1. INTRODUCTION

1.1 Background

PARI Development Trust is Non-profit and Non-Government Organization established in


2000 in response to disadvantaged women and men communities of Jamalpur and
Netrakona district to address the community based development interventions through
sustainable and capacity building strategy. PARI assists community cooperative groups
and Peoples Institution to make self-reliant through their participation in problem
identification, planning, implementation and monitoring of community development. 8
People’s Institutions are graduated through Integrated Community Development
Program with their distinct capacity building benchmark. Both PARI and 8 PIs did singed
Memorandum of Understanding (MoU) as partner to continue partnership works
together in community development. ICDP Project intends to work on Social Enterprise.
Capacity Building of People’s Institution is one of the mottos of the program

1.2 Objective of the Training

The purpose of the training was to help partners to facilitate beneficiaries in selecting
the IGAs/ Social Enterprise that were most suitable and appropriate for beneficiaries.
The IGAs/Social Enterprise give enough income to make a substantial and permanent
improvement to the beneficiary household’s life that will sustain after the project ends.
Through this training TAI intends to strengthen partner’s capacity:

1.3 Methodology and Approach of the Training

Training designed and the preliminary exercise had done at desk reviewing different
training module on the relevant subject matter. The course coordinator discussed and
prepared the course material in consultation with PARI and accommodating all the
feedback and comments of PARI. CC followed the following steps to develop the course
materials.

 Reviewed the PARI Development Trust Bangladesh Partner Organization’s project


documents
 Discussed with the PARI Development Trust Bangladesh staffs to understand the
specific needs of the participants.
 Reviewed and analyzed the participants’ demographic profile like education, age
and professional position etc.
 Reviewed different training module on the relevant subject matter and based on
practical experience the course outline and module was developed
 Developed and submitted a draft training outline
 Finalized course curriculum based on prior discussion and feedback from PARI
Development Trust.

a. Approach of Training conduction

The defined approaches had applied during the training period for fulfilling the intended
goals.
a. The training was facilitated by Bengali an easy understandable way
b. At the time of the training, participatory and interactive approach had
adopted
c. Participants shared their expectation at the beginning of the training and every
day they reviewed their expectation
d. In order to collect the necessary feedbacks, experience gained and lesson
learnt, the group discussion and group work exercise had adopted
e. The training was basically conducted on a participatory approach with thrust
on practical hands-on skills, group discussions and practical exercises based
on their own field experience.

c. Organization and Management of the Training


- Selection of Trainees: The training program was designed for 29 participants.
Two major categories among the participants are attended in the training from
PARI and PI who are working in and with PARI in the project funded by the
Transformed Aid International. 7 participants had selected from the 7 PIs who
are in the leadership position. The PARI had necessary follow-up and further
communication of participants in this matter. Finally, 29 participants were
participated at the training program among them 20 were male and 9 were female.

- Venue and date of training: The 3 day’s residential training program “Foundation
Training Course on Social Business” had organized in Proshika Training Center in
Mymensingh. The training room was quiet and calm with enough space and
controlled temperature. All the necessary supports were available in the venue.
The training had conducted from 27 to 29 October,2017 from 09.00 to 17.00.
- Materials and equipment: All the necessary training materials and equipment
were available during the training. Every after closing the day session the
materials were checked whether anything needs to purchase or not. However,
enough materials and equipment were allocated for each of the participants of
the training. A list of training materials and equipment is attached in the report
as annex.
- Preparation of handouts: Training is not just a verbal and practical class only. In
this training, the trainees were provided some tools and relevant soft copy of the
presentation slides. In this regard, the all the necessary handouts and tools again
supplied with the Training Completion Report as well.
- Note Taker: Each day there are some participants who voluntarily took note of
the training which was a tremendous job.

and impact investment through Enterprise Development and Market System
Development. Rabbani also associates with MarGEn Communication – an inclusive

Rabbani has facilitated number of training like- TOT on Women’s Economic Leadership
and Unpaid Care work analysis for 15 project coordinators and technical officers of
partner organization of Oxfam, Training on Value Chain Design and Market
Development to Social Development Foundation (SDF) in Bangladesh, Training on
Enterprise Development for Project Coordinator and Business Development Officers of
7 partners NGOs of Oxfam, Training On Social Enterprise Implementation and
Assessment for the 7 Partner Organization of Transform Aid International. Training on
Vulnerability and Risk Assessment (VRA), Training on Business Plan and Management,
Training on Market Extension Plan, Training on Income Generating Activities for pro-
poor livelihood development etc.

2. PROCEEDING OF THE TRAINING SESSION

2.1 First Day (27 October, 2017)

The opening session of the training was conducted informally. The training program was
started with the Morning Prayer and welcome remarks by Mr. Sukumar Ghagra. In
opening session, Mr. Sukumar from PARI had given his opening remarks. He delivered
his congratulatory remarks to the participants for getting success and better
opportunity in the field of Social Enterprise Development. Mr. Rabbani welcomed the
participants and briefed about the training program and its objective. He also requested
for their active participation in the training. The introductory session was run in
participatory way facilitated by Mr. Sukumar this session. In this session, all the
participants introduced themselves and shared their expectation. In order to assess the
interest and expectation of the participants from the training program, participants were
asked to write their interest, expectations from the training and one of the business he
or she had experience. After the collection of expectations from the participants, a brief
presentation was made to identify their queries.

