SECTION: A (60Marks)
Part 1: Transport safety and security (30%) (30 marks)
Question 1: (30marks)
a) Human resource is an indispensable element of port and shipping management without
which the organization will collapse. Explain the role of management of port and the
shipping industry in this 21st century. (15 marks)

b) Many countries around the world are strongly embracing deregulation or privatization of
the maritime transport sector in order to render it more competitive. Why do you think the
Cameroon government may decide to intervene in the management of ships in the 21 st
century?

Part 2: Port management operations (30%) (30 marks)


Question 2: (15marks)
a) Differentiate between pilotage and towage in port operations. (5 Marks)
b) Explain the legal obligations and powers of the port authority in Cameroon. (10 Marks)

Question 3: (15marks)
a) Marine terminal is a special area at the port constructed with facilities for loading,
offloading and mooring of vessels. State and explain the operations of these terminals in port
management. (10 Marks)
b) Differentiate between maritime safety and maritime security. (5 Marks)

a) Explain the factors that may affect the demand for shipping services in Cameroon.

b) List the respective terminals you expect to find at the port. (5Marks)

Identify the cargo handling equipment a logistician will need in cargo operations. (10
Marks)

Question 6: (15marks)
a) Outline the certificates which must be carried on board the vessel during port state
inspection. (10 marks)
b) Comment on the following: port state control, Flag state, Coastal state control. (5 Marks)
