Background of the study

According to the study by Fry (2001), This COVID-19 pandemic has forced the global

physical closure of businesses, sporting events and schools by forcing all institutions to switch to

online platforms. Online learning is the use of the Internet and certain other essential tools to

create content for instructional, educational and program management purposes. The world of

education has felt this pandemic as well. This indicates that the results of the Corona Virus are

now also experienced by the world of education. The United Nations Education, Science and

Cultural Organization (UNESCO) has acknowledged that the spread of the Corona virus has

affected the education field, which is why new modes of learning have been implemented.

Distance learning, also called distance education, e-learning, and online learning, form of

education in which the main elements include physical separation of teachers and students during

instruction and the use of various technologies to facilitate student-teacher and student-student

communication. Berg (2002). Hrastinski (2008) observed that the two forms of distance learning,

namely asynchronous and synchronous learning, are largely contrasted, but teachers,

organizations and institutions need to provide a thorough understanding of the advantages and

disadvantages in order for distance learning to be successful and effective. In the Philippines, due

to the 4, 195 confirmed cases as of April 10, 2020 based on the Department of Health (DOH,

2020). The country immediately opted for online learning. Some teachers recorded and uploaded

their lessons online for the students to access and some were even more innovative and used

Google Classrooms, WebQuest, and other online sites, (Fox, 2007)

In distance learning, the student is dependent upon access to an unimpeded Internet

connection. If technical problems occur, online students may not be able to communicate, submit
assignments, or access study material. This problem, in turn, may frustrate the student, hinder

performance, and discourage learning. And because of the limited non-verbal communication

and other aspects like student and teacher interaction, accessibility to materials needed in

distance learning (usually to students who are in modular learning) and time that’s why distance

learning is challenging and difficult for the students. Distance learning requires an individual to

change their habits, behaviors, attitudes and perspectives. By taking away an individual’s ability

to interact with other human beings during the learning process, the synergistic group learning

dynamic is interrupted (Campbell & Swift, 2005)

According to Magsambol (2020), there are issues that need to be solved in the distance

learning in this year’s educational curriculum. Because of the impact of coronavirus pandemic,

DepEd decided shift to distance learning for the school year and postponed face-to-face classes

until the vaccine becomes available. One of the problem is the printing of modules. The

insufficient budget and supplies for printing materials was caused the delay of opening of classes

on August. Many teachers said can be easily depleted due to the sheer number of modules that

need to be printed. DepEd started a test run of television episodes for distance learning from

August 11 until August 18. The first day of the test broadcast, however, did not go smoothly. In

one of the episodes aired, netizens were quick to point out "painful" grammatical errors in

sample questionnaires for an English course. After being criticized, DepEd vowed to improve the

TV episodes. "Expect the agency to continue fixing issues to make sure everything is ready for

the school opening, whether it's online, on radio or TV, or through modular learning," Education

Undersecretary Alain Pascua said in Filipino. Citing data from the National Telecommunications

Commission, DepEd said that as of December 2019, 67% of the Philippine population have

access to the internet. Numerous social media posts have gone viral, showing Filipino students
climbing trees, or even mountains, just to get a good internet signal for their classes. This

outraged both netizens and student groups that called out educational institutions for prioritizing

academic output over student welfare. The other issues of distance learning is the safety of the

teachers and others personnel in despite of exposure to coronavirus in modular learning setup.

They fear contracting the virus during the distribution and retrieval of learning materials.

In Marcelo H. Del Pilar national high school not all Students has access to internet and

not all have privilege to have gadgets to use for the distance learning that’s why most of the

students are having a difficulty on coping up on these new modes of learning. This research aims

to determine the impact of distance learning of Senior High School STEM students of Marcelo

H. del Pilar National High School to the quality of education considering the resource

insufficiency amidst of pandemic.