After sharing the objectives of the training, the first session of the first day was about
introduction with the basic concept and common term of the business. Participants were
introduced with types of business and characteristics of business, demand supply
situation and its relations in market, they also known about the products’ type i) goods
and ii) services. It was an interactive session and participants willingly contributed in
this session.

Major discussion of the first day was on


- Clear understanding on social business and why social business is different from
other traditional business. Objective of the social business.
- The core 7 principal of social business and its explanation. The legal issues of
social business and present authorization process of social business in
Bangladesh.
- Discussion on how to shortlisting and select the business. The selection criteria
or selection matrix showed to the participants presenting a radar diagram.

Group Work -1
After describing the business and social business criteria participants were divided into
7 groups according to 7 PI. Each group were assigned to draw what economic activities
PIs are doing and how they are doing those activities. From the group work it was
revealed that every PI has a number of economic activities like poultry farming, duck
farming, cattle rearing, sanitation, fish culture, tailoring, handicrafts, goat rearing etc.

Another group work was only for PARI’s senior staffs. There are 4 groups and each group
tried to find out how PARI is implementing the social business or social enterprise, what
is their understanding about that.

From the both group works the participants got clear understanding about the social
enterprise and social business which are currently implementing under the guidance of
PARI through the PIs.

Earlier 37 individual business were considered as social business. However, the


participants understood that every PI of the PARI is acting as a social enterprise and PI
is supporting their members for business development.

Group Work -2
From the above long list of local business 7 PIs leaders divided in 7 groups with other
training participants and select a business from the long list of first group work using
the business selection criteria the radar diagram.

Individual Task
Finally, facilitator reviewed all the session in brief through the interactive method. The
day was closed with a home work. Facilitator asked them to complete a business plan
for micro or small business at local level. Each participants was assigned to complete
the business plan based on the identified business participants mentioned beginning of
the day along with the expectation sharing.

2.2 Second Day (28 October, 2017)

Alike 2nd day was started with Morning Prayer conducted by Mr. Raju Ahmed. Mr.
Sukomol reviewed the first day sessions in participatory way. Facilitator started the
day with the reflection on social business understanding and activities of PIs in relation
with the social business concept. Mr. Rabbani tried to explain the ownership structure
of social business, interest area of investors and management pattern of social business.

Participants were asked for the 1st day home work that was individual tasked to complete
a business plan as per own understanding. Facilitator tried to review the individual
observation on business nature, days of business cycle, working capital requirement,
fixed asset, profit and loss, nature of expenditure.

The facilitator, then requested the PI leaders to mention 2 business which was is top
priority among the business options they stated earlier day.

Major discussion of the second day was


- Understanding of the market and market actor. Differential activities of the
market actor and difference between customer and consumer.
- Conceptual understanding about the value chain analysis and implication of value
chain analysis. It was discussed in among the participants that who needs to
implement the value chain. The idea of value chain analysis required for the
market facilitator like TAI, PARI who are working for business development and
livelihood improvement. Basically value chain analysis is a tool to identify the

constraint and opportunity of a particular commodity/product in a particular


place. Before starting any intervention value chain analysis will give a clear result
where the support required, what actually needs, who will be benefited and how
the activities will happen.
- Business selection process, how the right business will be selected from a multiple
options
- What is entrepreneurship and stage of enterprise?
- Discussed about basic of business plan and importance of business plan. What
are the major consideration of business plan. How to develop a business plan.
- Discussed about the context of Business. How an entrepreneur combat with the
business context.
- The importance of financial management and accounting.

Group work – 1
The participants were divided into seven groups according to the seven PIs. The group
works was for selection of one suitable business for the respective PIs using the selection
matrix. The groups were selected two business criteria and two social criteria for
developing the matrix.

- Women entrepreneurship
The every groups select the best business from the prior shortlisting two business. Every
group finally select one best business using the selection matrix.

Group work -2
After selection of the best business by the PIs facilitator provided a sample of business
plan for PI. All the participants divided into three major groups to prepare a complete
business plan for three PIs based on the respective selected business. The group word
was continuing and requested to present it next day.

2.3 Third Day (29 October, 2017)

After completing the morning prayers third day was started with the review of last two
days learning. Mr. Madhusudon Saha facilitated the session. He asked PI leaders to
compare their field work with the social business.
He tried to highlight the core discussion those are
- Understanding of business
- Concept of social business and its objective
- Core principal of social business
- Difference between business and social business
- Procedure of business selection
- Understanding of market and market actor
- Concept of Value Chain analysis and its importance
- Understanding about the Business plan
- Social business and present activities of PI
- How the PARI is working for social business and which are the social business
unit
- Understanding about the working capital and how to calculate the working capital

The facilitator discussed on the financial management. Facilitator emphasized on the


two major financial tools, its importance and field implication.

- Income statement or profit and loss account


- Balance sheet
Besides facilitator again clear about the working capital calculation as per requirement
of the participants.

