FISCAL MANAGEMENT

1. Did the lessons on fiscal management motivate you to become an effective and efficient fiscal
manager? Why?

Yes, it enlightens me on some legal guides on managing resources of the school. The tips given are really
beneficial in the field. It opens that fiscal management is an essential duty of the school head to assure
quality and relevant delivery of education to the community. DepEd polices can only be carried
efficiently when there is wise usage of fund.

2. How would a fiscal manager ensure efficient, effective economical and ethical fiscal procedures?

Following policies issued by the department assures fiscal manager to become efficient,
effective, economical and ethics fiscal procedures. DepEd memorandum, orders, and other pertinent
issuances from the department helps us to carry out programs and projects and activities within the
time allotment and attaining its objectives. After all an ultimate measure of effective fiscal management
is its role in the improvement of educational services. Further, it helps us to prioritizes and use the
budget based on the needs of the school community.

3. Are there issues and concerns in achieving an effective fiscal management?

Some issues and concerns in an effective fiscal management is the too bureaucratic way of
liquidating funds. From the laborious work of planning to waiting of its approval delays the good service
of education. Submitted request takes weeks and even months. Another issue is the policy itself, MOOE
for example is prohibited in putting-up new, it is solely confine in the repair only and in this pandemic
time , prioritizes SLMs and anti-CoViD supplies that makes the physical appearance of school and other
aspects partially neglected .

4. How can you overcome these obstacles in fiscal management?

To overcome this fund bureaucracy that delays service of education, early submission/ of
request should be practice. Prioritization to decongest request should also have conducted. In this
present time, policy mandates us to be obedient and simply teaches us to wait and believe that
someday our request will be granted. But while waiting, utilization of other school fund may be used.

5. Which of the topics inspired you the most? Why? Do you think the 3s of leadership can help you
make a difference in fiscal management?

The 3S teaches us to become proactive in fulfilling our duty as school head. Being proactive
means that we are driven in the field to give quality education to our learners. This can only be attained
by taking care, wisely using the allocated resources to the school.
APPLICATION

Revisit your work and financial plan. Based on the inputs and learning, how will you improve
your WFP considering the situation and needs of your school? What were your consideration
in adjusting the WFP relative to the 3s of leadership?

To improve our WFP after revisiting, we need to change our plan, programs, and project
based on the urgency needs of our school considering the 3S of leadership. Our consideration in
adjusting the WFP depends upon the wellbeing and good of our learners and teachers and also
considering the necessary budget/funds allocation to improve the process of teaching and
learning.

REFLECTION

What is becoming clear to me about what I need to do as fiscal manager

As a fiscal manager it is clear to me that the progress of the school primarily depends on me.
Hence, our school will be benefited if I am performing with 3S. A faithful Steward, a Good Shepherd, and
a humble servant. Knowing also that having these characteristics will surely transform the school into a
better one.
