undertake, or manage the undertaking of a
construction project.
Bidding Process

1. Detailed Engineering
The feasibility or preliminary engineering study made which
establishes the technical viability of the project and conformance to
land use and zoning guidelines prescribed by existing laws.

3. Technical Documents
Statement of all its ongoing and completed government and
private contracts within ten (10) years from the submission of
bids, including contracts awarded but not yet started, if any.
3. Financial Documents
• Audited financial statements, showing prospective total and current assets
and liabilities.
• Net Financial Contracting Capacity (NFCC)
NFCC = K (Current assets – Current Liabilities) – (Value of all outstanding
works under ongoing contracts including awarded contracts yet to be done)

K = 10 (contact duration of one year or less)


20 (contract duration for more than one year up to two years)
30 (contact duration for more than two years)
*NFCC = Approved Budget cost

*if its Net Financial Contracting Capacity is less than the Approved Budget
for the Contract (ABC), it is submitting a credit line commitment or certificate of cash
deposit from a licensed bank equal to at least ten percent
(10%) of the ABC.
4. Eligibility Check / Pre-Qualification
 used to determine eligibility of prospective bidders, who shall then
be allowed to acquire or purchase the relevant Bidding Documents
from the procuring entity.
 Eligible bidders shall be informed (in writing) within 7 calendar days.

5. Interpretation of Bidding Documents


Bidders may request clarification(s) on any part of the BDs.

-submitted at least ten (10) calendar days before the deadline set for the
submission and receipt of Bids.

PROCURING ENTITY shall respond to the said request by issuing a


Bid Bulletin or Addendum, at least seven (7) calendar
days before the deadline for the submission and receipt of Bids.
5. Pre-Bid Conference

The Pre-Bid Conference shall be held at least twelve (12) calendar


days before the deadline for the submission and receipt of Bids.

The Pre-Bid Conference shall discuss, among other things, the


technical and financial components of the contract to be bid.

The Attendance of the Bidders shall not be mandatory

Minutes of the Pre-Bid Conference shall be recorded and made


available to all participants not later than three (3) calendar days after the
Pre-Bid Conference.
5. Eligible Bidders Responsibilities

(a) examine all of the Bidding Documents;


(a) the location and the nature of the contract, project, or work
(b) climatic conditions;
(c) transportation facilities;
(d) nature and condition of the terrain, geological conditions at the site
communication facilities, requirements, location and availability of
construction aggregates and other materials, labor, water, electric power
and access roads; and
(e) other factors that may affect the cost, duration and execution or
implementation of the contract, project, or work

5. Notice of Award

The PROCURING ENTITY shall award the contract to the


winning Bidder whose Bid has been determined, after the
evaluation of bids and postqualification, as the Lowest
Calculated Responsive Bid.
