am an accredited competency assessor and NTTC Holder in
Technical drafting NC II. TESDA Provincial Office designates
me to conduct assessment in technical drafting NC II. With
me is the TESDA representative _____________________.

You don’t have to worry about his/her presence. She/he is


here to oversee the conduct of competency assessment and
to check if the conduct is in accordance with the prescribed
competency assessment methodology and procedures.
They will not be the one to assess you.

I have here with me your Accomplished Self-Assessment


Guide which you filled up. This is an indicator that you are
indeed ready to perform the units of competency
enumerated in this qualification.

Conduct orientation to the candidates:

1. Context and purpose of assessment

Alright, to put us all together at the right


perspective there is a need for us to have common
understanding on the notions of assessment

 Define assessment – basically, assessment is a


process of collecting evidence and making judgment
on whether or not the competency has been
achieved.

 Purposes of assessment:

1. To certify that an individual has achieved


competency;
2. To recruit and select candidates for a job;
3. To monitor individual performance at work;
4. To determine the training needs;
5. To conduct skills audit;
6. Recognize prior learning;
7. Classify a person against industry or Enterprise
standard; and
8. Provide feedback progress during training.

2. Qualification/Units of competency to be assessed

I am going to administer competency assessment for


Technical drafting NC II and it has two (2) unit of
competencies, namely:

1. DRAFT ARCHITECTURAL LAY-OUTS AND DETAILS


2. PREPARE COMPUTER-AIDED DRAWINGS

The CORE units of this qualification are clustered to form


one assessment package for full qualification. Meaning to
say, you have to be competent to all units of competencies
for you to become competent for the qualification.

In this assessment, you will be judged using both


demonstration with oral questioning and interview. It is
expected that you can provide evidences on the core units
of competencies specified in competency standards, so
within 6 hours and 30 minutes you will be performing the
following task:

1. DRAFT ARCHITECTURAL LAY-OUTS AND DETAILS


2. PREPARE COMPUTER-AIDED DRAWINGS

1. Assessment procedures to be undertaken


While you are performing the tasks, I will be observing and
after demonstration, I will be asking questions related to
your demonstration. You will be given specific instructions
to guide you in your tasks.

You may call me when there is a need for me to translate or  Candidate’s may ask
explain items for clarification. questions

After the questioning portion, I will give feedback about


your performance.

2. Needs to be considered during the assessment

Now, may I tell you not to worry and please don’t be


anxious and I want you to relax so that you can think well
because when you’re nervous you cannot perform well.

I would like to stress this further that the main purpose of


assessment is to determine how well you perform the unit
of competency as indicated in the training regulations.

Along with this perspective, you don’t need to compete


with one another. Rather, you have to test yourself whether
you meet the standard as prescribed in the Training
Regulations. Once found competent, you will be issued with
NC II certificate. Hence, the impact of being and NC holder is
already a lifetime indelible mark place in you and that you
can use it in seeking employment as your credential.

In the same manner as an Assessor, I must observe


transparency in recording, adhere to quality system,
observe confidentiality in the records and must have
integrity in doing such.

I would like also to inform you that you have to observe


health and safety precautions while performing the
different tasks.

3. Allowable/reasonable adjustment in the assessment


procedure

If you have some question or clarifications or if there is a


need for me to translate any instructions into your own
dialect, I would be willing to entertain it.

If you need assistance, just raise your hand and I will be


willing to assist you.

4. The Do’s and Don’ts inside the competency


assessment center

Let me remind you not to disturb your co-candidate and you


are not allowed to go out the assessment center when you
already start performing the task. And prepare yourself for
assessment.

5. The rights and appeal system

Furthermore, after the assessment and decisions has been


made, if you do not agree with my decision as your
assessor, you have the right to make an appeal, by writing a
letter of appeal to the TESDA Provincial Director. At TESDA
Sibugay Provincial Office.

6. Issuance and validity of National


Certificate/Certificate of Competency

If found competent, you will be awarded with National


Certificate of competency signed by the TESDA Director
General and it will be valid for 5 years. Upon expiration, it
will be renewed upon your request and after verification
with the following requirements:
 Duly accomplished Application Form
 Original NC/CoC
 Picture – 3 pcs, colored, passport size with white
background and wear with color shirt
 Certificate of work and/or teaching experience for at
least 12 months during the validity period of the
NC/CoC in the relevant qualification and duly signed
by the employer and/or school administrator.

7. Re-assessment procedures

On the other hand, if ever you will be declared NOT Yet  Competency
Competent, you may apply for reassessment anytime at Assessment
your own convenience. In case of assessment for a Full Agreement sheet
National Qualification, re-assessment shall be focused only  Self-Assessment
on the specific area/s where you have not satisfactorily Guidelines
achieved the required level of competence and shall pay the
full assessment fee based on the list of fees promulgated by
the TESDA Board that is Php700.00

However, if you fail the assessment for two consecutive


times, you are advised to go through a refresher course
before taking another assessment.

Based on your performance on the draft architectural lay-outs
and details some of the materials are I asked to prepare was not
on the table when you’re preparing the materials for drawing.

plan and work and Lay-out and produce computer-aided
drawings and details

However, you were not able to perform the critical aspect of


competency which is work on system- setting up procedure for
drawing. This is the learning outcome number 2 on the 1 st CORE

Ok, I will now give you the right way on how to prepare the tools
and materials for drawing and work on system- setting up
procedure for drawing

Ok, Mr./Ms./Mrs. ________________ you were not able to


perform within the standard required in the Qualification. You
have to review/ practice further the activities related to the
competency requirements of the Qualification.  Candidate’s
I think it is best to practice more on those competencies and you response
can also get some updates from the internet.
I also suggest that you should practice the task and should
compare your performance on the performance criteria of the
training regulation. In that manner, you are guided with the
competency standard.
For reassessment, you can only come back after a month for
reassessment when you feel confident enough that you have  Candidate’s
acquired the competence. Don’t worry you will only be answered “YES”
reassessed on the parts of the activity that you were found not
yet competent.

Note:
