GOVERNMENT SCHEMES AND INITIATIVES

Horticulture Cluster Development Programme (CDP)


 Horticulture Cluster Development Programme is a central sector
programme. It will be implemented by the National Horticulture Board
(NHB) of the Ministry of Agriculture and Farmers’ Welfare.
 It aims at growing and developing identified horticulture clusters to make
them globally competitive.
 Horticulture CDP will benefit about 10 lakh farmers. It will attract an
investment of Rs 10,000 crore when implemented in all the 53 clusters.

RDSO becomes first standards body to join 'One Nation, One Standard'
scheme.

 RDSO has been recognized as a 'Standard Developing Organisation' (SDO)


by the Bureau of Indian Standards (BIS). The recognition will be valid for
three years.
 The recognition will help RDSO in aligning its standard formulation
procedures with the WTO-TBT code of good practice.
 The Bureau of Indian Standards (BIS) is implementing the 'One Nation,
One Standard' scheme across the country. It is making efforts to encourage
standardization of Organizations.

One Nation, One Standard' scheme:


 It was launched by the Ministry of Railways and the Ministry of Consumer
Affairs in 2021.
 The main aim of this scheme is to synergize standards adopted by various
Standard Development Organisations in the country.
 It will improve the quality and services produced in India.

Agri services e-marketplace portal launched by the CSC E-Governance


India Ltd (CSC SPV).

 The portal mainly aims to help small farmers. Farmers will be able to buy
seeds, fertilisers, pesticides and other agri-input products through the
portal.
 Farmers will also be able to hire and rent farm machinery at affordable
costs
 CSC E-Governance India Ltd (CSC SPV):
 CSC SPV is a special purpose vehicle under the Ministry of Electronics &
IT. It provides a number of services to consumers through common service
centres.

Government launched SAGE (Senior care Ageing Growth Engine) initiative


and SAGE portal for elderly people.
 Under the senior care Ageing Growth Engine project, credible start-ups
will provide products and services for the elderly population. Start-ups can
apply for SAGE projects through SAGE portal.
 The start-ups will be selected on the basis of their innovative products and
services. These start-ups will provide products and services in the health,
housing, care centers sectors.
 The Ministry of Social Justice & Empowerment will act as a facilitator for
accessing products.

Agriculture Ministry launched a dedicated window on Government e-


Marketplace (GeM) portal for Bamboo products.
 The dedicated window has been named “The Green Gold Collection”.
 The “Green Gold Collection” dedicated window is created by the efforts
of the National Bamboo Mission and GeM. It will provide an electronic
platform for small manufacturers and sellers.
 People can buy bamboo products from trusted buyers through this
dedicated window on Government e-Marketplace (GeM) portal.
 In 2017, the government has amended Indian Forest Act 1927 and removed
bamboo from the category of trees. The restructured National Bamboo
Mission was launched in 2018-2019.

Government announced Operational Guidelines for PLI Scheme for telecom


& Networking equipment.

 The government has launched the “Production Linked Incentive (PLI)


Scheme” for telecom & Networking products on February 2021.
 The “Production Linked Incentive (PLI) Scheme will be implemented over
a period of 5 years with an estimated cost of ₹ 12,195 Crores. It is
applicable for MSME and Non-MSME Companies.
 The Department of Telecommunications will give a grant to ten eligible
applicants each in MSME & non-MSME categories.
 The main objective of this scheme is to boost the manufacturing and export
of telecom and networking products.

Production-Linked Incentive (PLI) scheme:


 The central government launched the PLI Scheme for the manufacturing
of large-scale electronics, in April 2020.
 In November 2020, the PLI scheme was extended to 10 other sectors.
 It has been launched for Enhancing India’s Manufacturing Capabilities and
Exports in 10 key sectors.
 It will also help in cutting down the import of products.

Government launched ‘Namaste Yoga’ mobile App.


 Ayush Ministry launched the ‘Namaste Yoga’ mobile App during an event
for the 7th International Day of Yoga (IDY). It will help in spreading
awareness about yoga and make it more reachable to common people.
 International Day of Yoga (IDY) is celebrated every year on 21 June. This
year it was celebrated under the theme “Yoga at home and Yoga with
Family”.

