On the
Conduct of Competency Assessment

As a Competency assessor, you must provide a supportive environment before starting with the assessment activity. You must
ensure that the environment is suitable for the assessment and the candidates are relaxed and not apprehensive. As soon as you
have admitted the candidates, say:

Good Morning everyone!
My name is Mr. JUNREL K. TUDLAS. I am an accredited competency assessor for ID CARD with Sling
Organic Agriculture Production NCII. ( the assessor must wear his/her ID as a proof of
his/her accreditation)

I would like to acknowledge the presence of Mr. Danilo Amante, one of the Trainer in
SPAAFI , and also Mr. Henry Supilanas, our Representative from TESDA Provincial Office.

You don’t have to worry about their presence.

They are here to oversee the Conduct of Competency and to check if the conduct is in
accordance with the prescribed competency assessment methodology and procedures.
They will not assess you.
ATTENDANCE
Before I start, let me first check the attendance.
Please present to me your admission slip, once your name is called. Ok? SHEET and
(Let the candidates sign on the attendance sheet, compare signature of candidates on
Admission slip

I have your accomplished self-assessment guide. This is an indication that you know and Self-assessment
can perform all the units of competency enumerated in this qualification.

The competency assessor gives the overview of the qualification to be assessed.

Today, I am going to administer competency assessment for Organic Agriculture

Production NCII. It is the qualification level with Core Competencies namely:
1. Raise organic chicken
2. Produce organic vegetables
3. Produce organic fertilizer
4. Produce organic concoctions and extracts

The competency assessor orients/briefs the candidates. Explains the following: Relevant copy of
 Context and purpose of assessment CS/Qualification
 Qualification/units of competency to be assessed Copy of the National
 Task to be performed and the evidence to be collected assessment package for full
 Assessment procedures to be undertaken qualification
 Needs of the candidates to be considered during assessment (National Certificate)
 Allowable/reasonable adjustments in the assessment procedure
(The competency assessor can conduct orientation to at least ten (10) candidates.) Clustered units of
Competency
(Certificate of competency)
Say this explanations:
1. This assessment will focus on the core units of competency.
2. So you have 4 competencies. number 1. Raise organic chicken, 2. Produce
Organic vegetables, 3. Produce organic fertilizer and number 4. Produce
organic concoctions and extracts.
3. Evidences will be collected in every performance.
4. We have this assessment procedures to be undertaken in order to assess
your skills and knowledge on those competencies based on standards.
5. Is there anyone here who have any physical problem or has a special
need?
6. I will allow some reasonable adjustments in case someone here has a
special need.

Administer the Assessment

Alright, Candidate # 1, you may now enter the Assessment Room.

Rating Sheets
I have provided all materials, tools and equipment needed to complete your task.

Ok, candidate # 1, Please listen carefully to my instruction.

1. Using the materials, tools, and equipment, you are required to perform
the task within 2 hours. I will be observing you while you are performing
the tasks.
2. After your demonstration, I will ask you some questions related to your
demonstration.
3. You may call me when there is a need for me to translate or explain items
for clarification.
4. After the questioning portion, I will give you feedback about your
performance. Ok?
5. Any questions or clarifications? Ok good.
6. Always be reminded to observe safety precautions. Safety first!
7. Our timer is now ready. You may start. Timer starts now.

Note: while the candidate performs the activity, you must:

 Keep notes of unusual conditions during the assessment
 Stop candidate if accident is imminent

 You were fast enough to complete the task.
 You perform the competencies exactly the way it should be done.
 You are a fluent speaker with modulated voice.
 You exactly used the right terminologies based on the standards.
 Very well performed. Very good.

However, I found some minor weak points on your performance.

I have seen that you did not maintain a good sanitation in some parts of the task.

…. But, you performed the task within the standard requirements of the
qualification. So….
Note: Present the rating sheets to the candidate to affix his signature on the
candidate’s signature portion. This is a proof that he accepts your assessment
decision.

You can get your National Certificate / Certificate of Competency

from TESDA Cebu Provincial Office on August 30, 2021 through
Ms. Haspee Mae Venenoso.

I will give you a copy of the Accomplished Assessment Results

Summary. Please affix your signature here.

In case if the candidate was not found competent, say:

Mr. Renato Hipolito, I am sorry, you were not able to perform within
the standard requirements of the qualification. You have to review or
practice the activities related to the competency requirements of the
qualification further.
You come back after a month for re-assessment or when you feel
confident enough that you have acquired the competence. Don’t
worry, you will be reassessed on the on the part of the activity that
you were found to be not yet competent.

Note: Give a copy of the accomplished Competency Assessment Results Summary

to the Candidate. (Make sure that the document is signed by the candidate in the
appropriate space then affix your signature.)

I will give you a copy of the Accomplished Assessment Results Summary.

Continuation note: Complete the rating sheet together with other documents and
submit these to the manager of the assessment center.
