16 academic departments with 11 departments having post
graduate courses.
Safety Audit is carried out by Prof. S. S. Gunjal (Head, Department of
Chemistry)and Dr. Mangesh Dushingin the respective fields who examine
management system, facilities and activities of the organization on safety aspects
assess the prevailing hazards, the level of prevention, protection and emergency
management preparedness and subsequently prepare a recommendation to upgrade
safety inputs to avert mishaps and limit consequences.
The objective of safety audit is to:
• To carry out a systematic, critical appraisal of all potential Fire hazards
involving personnel, premises, services & operation method.
• To ensure that Safety & Health System fully satisfy the legal requirements
and those of institutional safety policies, objectives & progress.
• Verify compliance with established standards (regulations, internal
policies and department wise standards of practice).
• Identify deviation from designed and planned operating and maintenance
procedure and standards.
• Identify conditions or operating procedures that could lead to an accident
and significant losses to life or property.
General Safety Audit:
The General Safety Audit encompasses almost all aspects of safety namely the
Safety Management System, Electrical Safety, Fire Safety, Mechanical Safety,
Maintenance, Physical & Chemical and construction safety.

The audit is carried out as per "Code of Practice on Occupational Safety &
Health Audit" to check the compliance with the Factories Act, 1948 and Rules for
respective states, The Environmental Protection Act & Rules, the CEA Regulations,
the Explosives Act & Rules and other important Indian Statutory requirements and
Standards.
Electrical Safety:
In institution electrical safety is an issue where we need to have very careful.
College has taking care about all electrical wirings, plugs and electrical appliances.
Without permission of electrician or department of physics/electronics nobody is
allowed to change any wiring or do electrical work. In near past no any incident
regarding electrical safety was occurred.
The following instructions provide guidelines for handling two types of electrical
emergencies:
1. Electric Shock:
When someone suffers serious electrical shock, he or she may be knocked
unconscious. If the victim is still in contact with the electrical current, immediately
turn off the electrical power source. If you cannot disconnect the power
source, depress the Emergency Power Off switch.
IMPORTANT:
Do not touch a victim that is still in contact with a live power source; you could be
electrocuted.
Have someone call for emergency medical assistance immediately. Administer first-
aid, as appropriate.
2. Electrical Fire:
If an electrical fire occurs, try to disconnect the electrical power source, if
possible. If the fire is small and you are not in immediate danger; and you have been
properly trained in fighting fires, use the correct type of fire extinguisher to extinguish
the fire. When in doubt, push in theEmergency Power Off button.
DANGER:
NEVER use water to extinguish an electrical fire.
Sports Safety:
Playing sports can be fun, but it can also be dangerous if we are not careful. We can
help prevent injuries by

• Getting a physical to make sure you are healthy before you start playing
your sport
• Wearing the right shoes, gear, and equipment
• Drinking lots of water
• Warming up and stretching
If student have already hurt himself playing a sport, make sure he/she recover
completely before he/she start up again. If possible, protect the injured part of their
body with padding, a brace, or special equipment. When student do start playing
again, start slowly.
Trained full time physical director for sport activitieshas been appointed. First
aid box, if physical accidents were happened. In case of emergency,travel facility
made available by staff members to the city hospital.
Property Safety:
Institution is very rich in various costly instruments, lab-class equipments,
electrical and electronic appliances in campus. Campus safety is always being taken
by non-teaching and teaching staff. Principal quarter is also situated within the
campus so it is major part of property safety. Special night watchman is also
appointed to taken care of the institutional property.
Fire Safety Audit:-
As per record of Ministry of Statistics and Programme Implementation,
around 20,000 people die every year till date due to fire incident only. Fire in any
occupancy has potential to cause severe damages to both life and property.
Fire Safety audit is an effective tool for assessing fire safety status in
industries, laboratories, office, hotel, malls, hospitals, schools etc. The audit helps to
identify the areas for improvement in fire safety measures in fire prevention,
protection and mitigation system in case of fire. The audit provides an action plan
which is a useful for fire prevention, mitigation and emergency preparedness.
College is committed to provide a fire safe environment for the faculty, staff,
students and visitors, and to protecting its property through an effective fire
prevention, protection, preparedness and response program. The following policies
are in effect to assist the campus community in working together to maintain an
environment that reduces the risk of fire hazards.