Prime Minister launched M-Yoga App on International Day of Yoga 2021.


 On the occasion of the 7th International Day of Yoga, Prime Minister
Narendra Modi launched the ‘WHO M-Yoga’ App to promote Yoga.
 It will provide many videos of Yoga training and practice based on
common Yoga protocol in many languages.
 M-Yoga App will play a vital role in making the ‘Be Healthy, Be Mobile
(BHBM)’ initiative a success. BHBM supports mobile health (m-Health)
technology to combat non-communicable diseases (NCDs).

Government modified FAME scheme to promote electric mobility.

 Ministry of Heavy Industries and Public Enterprises modified the Faster


Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME)
scheme to promote electric mobility.
 Under the modified FAME scheme, Government will subsidize 500,000
electric three-wheelers, 1 million electric two-wheelers, 55,000 electric
passenger vehicles, and 7,090 electric buses.
 The government has increased demand incentive by 50% for electric two-
wheelers to Rs 15,000 per Kwh. The cap for the incentives for electric two-
wheelers has been increased from 20 percent to 40 percent.
 The government had launched the second phase of the FAME scheme on
1 April 2019. Government has extended the FAME II policy till 2025.

FAME SCHEME
 Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in
India (FAME India) Scheme was launched in the year 2015.
 The Department of Heavy Industries under the Ministry of Heavy
Industries and Public Enterprises is the implementing agency of the
scheme.
 It is part of the National Electric Mobility Mission Plan.
 Its aim is to promote adoption and market creation of both hybrid and
electric technologies vehicles by providing fiscal and monetary incentives.

CCEA approved the "Deep Ocean Mission".


 The main objective of the mission is to explore deep ocean resources and
to develop deep sea technologies for the sustainable use of ocean resources.
 Ministry of Earth Sciences (MoES) will be the nodal Ministry
implementing this mission.
 United Nations (UN) has declared the decade 2021-2030 as the Decade of
 Ocean Science for Sustainable Development.

Tribal Affairs Minister launched 'Adi Prashikshan Portal' and training


programme for ST PRI Members.
 ADI PRASHIKSHAN portal has been developed by the Ministry of
Tribal Affairs. It will act as a Central Repository for all training programs.
 Adi Prashikshan will revolutionize the various ongoing training initiatives
of the Ministry and it will improve the process of conducting training.

 The training programme will improve the education, health, nutrition,


social security, livelihood, and skills of the tribal youth.

Quality Council of India (QCI) launched Indian Certification of Medical


Devices (ICMED) 13485 Plus Scheme
 It has been launched to integrate the Quality Management System
components and product- related quality validation processes through
testing of products.
 It will be the only scheme for an end-to-end quality assurance scheme for
the medical devices sector in India. It provides an institutional mechanism
for assuring product quality and safety.

ICMED scheme:
 It was launched for Certification of Medical Devices in 2016.
 It has been launched to eliminate the malpractices of sub-standard or
fraudulent certification or quality audits of medical products or devices.
 It aims to bring medical products or devices at par with global standards.

E-filing portal of Income Tax Appellate Tribunal (ITAT), ‘itat e-dwar’,


formally launched by Law Minister
 The portal will make the possible online filing of appeals, applications and
documents by various parties
 On the occasion of the launching of the portal, Justice P.P. Bhatt, President
of ITAT said that the launch of the portal will enhance the accessibility,
accountability and transparency in the day-to-day working of the ITAT.

Government extends Atmanirbhar Bharat Rojgar Yojana deadline till


March 2022.
 The Atmanirbhar Bharat Rojgar Yojana (ABRY) is an employment
generation scheme that encourages the creation of formal jobs in the
country.

Atmanirbhar Bharat Rojgar Yojana (ABRY):


 The scheme is being implemented through the EPFO and reduces the
financial burden on companies.
 Under this scheme, the government bears provident fund contribution for
employer and employee for two years.