The major discussion on third day was

- Understanding about the income statement and how to prepare an income


statement for any business
- Understanding about the assets. Two types of assets i) fixed assets ii) current
assets. What are the fixed assets and what are the current assets. Facilitator
described the both assets clearly.
- Facilitator described about the liabilities. Two types of liabilities i) long term
liabilities and ii) short term liabilities.
- Understanding about the balance sheet and clear about the equity and
reinvestment.
- Legal documents requirement for an enterprise and its importance

The participants presented the PI business plan which was developed earlier of the day.

Group work
The three respective group listed down and identified the source of income and
expenditure separately. Another task was to find out the working capital for the
respective business.

Finally all the groups presented the working capital calculation procedure. In the
concluding of the session the participants tried to understand that how the PIs will be
self-sustainable through the social business intervention. It was clearly understand
that PI has been implementing its business in the following way.

PI Business Portfolio
- Full ownership business. Some of the business PI is implementing with 100%
ownership
- Partnership business. Some of the business PI is implementing with partnership
in nature where share of the business depends on the mutual understanding.
- Equity investment/ venture financing. PI invest in some business which is
operating by the member.

3. CONCLUSION AND RECOMMENDATION


3.3 Conclusion and Recommendation

- 29 participants were participated in training program from the PARI and 7 PI


- Program manager did an exercise to capture the pre and post training reflection
of the participants
- The participants have provided certain comments and suggestions at the time of
training evaluation. They need to be considered in future.
- Subject matter and topics were related and useful.
- The arrangement of the overall training was best.
- The training team and all the resource persons very professional and had very
positive attitude towards the participants and were very flexible and friendly
with the participants
- Improvements to be made for better conduction of training in the near future.
The more practical exercise should be done at the time of training

Objectives of the training


1. The objective of this training is to develop skill of ICDP staff so that they can
continue capacity building of the People’s Institution on Social Enterprise.
2. The training course on “Social Enterprise” is to develop comprehensive contents
that combine theoretical concepts of “Foundation on Social Enterprise” and
practical implementation to ensure that by the end of the training ICDP project staff
will be able to follow systematic “Social Enterprise” and do capacity building and
training efforts among community entrepreneurs and People’s Institution
members.

Scope of Work
The training course is to cover the following major subject areas:-
1. Introduction to “Social Enterprise
2. Characteristics of Social Enterprise
3. Understanding Enterprise Development following donor aspect
4. Understanding Business Plan and prepare business plan
5. Financial tools for Social Enterprise
6. Competitive Enterprise Development Approaches
7. Social Enterprise Monitoring Tools and Techniques

Consultant’s Task and deliverables


1. Review the project objectives and share ideas. This may require one/two meeting
with implementing partners (based in Mymensingh)
2. Develop a training curriculum based on the mentioned training objectives; this may
require one day meeting
3. Develop a training manuals and materials as needed. The training manual will be in
Bangla/English, a soft and hard copy needs to be provided to PARI Development
Trust.
4. Deliver a 3-day long training programs for the PARI ICDP participants.
5. Develop a hand book based on the training objectives so that each participant can
refer this resource for disseminating the learning to other members of the group. A
soft and hardcopy needs to be provided to PARI ICDP.
6. Provide training completion report to PARI ICDP project
7. Provide time to time consultancy during and after training course and minimal
consultancy fee could be arranged based on mutual understanding if applicable.

Time frame

The total consultancy period will be of 1 Year 9 months from the date of work order i.e. rest
tenure of ICDP existing phase up to June, 2019. The training program is expected to be
delivered by the end of October, 2017 i.e. 27-29th October, 2017.

Required skills, experiences and team composition


The consultant will have at least two trainers in his/team for imparting the training sessions.
The consultant must have:
1. demonstrated experience in developing training modules related Social Enterprise;
2. experience in developing training manual following adult learning principles and
participatory methodologies;
3. Expertise and experience in conduction of training and TOT. This experience is
particularly required for the trainers in the proposed team.

Proposal Submission
The consultant will submit two separate proposals for participating in the selection process:

A. Technical proposal: The technical proposal package will contain -


1. Consultant’s resume (mandatory) and other trainers’ resume (if possible).
2. A list of clients for whom the consultant has provided similar services following
consultants resume.
3. At least one sample copy of training manual relevant to capacity building of
community based groups working on Social Enterprise following resume.
4. A work plan (schedule) for completing training.

B: Financial Proposal: The financial proposal package will contain


1. The total consultancy fee is BDT 64000.00 for development of training
curriculum/training manual and conduct 3 days training. Income tax will be
deducted from the consultancy fees.
2. Conduction of 3-day long training program for a group of 25 participants.
3. This cost line item mentioned above will incorporate all related cost like
honorarium, facilitation fees, travel cost, communication, and photocopy.
4. The venue and food costs for participants and facilitators will be provided by
PARI ICDP.

Financial Terms:
1. The payment will be made through account payee cheque or wire transfer.
2. PARI Development Trust will pay VAT for consultancy fee.
3. Training completion report to be submitted to the project authority within 15 days of
training.
