2020: Rising

Bulusan National Vocational Technical School had a strong year in spite of the global challenges of
COVID-19. With the total of 9,396,000 of the GAA 2020, BNVTS implementation parameters were strictly
embarked on its Office Performance Commitment Review (OPCR) which has been closely monitored
through the duly approved Strategic Performance Management System Guidelines of TESDA by Civil
Service Commission.

The Programs, Activities and Projects (P/A/P) that were addressed for the goals are Technical Education
and Skills Development Policy Program, Technical Education and Skills Development Regulatory
Programs which set guiding parameters and success indicators including targets and measures.
Though 2020 target had been revised due to this crisis brought by COVID-19, the school’s OPCR is
cascaded to the IPCR of its personnel. The outputs for the year as presented in this report is summarized
in the EGACE. Accomplishment for the year for the provision of training are the implementation of
regular scholarship program from the national and local governments. For 2020, the school had 194%
accomplishment in all delivery modes.

With the OPLAN TESDA Abot Lahat:TVET towards a New Normal, it clearly sets directions to where
technical vocational education should endeavor in the middle of facing the global crisis near COVID-19.
The OPLAN followed the three-phase approach of the National Economic and Development Authority
including Phase 1 (Survival), Phase 2 (Transitional) and Phase 3 (Structural). The three phases mainly
focused on the heath efforts to curb the effects of the virus, second rebuilding consumers and business
confidence and lastly resumption of a “new normal” state of economic activity. 2020 Scholarship Funds
has been realigned for the Social Amelioration Program and adoption of economy measures in the
government and priority sector has been identified in Agriculture, Health and Construction.

Bulusan National Vocational Technical School strengthen engagements in Agriculture highlighting the
priority barangay projects and engaging trainings in Contact Tracing. The resume of training thoroughly
followed the “Procedure to Start TVET Program under the New Normal which clearly provides direction
to all tech-voc institutions in implementing their programs and activities under the new normal scheme.

Gender and Development Activities and Special Programs including among others—Solo Parents,
Persons with Disabilities, Overseas Filipino Workers and Locally Stranded Individuals. One of the
highlights is the distribution of hygiene kits for PWDs, women and expectant mothers.

As an inevitable propeller to the directional operations of the training institutions, the management has
carefully utilized all the required expenses for the allotted expenditure guided by the submission of
monthly, quarterly and annual financial report to the DBM.