NATIONAL NEWS

Indus Best Mega Food Park at Raipur, Chhattisgarh virtually inaugurated


by Shri Narendra Singh Tomar.
 Mega Food Park: It is a scheme of Ministry of Food Processing which
aims to link agricultural production to the market through cluster-based
approach. Mega Food Park Project is implemented by a SPV, a corporate
body registered under the Companies Act.

Ministry of Panchayati Raj releases a Model Citizens Charter for panchayat.


 It is prepared by the Ministry of Panchayati Raj (MoPR) in collaboration
with the National Institute of Rural Development & Panchayati Raj
(NIRDPR).
 The charter will ensure the transparent and effective delivery of public
services in 29 sectors. It will provide services for sustainable development.
 The main objective of this Citizen charter is to provide services to the
people in a time-bound manner, redressing their grievances and improving
their lives.

‘Surakshit Hum Surakshit Tum Abhiyaan’


 NITI Aayog launched ‘Surakshit Hum Surakshit Tum Abhiyaan’ in
collaboration with Piramal Foundation in 112 Aspirational Districts.
 It has been launched to assist the district administrations of aspirational
districts in the care of asymptomatic COVID-19 patients.
 It will be led by district magistrates in collaboration with local NGOs.
Piramal Foundation will train volunteers of NGOs.

Cabinet approves draft of Model Tenancy Act.


Features of the Model Tenancy Act:
 It will help in shifting the rental housing market towards the formal market.
 It will establish a rent authority to regulate renting of premises and to
protect the interests of landlords and tenants.
 It will put a cap on amount of security deposit.
 It explains the rights and obligations of landlord and tenant.

 Minority Affairs Minister Mukhtar Abbas Naqvi launched a nationwide


“JaanHaiToJahaanHai” awareness campaign on Corona vaccination for
rural and remote areas.
 The aim of this campaign is to aware people of Corona vaccination and to
crush rumors and apprehensions related to Corona vaccination.

Ministry of Tribal Affairs and NCERT collaborated for capacity building of


EMRS Teachers and Principals.
 Ministry of Tribal Affairs and NCERT have collaborated for improving the
quality of education in Eklavya Model Residential Schools (EMRSs).
 Around 120 EMRS teachers and principals completed a 40 days’
NISHTHA-National initiative for School Heads’ and Teachers’ Holistic
Advancement Program. It is a capacity-building program for improving the
competencies of teachers and school principals.
 The main objective of this collaboration is to conduct such programs across
350 functional EMRS schools in the country.
 The participants in the NISHTHA were trained on various aspects of
education such as Learning Outcomes, Assessment Practices, learner-
centered pedagogy, Art-Integrated Learning, Gender Equality, etc.

PM inaugurates Zen Garden and Kaizen Academy at AMA, Ahmedabad.


 Prime Minister Narendra Modi inaugurated a Zen Garden and Kaizen
Academy at AMA, Ahmedabad.
 Zen Garden and Kaizen Academy is a symbol of strong ties of the India-
Japan relationship.
 Kaizen is a Japanese term meaning "change for the better" or "continuous
improvement." It is being used in many departments, institutions, and
schemes of the Central Government.

Government will release ‘green tariff’ policy.


 The Union government is working on a ‘green tariff’ policy.
 The government will release guidelines for power distribution companies
to sell renewable energy at a green tariff.
 The green tariff will be cheaper than the other energies. It will be the
weighted average tariff of green energy.

Andhra Pradesh tops new job creation under IBPS scheme.

 Andhra Pradesh has generated the highest number of jobs under the India
Business Process Outsourcing Promotion Scheme (IBPS).
 Tamil Nadu is on the second position to generate jobs under this scheme.
 India Business Process Outsourcing Promotion Scheme (IBPS) was
launched for the expansion of several IT and BPO companies in tier-II and
III cities. It was launched in 2014.
 It is implemented by Software Technology Parks of India (STPI), an
autonomous body under the Ministry of Electronics and Information
Technology.
 Under the scheme, financial assistance of up to 50% of capital expenditure
is provided by the government.

Goa becomes first rabies-free state.


