SECTION A- COMPULSORY:
1. The Customs department is one of the departments under Revenue authority which is
charged with the control of movement of goods and collection of taxes. An efficient and
effective Customs administration is therefore very key in facilitating trade, investment
and growth of the country. While the core roles and responsibilities of Customs
administrations throughout the world have remained essentially the same for many years
the manner in which individual Customs administrations/central and border post
officers discharge their roles and duties has significantly and positively changed in recent
times.

From above;

(a)Mention and explain at least five (5) major drivers for change in customs
administration in the aspect of customs roles and responsibility (15Marks)

b) What would be your good and patriotic suggestions to the Commissioner customs for
change and improvement in the performance of current customs administration
especially in the operationalization and enhancement of the Single customs territory
(SCT) within the East African Region, give five (5) suggestions (10 Marks)

SECTION B:
ANSWER ANY THREE (3) QUESTIONS FROM THIS SECTION.

2. You have finished your EACFFPC and have been offered an opportunity to work as a
Shipping Manager in one of the fast growing manufacturing company in East Africa. You
have a very urgent containerized shipment by your company of spares coming by sea ex-
origin port Shanghai to port of discharge Mombasa. The shipment will later be port
cleared and transported by intermodal transport of Road/Air up to destination. All the
required relevant shipping documents have been secured by your company.

(a) Discuss in sequence the processes and procedures you would take in handling and
releasing of the above mentioned goods out of seaport Mombasa to ICD destination (20
Marks)

(b) Explain at least five (5) major roles of port areas in national and regional
developments in East Africa (5 Marks)

3 (a) With relevant examples describe at least ten (10) various parties in both the
government and private sector that a freight forwarder will have to deal with when
handling and clearing a containerized shipment of personal effects/house hold items
from the sea port of Mombasa to place of delivery Jinja ( 20 Marks)

(b) Describe the various operations of the following:

1. Ship to Shore Gantries (1 Mark)

2. Rubber tyred Gantries (1 Mark)

3. Reach Stackers (1 Mark)

4. Pallets (1 Mark)

5. Differentiate between Infrastructure and Super infrastructure (1 Mark)

4(a) Briefly discuss three (3) common ways on how ports can be classified and give two
(2) examples for each (10 Marks)

(b) Briefly discuss the step by step procedure you would take in the clearance of export
cargo/packed frozen Nile perch fillets out of Entebbe airport (15 Marks)

5 a) Define the concept “Bulk Cargo”, with examples; give 3 categories of bulk cargo used
in marine transport in Port operations (15 Marks)

b) Describe any five (5) features of cargo consolidation as commonly used in the freight
forwarding industry (10 Marks)

6 a) Mention and explain at least five (5) objectives needed in the formulation of a good
port tariff to its users in the region (10 Marks)

b) Discuss the below port charges your client is likely to pay at the port of Dar-Es-Salaam
for his containers destined for Kampala

(i) Storage charge (3 Marks)

(ii) Removal charge (3 Marks)

(iii) Transit storage fee (3 Marks)

(iv) Remarshaling charge (3 Marks)

(v) Customs Warehouse Rent (3 Marks)
