Summary of facilitation demands by country


Below are the top 10 countries in which we have received the most demands during Q1 and Q2
2021. They represent the highest risk to the seafarers and ships in terms of having money or goods
demanded.

Out of these, Container ships (in India, Pakistan, China and Egypt) and Bulk Carriers (in Ukraine,
India and Indonesia) are facing the most demands. And over 70% of the demands are for cigarettes.

Prepare for these ports by following the procedures in the Safety Management Manual, ‘Preparing
for a port call’ and ‘Managing shipboard facilitation demands’.

Targets for 2021


Say No! Say No! each and every time they demand cash or goods: Say this is against the
company’s anti-corruption policy
Report! Report in PAL LPSQ every time they demand a facilitation or bribe: Tell them you will
report the incident to the company

Note: Drinks or food consumed onboard by visitors is hospitality and does


not need to be reported as a Facilitation Demand.

Thank you for your reports, each one is read and reviewed for lessons learned.

Submit a report in PAL LPSQ Facilitation Requests every time goods or money are demanded.
Answer all questions in PAL LPSQ so we can learn from your experience. Submit one report for each
port call, this can include demands from various people in the same port. Answer the questions in
PAL LPSQ so the office knows what preparation was done for this port call:

1. Was the 'Ethical Ship Operations policy', 'Guidance for Agents Letter' and 'Tips and Tricks to
Reject and Mitigate Corrupt Demands' sent to the agents before this port call?
2. Was the 'Welcome Onboard Poster' on display at the Gangway, in the Ship's Office and on the
Bridge?
3. Were the port authorities informed about the company policy when they arrived onboard?
4. Was the office superintendent contacted about this demand?

How to combat/resist corrupt demands
MACN interviewed seafarers and found that the below are still the best way to combat corruption in
the maritime industry.

• Get prepared! The more you know about the port call, e.g. clarity on the port regulations
and the ships cargo and conditions, the better equipped you are if you face any demands
• Get in touch! Contact the Marine or Technical Superintendent to receive support
• Get support! Contact the MACN helpdesk/MACN Local Partner to receive support
• Get coordinated! A consistent rejection of corrupt demands from vessels and shipping
companies is powerful
