ite of the Presiuent of the Philippines PRESIDENTIAL MANAGEMENT STAFF Malacaiiang PMS-BIDS AND AWARDS COMMITTEE Resolution No. 01, Series of 2012 RECOMMENDING THE APPROVAL OF THE ANNUAL PROCUREMENT PLAN OF THE PRESIDENTIAL MANAGEMENT STAFF FOR CY 2012 WHEREAS, Section 7 of Republic Act (RA) No. 9184, otherwise known as the Goverment Procurement Reform Act, provides that no goverment procurement shall be undertaken unless it is in accordance with the Annual Procurement Plan (APP) of the procuring entity which shall be approved by its Head and must be consistent with its duly approved yearly budget; WHEREAS, Section 7.1 of the Revised Implementing Rules and Regulations (Revised IRR) of RA 9184 states that only those considered crucial to the efficient discharge of governmental functions (i.e., required for day-to-day operations or is in pursuit of the principal mandate of the procuring entity concerned) shall be included in the APP; WHEREAS, Sections 7.3.2 and 7.3.3 of the said Revised IRR prescribe that the end-user units of the procuring entity shall prepare their respective Project Procurement Management Plans (PPMPs) for their different programs, activities and projects that shall be submitted to the Budget Office, which in turn will evaluate them and, if warranted, include the same in the budget proposal of the procuring entity; WHEREAS, Section 7.3.4 thereof provides that, after the budget proposal has been approved by the Head and/or other oversight bodies, the procuring entity's Budget Office shall furnish a copy of the budget proposal as well as the corresponding PPMPs to the Bids and Awards Committee (BAC) Secretariat for its review and consolidation into the proposed APP; WHEREAS, pursuant to Section 7.3.5 of the same IRR, as soon as the General Appropriations Act (GAA) has become final, the end-user units shall revise and adjust the PPMPs to reflect the approved budgetary allocation and these shall be submitted to the BAC, through its Secretariat, for the finalization of the modes of procurement under the proposed APP; WHEREAS, according to the Generic Procurement Manual’, the APP shall contain the following information: (a) name of the project/procurement, (b) end-user unit, (c) general description of the projecl/procurement (general description of *-Guidelines on the Establishment of Pracurement Systems and Organizations”. Generic Procurement Manual-Volume 1 (2008) requirements and quantities, where applicable), (d) the procurement method to be adopted, (e) time schedule for each procurement activity, and (f) the Approved Budget for the Contract (ABC); WHEREAS, on 20 January 2012, the Assistant Secretary for Management Support transmitted to the PMS-BAC, for consolidation into an APP, the supplies and capital outlay and other Maintenance and other Operating Expenses (MOOE) requirements of all the units/offices of the PMS, each reflecting the approved budgetary allocation; WHEREAS, the total amount of the APP is Sixty Eight in Forty Thousand Eight Hundred Nine Pesos and Eight Centavos (Php 68,040,809.08) \ NOW THEREFORE, for and in consideration of the foregoing, WE, the Members of the PMS Bids and Awards Committee, hereby RECOMMEND to the PMS Secretary the approval of the attached Annual Procurement Plan of the Presidential Management Staff for the Calendar Year 2012 (Annex A) DONE in the City of Manila, this __ of February 2012 Sb bicchos J Exex0 ul Chairman ; ASEC.
