ONE way to improve performances of public servants, particularly at the senior management level is to devise a
checklist to guide their planning and execution of duties.
Simbu Provincial Administrator Joe Kunda Naur said this adding a criteria is need to improve the Public Service.
He said The PNG Public Service has the performance appraisal system in place to measure performances of public
servants.
"In my view, this is broad and does not measure and reflect the senior officers' abilities and performance level. The
province demands value for money-performances with the increases in levels of senior management positions in
the restructure.
"While the people of Simbu benefits from increased productivity, the senior officer also improves his/her
management skills and becomes a better manager. This is good training and no wonder Simbu has a history of
being a training ground for many successful people in Papua New Guinea today," Naur said.
He said the criteria would be used to measure performances of District Administrators and Principal Advisors at
the end of every quarter.
"The appraisals will be carried out by a team consisting of the two Deputy Administrators and myself while I do
appraisals on the two Deputy Administrators.

He said the principal advisors have a similar checklist but more relevant to the PHQ setting.
"There will be a "Yes" or "No" response to a question such as, Has the District Administrator/Principal Advisor
conducted two (2) staff meetings a month?
The ticks in the "Yes" and "No" boxes will be counted and a rating given. The ratings will then be used to pay
certain % of Higher Duty Allowances, annual salary increases and selection and appointment decisions etc. he
said.
The format will be improved over time to make it more practical. This will be first used in March this year.
