IMPACT OF VILLAGE LAND USE PLAN TO IMPROVE RURAL LIVELIHOOD
Background of the study
During the colonial era, the village land use plans were mainly done for the interests of
colonialists and not endogenous. So the emphasize was made to facilitate exploitation of raw
materials to their countries. In 1919, “the British introduced the centralized form of land use
planning, whereby governments experts identified areas of land experiencing severe degradation
and land use conditions. So in this approach, a number of village land use schemes were
formulated and implemented in Mbulu district in Arusha, the Kilosa district in Morogoro, the
Usambara in Tanga and in parts of Sukuma land in Shinyanga”. MLHSD (1998:109). But those
plans were guided with harsh enforcement of by-laws towards the endogenous (local people). So
if these plans were done for the interests of colonialists, that means those plans did not meet the
local needs(endogenous), so then they did not solve land related conflicts experienced by the
endogenous(natives).
But in 1998, Tanzanian government under the Ministry of lands and human settlements
development(MLHSD) came up with guideline for participatory village land use planning and
management in Tanzania that resulted to produce village land use plans that were relevant in
local needs and further they were implemented. So now the prepared village land use plans based
on local demands and priorities unlike to those of colonial era. So following to that, “Village
land use planning refers to the process of evaluating and proposing alternative uses of natural
resources in order to improve the living conditions of villagers”. MLHSD (1998:2). “Also for the
plan to be effective, it should be carried out in a participatory way”. MLHSD (2011:2).
“Evidence is needed regarding their practical applicability in rural land use planning”. Eliola
(2019:1). So through the effective participation of villagers in planning process is where the
impact of that plan to improve rural livelihood is seen/observed.
Statement of the problem
Although village land use plans are being used in Tanzania as the tool of controlling spatial
development in the villages, but there still no study conducted to evaluate the effectiveness of
those plans in improving the villager’s livelihood. Fore stance village land use plans are expected
to bring positive development of socio-economic issues in case of agricultural improvement,
settlement pattern and environmental prosperity. Therefore, this research is going to be
conducted so as to evaluate the effectiveness of village land use plans to improve livelihood of
rural area.
Broad objective
To explore the impact of village land use plan to improve rural livelihood.
Specific objectives
To determine the contribution of village land use plans in increasing crop production.
To evaluate the impact of village land use plan in accessing social services.
To determine to what extent the village land use plan has resolved the issue of land conflicts.
Research questions
To what extent did the village land use plan has contributed in increasing crop production?
What is the impact of village land use plan in accessing social services?
To what extent has the village land use plan resolved land conflicts?
Hypothesis
Null
 The village land use plan has no impact in improving rural livelihood