 Goa has not reported any cases of rabies in the last three years.
 Goa vaccinated dogs and spread awareness about dog bite prevention
across the state. It also set up a 24-hours
 rabies surveillance system for dog bite victims.
 Goa had also launched the Mission Rabies project for controlling rabies.
All the political leaders, panchayats have worked to achieve the target.

Haryana CM announces “Pran Vayu Devta Pension Scheme” and Oxy Van
(Oxygen Forests).
 Haryana CM Manohar Lal Khattar has announced “Pran Vayu Devta
Pension Scheme (PVDPS)” and Oxy Van (Oxygen Forests) on the
occasion of World Environment Day.
 Under the scheme, all those trees which are of the age of 75 years and
above will be identified throughout the state. These trees will be looked
after with the participation of local people. Under PVDPS, a pension
amount of Rs 2,500 will be given every year for the maintenance of trees
older than 75 years. The pension will increase every year on the line of Old
Age Samman Pension Scheme in Haryana

Odisha: Only state to have all three species of Crocodile.


 All three species of crocodiles were found in Odisha. It is the only state
to have this achievement in India.

Telangana AI Mission (T-AIM) launches accelerator program ‘Revv Up’.


 The Revv Up will enable and empower AI startups. It will begin its first
cohort in July 2021.
 T-AIM is envisioned to develop Telangana as a global hub for Artificial
Intelligence and leverage it for societal good.
 Telangana became the first state in India to launch an actionable policy
framework for Artificial Intelligence in June 2020.

Facebook launched ‘Report it, Don’t share it!’ initiative to tackle child abuse
content.
 It has been launched in collaboration with civil society organizations like
Aarambh India Initiative, Cyber Peace Foundation, and Arpan.
 Facebook has taken this step after the National Commission for Protection
of Child Rights (NCPCR) has raised concern over child exploitative
content on social media platforms.
 This new initiative of Facebook urged people to not share child abuse
content. Actor Neha Dhupia is endorsing this initiative.

China allowed couples to have three children.

 China allowed all married couples to have three children. It has ended the
two-child policy.
 China had relaxed the one-child policy in 2016 and allowed people to have
a second child. The two-child policy failed to boost birth rates.

First Asia Pacific Public Sector Cyber Security Executive Council launched
by Microsoft.
 It consists of policy makers and influencers from Brunei, Indonesia, Korea,
Malaysia, the Philippines, Singapore and Thailand.
 The council aims to accelerate public-private partnerships in cybersecurity
and share threat intelligence. The council will meet virtually on a quarterly
basis.
 As part of the council, government agencies and state leaders will join a
forum. The forum includes Microsoft and its cybersecurity industry
advisors

Isaac Herzog elected as new President of Israel.


 Veteran politician Isaac Herzog has been elected as 11th President of
Israel. He is the son of a former President.
 He secured 87 votes in the 120-member house. He defeated his rival
Miriam Peretz.

FATF's regional body retained Pakistan on 'enhanced follow-up' list.


 Financial Action Task Force's (FATF) regional body Asia Pacific Group
(APG) has retained Pakistan on the "enhanced follow-up" list.
 Pakistan has moved from the enhanced-to-enhanced follow-up list.
Pakistan’s rating has improved on 21 technical recommendations of the
FATF.
 In June 2018, the Financial Action Task Force (FATF) had included
Pakistan in its grey list.

Asia Pacific Group (APG) on Money Laundering:


 It is a regional body of FATF.
 It is an inter-governmental organization on Money laundering.
 It is responsible for implementing the international standards against
money laundering, and terrorist financing

India elected as a member of UN Economic and Social Council.


 India has been elected a member of the UN Economic and Social Council
for the term 2022-24. Economic and Social Council is one of the six main
organs of the United Nations.
 India is elected in the Asia-Pacific States category along with Afghanistan,
Kazakhstan, and Oman.
 ECOSOC's members are elected for a term of three years. Seats of the
council are allotted based on geographical representation.

