possession of tenderers/contractor selected. Hence, so
long as the IFT and final IFC were same and Contractor
follow SCECO approved drawings no design deficiency or
miscoordination exist or existed and discrepancy of SF6
breaker in specifications versus vacuum in IFT/IFC drawings
should have been clarified for design intent during tender.

SAK, during AHJ submission, provided their comment dated
19/12/2018, requiring study for level 1 protection grade to be
executed..
Updated drawings sent on 20/12/2018 refer EP-104 (page 4 of
tracker). The AHJ requirements, once known, were incorporated
and provided for IFT set. As noted in Sl no.2 Contractor, while
tendering had all documentation issued till 19/3/2018. Hence no
deficiency or miscoordination.

Typo Error. On CEBS schematic in lieu of 12.5 KVA, 10 KVA CEBS
was shown for 2 nos. However, Contractor looking at power SLD
drawings should have asked for clarification of discrepancy
during tender stage. Power SLD’s (Drawings EP-003 & EP-004)
call for 2 x 8 KW and 2 x 10 KW CEBS power rating.
Corresponding CEBS size in KVA was to be selected by
Contractor based upon his selected vendor. This requirement of
2 x 8 KW and 2 x 10 KW does not get changed but Contractor
may need to transfer 0.5KW from CEBS2 to CEBS3. No change to

Bus coupler was proposed only to be used in the event any one
transformer from the arrangement fails. In such scenario, the
connected load was to be restricted to the maximum power
capacity allowed on the 1500 kVA Transformer which shall be
attained through proper load shedding. Motorized breakers are
included in the design to facilitate same. At no point is all the
power for two transformer allowed to be transferred into a
single transformer. Therefore no question of any load > 2,500
amps (1500KVA) going thru the bus coupler. With the removal
of bus coupler the design intent to maintain certain loads,
despite failure of a transformer, is seriously compromised. All
the motorized breakers become redundant. By removing the
bus coupler and taking significant savings on replacement of
motorized breakers to non-motorized breakers, the violation of
design intent & loss of operational flexibility with the risk
identified, rests solely with Contractor. Client only getting a
spare “bus coupler” section does not make sense as the section,
itself, will become useless in present proposal. What specifically
is the design deficiency?

Automatic Fire Detection by means of Heat Detectors is not
required in the car parking as this area is defined as ‘open car
parking structure’. This rule also applies to sprinkler systems and
the same has been conveyed to IKEA Team during design review
meetings. However, the team has agreed mutually to have the
sprinkler system as additional safety measures. Further, any area
that requires ‘heat detection’ can be exempted from such
requirement if the same area is provided with sprinkler system
(sprinklers can function like heat detectors when actuated by
triggering alarm through water flow switches). Hence, automatic
heat detection system can be omitted from car parking area,
keeping only manual call points to be used by occupants and visitor
to activate notification devices in case of fire emergencies.

these type of interceptors are fully sealed and do not emit any

The pump room is protected by wet type sprinkler system (refer to
DWG # FF-104_Service Block - Fire Fighting Layout). There is no

According to NFPA-20, fire pump rooms with diesel engine& fuel
tanks shall be protected by wet type sprinkler system with Extra
Hazard Group-I Classification, as used by us in design. Design

other alternate system. The Code & AHJ requirements are fully
