THE ROLE OF VILLAGE CENTERS IN ENHANCING THE DEVELOPMENT OF

 RURAL LIVELIHOOD

A case of Peramiho village, Songea district

Background of the study

(As defined in the master plan) means an area of land designated as a village center or any small
area plans that has been approved by the town. it may consist of an area of concentrated,
urbanized development means that the area for the village center is a n area which is planned and
already approved that to be used as center of the village .a village center is act as a focal point in
rural areas for the development and it always comprised mix of residential, and provide a walk
distance to make access for the resident who live within the area.

During preparation of village development plan, when proposing different type of land use one
thing to consider in community facilities and infrastructure is provision of area for village center.
Where the zone and area for village center in which it will provide services to the around
population, and people will acquire goods and services from the center. Village center is
important in rural areas because it provide for the development in rural, because is where people
in the village will get their services and necessity facilities. (In guideline for participatory village
land use planning administration and management)

Function of village centers is to provide social services and necessity facilities to the people in
the village, where by the are located in a manners that they are affordable and reachable e to all
people in the village, and village centers should be develop according to the proved site in which
the villagers themselves decide on and agree for that area to be a village center. Village center
are designed in a way that all services needed by the villagers will be found there and people will
be able to access their social services and necessity facilities. And the main role of the village
center is to provide service and facilities essential for the development of rural livelihood.

Research objective

 General objective

The broad objective of this study is to explore the role of village centers in enhancing the
development of rural livelihood.
  Specific objective
o To identify the service and facilities essential for the development of village center
o To identify the problems facing village centers in rural areas
o To investigate the need of village centers in rural areas

Statement of the problem

Although different rural development plans, guideline and policies emphasize on the need
village centers in rural areas to act as center of economic , social , and cultural activities in rural
areas ,little attention has been made ,still there are few number of village centers in rural areas
and there are number of villages in rural areas they don’t have village centers and this led to
unbalance development in rural areas and also the situation of those existing village center are
not enough to support the full development in rural areas. Village center are supposed to be
located equally to all villages as different legal document emphasize, because they act as focal
point for peoples services and needs. In rural areas there must be village center that have all
essential services and facilities to support development in rural livelihood.

Therefore the study aim at explore the role of village centers in enhance the development of rural
livelihood.

Research question

o What are the facilities essential for the development of village center?
o What are the problems facing village centers in rural areas?
o Is there a need of village centers in rural areas?

Hypothesis are the statements that are being thought to be the role of village centers in
enhancing the development of rural livelihood.

i. To act as a focal point ,where people get their social services and necessity facilities
ii. A place that will led the development of rural areas.