Russia formally exits from Open Skies Pact after Putin’s approval.
 President Putin has signed legislation, which signaled Russia’s formal exit
from the 1992 Open Skies arms control treaty.
 US had formally withdrawn from Open Skies treaty on 22 November 2020.
 Open Skies treaty had become effective on January 1, 2002. It allows
unarmed surveillance flights over member countries.
 Recently, the US and Russia have extended the New START (Strategic
Arms Reduction Treaty) for the next five years. It is a nuclear arms
reduction treaty between US and Russia.

I-Familia
 A new global database to identify missing persons through family DNA
launched by Interpol.
 The global database is named as I-Familia. It will help police solve cold
cases in member countries by identifying missing persons through family
DNA.

Naftali Bennett sworn-in as new Prime Minister of Israel.


 Naftali Bennett elected as the new Prime Minister of Israel. Benjamin
Netanyahu's term ended after 12 years.
 Naftali Bennett wins the confidence vote with a margin of one vote. He
secured 60 votes in the 120-member house while Benjamin Netanyahu
got 59 votes.

Albania, Brazil, Gabon, Ghana, and UAE elected as non-permanent


members in UN Security Council.
 UN Security Council elected Albania, Brazil, Gabon, Ghana, and UAE as
non-permanent members for the 2022-23 term.

 All five countries, elected unopposed, will begin their term from 1 January
2022.
 India, Ireland, Mexico and Norway had begun the term as non-permanent
members of the UN Security Council from 1 January 2021.

International Monetary Fund (IMF) proposed setting of international


carbon price floor.
 In order to limit global warming and to achieve low carbon growth, the
International Monetary Fund (IMF) has proposed to set up an
international carbon price floor.
 The price rise on carbon encourages innovation and transition to renewable
energy and low carbon technologies.

India launched trilateral partnership for Indo-Pacific stability.


 India launched a trilateral partnership with Italy and Japan for the security,
stability, and prosperity of the Indo-Pacific Region. It has been launched
in a virtual meeting of representatives of these three countries.
 It has been launched to establish stability and a rules-based international
order in the Indo-Pacific region.
 The main aim of this partnership is to ensure an open, balanced, and stable
trade ecosystem in the Indo-Pacific region, which can bolster trade and
investment.
 India has signed similar trilateral agreements with other countries. In 2020,
India-France-Australia has also initiated a trilateral partnership for stability
in the Indo-pacific region.

Philippines included in FATF grey list.


 Philippines has been included in grey list of Financial Action Task Force
(FATF).
 Financial Action Task Force (FATF) has released its grey list of
jurisdictions that will be subjected to increased monitoring.
 In addition to Philippines, Haiti, Malta, and South Sudan have also been
added to grey list

Tax Inspectors Without Borders (TIWB) programme launched in Bhutan in


partnership with India.

 Tax Inspectors Without Borders (TIWB) programme has been


launched in Bhutan in partnership with India.
 It has been launched for strengthening the tax administration of Bhutan. It
will focus on International Taxation and Transfer Pricing.
 Its main aim is to share tax audit knowledge and skills with tax
administrations.
 Tax Inspectors Without Borders (TIWB) initiative was launched in
2015. Its main aim is to strengthen developing countries' auditing capacity.
It is a joint initiative of the United Nations Development Programme
(UNDP) and the Organisation for Economic Cooperation and
Development (OECD).

DEFENCE

INS Sandhayak decommissioned


 First of its class indigenously designed and built Hydrographic Survey
Ship, INS Sandhayak has been decommissioned. It has served 40 years in
the Indian Navy. It was constructed at GRSE Kolkata in 1978 and
commissioned to the Indian Navy on 26 Feb 1981. It was conceptualized
by then Chief Hydrographer, Rear Adm FL Fraser. It participated in
different operations including Op Pawan, Op Rainbow, Op Sarong, etc.

Indian Navy inducted three ALH MK III advanced light helicopters.


