CHRONOLOGY OF EVENTS

23.07.2012 : Dr. P.B. Salim, Joint Secretary to the Govt. of West Bengal, Minority Affairs
& Madrasah Education Department, by its letter No. 1313(12)-MD/P/15P-
07/12, dated 23.07.2012 informed 12 District Magistrates including the
District Magistrate, Malda, about additional allocation of Rs. 300 Crore to
West Bengal by the Govt. of India and requested to submit new proposals in
respect of 8 types of schemes and in serial No. 7 scheme in respect of
“Setting up of Minority Medical College under P-P-P Scheme” was invited. It
is also informed that earlier approved schemes, which could not be initiated
for any reasons (land etc.), if any, to be converted to other feasible projects.

06.08.2014 : The above noted letter was received on 6.8.2012 by the Office of the District
Magistrate, Malda. Page 1

13.08.2012 : “Raninagar (South) Rural Public Club & Library” and “Esther Memorial
Education Trust” jointly submitted the proposal for establishment of ‘ABA
Ghani Khan Memorial Minority Medical College & Hospital’ and
‘Esther Memorial Minority Nursing College’ in PPP scheme with a PPR
(in 2 Volumes) of the proposed project along with a request letter issued by
Dr. A.N. Khan Choudhury, the then MoS, Department of Science &
Technology & Deptt of Parliamentary Affairs, Govt. of West Bengal.

17.08.2012 : Dr. A.N. Khan Choudhury, the then MoS, Department of Science &
Technology & Deptt of Parliamentary Affairs, Govt. of West Bengal,
informed Sri Bikram Sen, Principal Secretary, MA & ME Deptt. Govt. of
West Bengal about the submission of number of proposals including above
noted project and requested him to take all initiatives for approval of the

27.08.2012 : The then District Magistrate, Malda, forwarded the proposal of the above
noted project to the Joint Secretary, Govt. of West Bengal, Minority Affairs

that Total 25 Acres of land is available with the “Raninagar (South) Rural
Public Club & Library” and “Esther Memorial Education Trust” and they are

30.08.2012 : Mamata Banerjee, Hon’ble Chief Minister, Govt. of West Bengal during her
visit at Malda announced that at Narayanpur one Medical College & Hospital
will be established in P-P-P model for the minorities and that news was
reported at “Bartaman” news paper on 31.08.2012. (ANNEXURE –‘E’)

31.08.2012 : The then Addl. District Magistrate (Gen), Malda, forwarded the Vol. 2 of the
proposal of the above noted project to the Joint Secretary, Govt. of West
Bengal, Minority Affairs & Madrasah Education Department, by his Office
Memo No. 398/M.A.&M.E., dated 31.08.2012. (ANNEXURE –‘F’) Page 13

10.09.2012 : Dr. A.N. Khan Choudhury, the then MoS, Department of Science &
Technology & Deptt of Parliamentary Affairs, Govt. of West Bengal by his
letter dated 10.09.2012 requested the Hon’ble Chief Minister, Govt. of West
Bengal for approval of the project. (ANNEXURE –‘G’) Page 15-16

Thereafter, private partners of this project came to know that due to

insufficient fund total project cost of above noted scheme could not be allotted
or given by the Department of Minority Affairs & Madrasah Education
Department, Govt. of West Bengal. Accordingly, Dr. Manmohan Singh,
Hon’ble Prime Minister, Govt. of India was approached for implementation of
the above project and to take appropriate steps in this regard. Hon’ble Prime
Minister, Dr. Manmohan Singh, considered the project and take steps for it’s
implementation.

17.01.2013 : Prof. Sanjoy Shrivastava, Secretary, Board of Governors in Super-session of

Medical Council of India by his office Memo No. MCI-34(41)/2012-
Med./154370, dated 17.01.13 directed “Raninagar (South) Rural Public Club
& Library” and “Esther Memorial Education Trust” to submit application in
accordance with the requirements laid down in Regulation for the purpose.

04.07.2013 : Dr. A.N. Khan Choudhury, M.L.A. and former Minister Govt. of West
Bengal by his letter dated 04.07.2013 prayed before the Hon’ble Prime
Minister, Govt. of India for allotment of special fund for establishment of

informed Dr. A.N. Khan Choudhury that funding under BRGF is made on the
basis of Annual Action Plans which are approved by the District Planning
