1 Objectives of Meeting:-
i. To update the current status of bamboo development in FGV.
ii. Follow-up meeting to discuss the business proposal with Eastern Chinese United (ECU) on
bamboo plantation and industry development in FGV.
iii. To discuss the potential of bamboo planting in existing rubber planting area and undeveloped
land in FGV.
iv. To set up working committee among FGVPM and R&D Division to study the potential area and
masterplan for bamboo planting in FGV and potential business collaboration with ECU in bamboo
industry.

2 Discussion: -

2.1 Status of Bamboo Development in FGV


 DOE approval already confirm for FGVPM Chiku 4 for bamboo plantation development. The land
clearing in Chiku 4 was completed.
 En. Ismail had confirmed the total area of Chiku 4 is about 70 ha with planted area of 66.54 ha.
 Technical team is assisting the lining of bamboo stand by SAFE technology, especially on steep
terrain. R&D team should assist to identify the problem and provide solution for bamboo planting
in Chiku 4.
 En. Noor Hisham has highlighted the current capacity of buluh Betong tissue culture planting
material at 200,000 seedlings/year.
 Hj Suhaidi advise to prepare the Gant Chart to make it easier to follow the timeline for each bamboo
project in FGV.

2.2 Business proposal with ECU on bamboo plantation and industry in FGV
 Dr. Then has updated the salient minutes in the previous meeting between FGV with ECU as below:
 ECU is currently negotiating with Perak state government to acquire land for bamboo plantation
and industry facilities.
 ECU has operated a bamboo factory with the capacity of 10 mt/hour in Lenggong, Perak to extract
and process wild bamboo with the collaboration with Perak state government.
 ECU is targeting minimum 4,000ha and above of bamboo plantation to setup an economical
integrated bamboo processing centre.
 ECU plan to upgrade their current factory in Lenggong when their bamboo plantation starts
harvesting after 4 years of planting. However, they may setup a new processing facility based on
their logistic of their bamboo plantation and feedstock supply.
 ECU aims to produce bamboo chips and bamboo pellet for international market to Japan, Korea
and Europe for biofuel in power plant.
 The price of bamboo chips is about RM100-120/ton and bamboo pellet at USD120/ton.
 ECU is focusing in buluh Betong planting for chips and pellet production, meanwhile their young
shoot for fresh consumption market.
 ECU can prepare the business proposal according to the requirement and criteria of FGV.
 En. Sarian has highlighted that FGV should embarked into bamboo plantation and industry,
especially on unproductive rubber estates and undeveloped land in FGV.
 Next resolution of FGVPM in bamboo development will be to move to Nenering & Tawai area and
a decision has to made either to develop current rubber plantation or unplantable area into
planting bamboo..
 En. Saipol has confirmed for the planted area in Nenering planted area is about 400 ha.

 Hj Suhaidi advised FGV and Felda need to identify the availability of 4,000 ha area for bamboo
planting before we can decide either to proceed the bamboo project on our own or collaborate
with ECU.
 En. Sarian has highlighted that a masterplan of bamboo development in FGV should be prepared
to plan and execute the timeline of planting, supply of bamboo raw material, business strategy and
downstream activities.
 En. Zainal has mentioned that the EIA application for bamboo planting is the main constrain that
will affect the timeline of bamboo planting which is beyond our control.
 FGV can propose the business proposal to ECU to supply the bamboo raw material based on FGV
bamboo planted area and production timeline.
 ECU must confirm their strategic planning either to develop their own bamboo plantation with
current negotiations with Perak state government or solely depend on FGV area.
 ECU require at least 4,000 ha from FGV and Felda to operate an economical commercial bamboo
factory.
 ECU is the potential business collaborator for bamboo downstream development, market
penetration and off-taker of bamboo raw material from FGV.
 En. Sarian and Hj. Suhaidi have agreed to setup a working committee from FGVPM and R&D Division
to prepare the masterplan of bamboo plantation development in FGV and potential business
collaboration with ECU.

2.3 Working Committee for Bamboo Plantation


 En. Sarian has nominated En. Zainal Salleh to lead the ‘Working Committee for Bamboo Plantation’
to prepare the masterplan of bamboo development in FGV.
 The committee members that were nominated by En. Sarian and Hj. Suhaidi are as below:

2.4 Working Committee for Bamboo Business


 En. Sarian has nominated En. Noor Hisham Hamid and En. Mohamad Idris Ismail to jointly lead
the ‘Working Committee for Commercial Bamboo’ for further study the potential business
collaboration with ECU’.
 The committee members that nominated by En. Sarian and Hj. Suhaidi as below:

Other Matters
 FELDA should be invited to participate in this bamboo project, especially focusing on unproductive
rubber estates. Both FGV and FELDA should be aligned in their strategy on unproductive rubber
estates.
 The R&D Director of FELDA (EN. Ismail Samingin) can be invited to Steering Committee during the
report presentation of working committee.

Follow-up Action Plan
i. ‘Working Committee for Bamboo Plantation’ should prepare the masterplan of bamboo
development in FGV including the identify the potential bamboo planting area, plantation
development milestone, planting material requirement, bamboo production timeline and other
matters related to bamboo upstream.
ii. ‘Working Committee for Bamboo Business’ should prepare the business proposal with ECU on
business model, bamboo market, bamboo product, downstream activities, off-take and other
matters related to bamboo industry.
iii. Both working committees should present their proposal and findings to steering committee by end
of June 2021.