 The Indian Navy inducted three indigenously-built advanced light
helicopters ALH MK-III in their fleet. It will be used for maritime
reconnaissance and coastal security.
 These helicopters are built by Hindustan Aeronautics Limited at the Indian
Naval Station (INS) Dega in Visakhapatnam.
 Indian Navy will receive three MH-60 'Romeo' Multi-Role Helicopters
from the US.
 In 2020, India and the United States had signed a deal of 16,000 crores to
buy 24 MH-60 Romeo helicopters.
 MH-60 Romeo helicopters are equipped with multi-mode radars and night-
vision devices. These helicopters can operate from frigates, destroyers,
cruisers, and aircraft carriers.
 It is also equipped with Hellfire missiles, torpedoes, and precision-guided
weaponry.
 India is also working on finalizing a deal for buying 30 Predator drones
from the United States.

Defence Excellence (iDEX):


 It was launched by PM Modi in April 2018.
 It is an initiative of the Department of Defence Production to foster

China sent first three astronauts to build Tiangong Space Station


 China sent three astronauts as its first crew to its new Tiangong Space
Station.
 The astronauts will be traveling in the Shenzhou-12 spaceship launched by

 The mission is led by Nie Haisheng and the crew will stay for three months
at the core module of the new Tiangong space station.
 Shenzhou-12 is the third of 11 planned missions needed to build China’s
space station.
 The space station, Tiangong, would be China’s first self-developed space
station. International Space Station (ISS) is the only other station in
service.
 Tiangong would be placed in a low earth orbit between 340–450 km above
the surface.

European Space Agency (ESA) announces its new mission to Venus, EnVision.
 Earlier, NASA has announced that it will launch DAVINCI+ and
VERITAS missions to Venus between 2028 and 2030. ESA will also send
its mission in 2030.
 As per ESA, EnVision would follow the agency’s Venus Express mission.
Akatsuki spacecraft of Japan’s space agency will also help in this new
mission.
 ESA is also hoping to improve upon surface images obtained from radar
on NASA’s Magellan mission back in the 1990s.
 Magellan mission was launched by NASA in 1989 to map the surface of
Venus by using synthetic-aperture radar.

European Space Agency (ESA) will launch world’s first wooden satellite.
 It will be launched from a Rocket Lab Electron rocket by the end of 2021.
 The satellite, WISA Woodsat, is a nanosatellite. It is 10cm on each side,
length, height, and width.
 The sensors of the satellite have been developed by the European Space
Agency (ESA) and designers have placed the wood in a thermal vacuum
chamber to keep it dry.

replace Inland Vessels Act, 1917.

states and UTs and separate permissions from the states will not be needed.
 Under the bill, a central database is proposed for recording the details of
vessel, vessel registration, and crew on an electronic portal.
 The bill proposes mandatory registration for all mechanically propelled
vessels.
 All non-mechanically propelled vessels will also have to be enrolled at
district, taluk or panchayat or village level.

Government releases draft of the proposed amendments to the Consumer


Protection (E-commerce) Rules, 2020.
 Consumer Protection (E-Commerce) Rules, 2020 were notified by the
government with effect from 23 July 2020.
 The proposed amendment includes the appointment of Chief Compliance
Officer and Resident Grievance Officer.
 Chief Compliance Officer is proposed as a nodal contact person for 24x7
coordination with law enforcement agencies, officers to ensure compliance
with their orders.
 Resident Grievance Officer is proposed for redressing the grievances of the
consumers on the e-commerce platform.
 The setting of a framework for registration of every e-commerce entity
with the Department for Promotion of Industry and Internal Trade (DPIIT)
for
 allotment of registration number is also proposed in amendments to
Consumer Protection (E-commerce) Rules, 2020.
 It is also proposed that the allotted registration number shall be displayed
prominently on the website.

 Bihar exported the first consignment of GI certified Jardalu mangoes from
Bhagalpur to London.
 The Jardalu mangoes were exported by the Bihar government in

Development Authority (APEDA).
 Jardalu mangoes are grown mainly grown in the Bhagalpur, Munger and
Banka districts of Bihar. It has got GI certification in 2018.
 Recently, Bihar has also exported a consignment of Muzaffarpur’s GI
tagged shahi litchi to the United Kingdom.

Twenty-two metric tonnes of GI certified Jalgaon banana exported to Dubai.


 The banana was sourced from farmers of Tandalwadi village, part of
Jalgaon district of Maharashtra, a banana cluster under the Agri Export
Policy.

been rising sharply.
