The President opened his remarks by recalling his choice to
seek for the highest political office in the country in 2016. He
stated that he has high aspirations and a vision for the Filipino
people, and that he is dedicated to providing excellent public
service. Duterte went on to say that he was able to keep his
pledges and make reforms, "which I thought was extremely
possible at the time.To provide free education which is already in
place Universal Health Care and the fight against illegal drugs,
criminality, and corruption; and the development of infrastructure,
including free irrigation and other large-scale projects, which I
thought I had the funds to implement, but which, by chance, were
completed during my term, among others," Duterte said. As his
time draws to a close, Duterte went on to remark that making
major adjustments and improvements in only six years was
difficult. Much was expected of him, but he said he did the best he
could given the time constraints imposed by the Constitution. He
spoke about how he had to struggle against oligarchs and critics
in order to fight for the poor That is why I cajoled, prodded,
pushed, and wrestled with men of wealth and position who were
unconcerned about the suffering and cries of the poor and
powerless. And I was roundly chastised for it. I, on the other hand,
did not succumb to the attacks. And I didn't let any criticism, no
matter how harsh, dissuade me from taking action because my
goal was pure and unpolluted," Duterte said.
The Philippine economy, according to Duterte, was on track to "le
apfrog into the company of the world's fastest rising economies" b
efore the COVID-19 pandemic halted everything. The President
went on to praise the frontline workers, both public and private, for
their efforts, dedication, and sacrifices during the pandemic
Duterte expressed gratitude to the health professionals and other
frontline personnel who selflessly gave their all in the fight against
COVID-19. He also promised the private sector that the
government is dedicated to "restoring the country's commercial
vibrance prior to the pandemic." Finally, he praised the support for
the government's COVID-19 response from local chief executives
and foreign development partners. He began by highlighting his
accomplishments in modernizing the Military Forces of the
Philippines, the Philippine National Police, and other armed
forces, as well as raising their pay. He expects Congress to back
him up in his efforts to overhaul the uniformed services.
To maintain government fiscal flexibility and offer proper benefits
and remuneration to our men and women in uniform, I am urging
Congress to pass a Unified System for Separation, Retirement,
and Pension of Military and Uniformed Personnel. Only new

by this According to The President also discussed how, despite
criticism, the NTF-ELCAC made headway in their anti-communist
fight. He also praised the police and military for securing the
defeat of so many communist fronts. He remembered, "I believe
they destroyed more than 15 apparatus of the Communist Party
of the Philippines fronts. Duterte deviated from the script to
discuss the Communist Party and how its officials are corrupt,
even using the money of their own members for personal
advantage, such as sending their own children to study abroad.