Definitions
Cause of fire: The factor or factors that give rise to a fire. The
causalfactor may be, but is not limited to, the result of an intentional or
unintentional action, mechanical failure, or act of nature.
Fire: Any instance of open flame or other burning in a place not intended
to contain the burning or in an uncontrolled manner.
Fire drill: A supervised practice of a mandatory evacuation of a building
for a fire.
Firerelated injury: Any instance in which a person is injured as a result
of a fire, including an injury sustained from a natural or accidental cause,
while involved infire control, attempting rescue, or escaping from the
dangers of the fire. The term “person” may include students, employees,
visitors, firefighters, or any other individuals.
Firerelated death: Any instance in which a person is killed as result of a
fire, including death resulting from a natural or accidental cause while
involved in fire control, attempting rescue, or escaping from the dangers of
a fire; orDies within one year of injuries sustained as a result of the fire.
Fire safety system: Any mechanism or system related to the detection of a
fire, the warning resulting from a fire, or the control of a fire. This may
include sprinkler systems, sand or other fire extinguishing systems, fire
detection devices that alert one to the presence of a fire, such as horns,
bells, or strobe lights; smokecontrol and reduction mechanisms; and fire
doors and walls that reduce the spread of a fire.
Value of property damage: The estimated value of the loss of the
structure and contents, in terms of the cost of replacement in like kind and
quantity. This estimate should include contents damaged by fire, and
related damages caused by smoke, water, and overhaul; however, it does
not include indirect loss, such as business interruption.
Fire Safety in the Campus
Fires inside labs can occur at any time and prevention is everyone’s concern
and the manner in which labs react in the event of a fire can mean the difference
between life and death. For these reasons, the following information is provided to
you.

The labs at our College are designed for a reasonable level of fire safety. The
fire alarms/bells, sand containers, sprinkler systems, eye washers and extinguishers
are all checked annually during thesummer months by a certified fire brigade and
repairs or adjustments are made whenever a problem is found.
Science labs where hazardous chemicals were kept in proper manner, fuming
chemicals have been kept in too fuming hood. We have special acid room for storing
concentrated acids with proper care and labeling.
Students, faculty and staff should report all fires to the Principal first then by
dialing intercom 23, 33from any college phone line or 09423182147 from any
mobile/phone line, then further action will be taken such as call for 108 Ambulance or
Fire brigade as per requirements.

spirit lamps, etc., can be extremely hazardous. Open flame devices are not permitted
in student rooms. Similarly, burning incense is not allowed. Cooking on barbecue
grills and hibachis is not allowed in or around the residence halls or apartments.
Flammable Liquids (and other hazardous chemical): Organic solvents, Gasoline,
paint, glue, sodium metaletc. are not permittedin campus and or student rooms or
storage areas. Motorized vehicles are not allowed in the building under any
circumstances.
Halogen Lamps: Due to the high temperature emitted from halogen lamps, they are
prohibited inthecampus. It has been reported that many fires are caused by materials
coming in contact with the halogen bulb or other parts of the lamp.
Cooking:Cook safelyand only in permitted and designated areas or kitchens using
proper appliances.Microwaves can cause burns, or even start a fire. Residents should
never leave cooking food unattended.
Tampering with Fire Alarm Systems: The fire alarm systems and fire fighting
equipments in the campus are for our protection. Tampering with eye washer, sand
containers, sprinkler heads, sprinkler piping, and fire extinguishers is prohibited and
may subject you to criminal prosecution. No items are to be hung or placed over
sprinklers or placed over lighting fixtures within any building.Hanging items from the
sprinkler head or pipes is prohibited. Remember this is your life safety equipment.
You will be held accountable and liable for any damage that may endanger the lives
of other who reside in the building.
False Alarms: Fire alarms may be set off in campus accidentally or due to tampering.
How doyou know if it is a false alarm? You don’t… so get out immediately!
Fire Evacuation Drills
Unannounced drills are conducted by the committee of public safety once per
semester. Drills are conducted to let resident students practice safe evacuation
procedures and to evaluate staff performance. Buildings that do not pass a drill (e.g.,
evacuation too slow, students remain in building, etc.) are reported to resident life for
followup educational and/or disciplinary action and are subject to retesting.
Evacuation Procedures
Fire and evacuation alarms are intended to alert building occupants that a fire
or other life threatening situation exists. Upon hearing the alarm, everyone should
leave thebuilding immediately. In the event of a fire, the following steps should be
taken toensure the safety of all building occupants.

