Afghanistan: Employee security is a top priority

“Development cooperation in Afghanistan will continue”, State Secretary


Martin Jäger affirmed at GIZ's annual press conference on July 1st. GIZ is
closely monitoring developments in the country in order to adapt to the new
security situation in the country.

The Afghanistan / Pakistan department has been working on how to continue work
in the country for months. "Given the latest developments, GIZ's work in northern
Afghanistan requires the utmost attention to ensure the safety of our colleagues
there," says Country Director Joachim Prey.

Part of the security concept is that employees - international as well as national


employees - at particularly critical locations are given the opportunity to work
mobile at a location of their choice . “Some continue to work at their location, others
have moved to other places,” explains Joachim Prey. In order to fulfill its duty of
care, GIZ pays the national employees concerned a salary subsidy and a flat rate for
additional costs. For the Faizabad site, GIZ has also organized UNHAS (United
Nations Humanitarian Air Service) charter flights to Kabul. This offer have 95 people
- employees including their nuclear families - perceived.

“Clarify and advise every day ”

The security situation in the country differs from region to region and is constantly
changing. “The level of information on the security situation and the personal
perception of the security situation among employees are very different,” says
Joachim Prey. "That is why we conduct a close and open exchange with all

employees on a daily basis in order to be able to provide information and advice


directly and individually."

What about long-term planning, which projects can be further implemented, what
are the limits? Julius Spatz, head of the Afghanistan / Pakistan department since
June 1, explains: “GIZ is keeping a close eye on developments in security and
development policy. We are prepared to react flexibly to changes in the situation
when implementing the project. However, the safety of our employees has the
highest priority in everything we do. "