Activate the fire alarm. In the event of a fire or any emergency requiring building
evacuation, it isessential to activate the nearest fire alarm pull station or verbally
notify building occupantsif the building is not equipped with a fire alarm system.
Call Public Safety:Telephone23, 24, 33 from intercom or02555223042 from mobile
and give your name, location, nature of the emergency andtelephone number. This
call should be made immediately, even if the fire alarm has already been activated.
Exit the building:At the sound of a fire alarm, all building occupants shouldproceed
to the nearestexit and leave the building immediately. During pre-emergency
planning, all occupants should learn two evacuation routes from each building area.
Assist physically impaired individuals:Physically impaired individuals and girls
should be given assistance to asecure area, such as a large stairwell or an office
separated from a corridor bya fire door. Emergency personnel must be notified of
their locations.
Ensure all personnel are out of the building:Ensure all personnel are out of the
immediate area. Ifthere is time and no present danger, close all doors and windows
while evacuating.
Extinguish small fires: If the fire is small and you know how to use a fire
extinguisher, attempttoextinguish the fire yourself. Do not attempt to extinguish any
fire if there is a threat to yoursafety.
Report hazardous conditions:If you are working in a research area and have
sufficient time,ensurethat the lab and experiments are in safe condition before leaving
the area. Report anyhazardous conditions to responding emergency personnel.
Stay low:If confronted with smoke, keep near the floor. Smoke, heat and toxic gases
will normallyrise to the ceiling. All closed doors should be checked for heat prior to
opening. If a doorknob is hot, the door should not be opened.
Stay away from the building until it is safe to return:Do not re-enter the building
until advised todo so by the authorities.
Evacuation Procedure for Disabled Persons
Persons whose mobility is impaired are individually responsible for informing
their teachers, rector, and principal; about their name, location and the nature of their
disability. This information will be given to emergency responders during an
emergency situation. The rescue of disabled persons who areunable to evacuate
themselves will be an initial priority for responding fire units. Colleague may assist in
evacuating disabled persons only if this places them in no personal danger. Always

ask someone with a disability how you can help before attempting any rescue
technique. Ask the individual if there are any special considerations or items that need
to come with the person. Someone should stay with the disabled person if it does not
place them in additional danger, and someone should meet respondingfire fighters to
report the location of disabled persons. Visually impaired persons should have a
sighted individual guide them to safety. Inform hearingimpaired persons of the nature
of the emergency. Do not assume they know what is happening by watching others.

For students of science during lab practical apron is made compulsory. Along with
apron; students are using hand gloves and safety eye glasses while performing
chemistry and Microbiology practical.

“Findings and Recommendations by the Auditors”
1. Adequate emergency exit gate must be there with proper indication arrows
or signs.
2. Sufficient and visible safety sign boards must be use wherever required.
3. Central alarm system must be developed.
4. First aid box is compulsory to each department and lab at visible and
easily available place.
5. Adequate number of Fire extinguishers must be available.
6. Electrical lab instruments, equipment and switches must be properly
earthed.
7. Various official circulars, documents & examination related data should be
secure and should have data backup.
8. Disaster management training should be arranged for the staff.
9. Orientation program regarding Safety Measures should be arranged for the
new students every year.
