Subject: Proposed Easement on Payment Schemes for Student Balances

Dear Honorable Officials:

As you are well aware of, no one has been spared by the Pandemic, which at present, have plunged
our country into a severe health and economic crisis. Schools, hotels, Malls, Restaurants and other
establishments have closed down. Likewise, factual data show that as of March 2021 almost 4.2
Million Filipinos lost their jobs and 7.9 Million suffered budget cuts due to shortened work hours.
Most shocking of all, is how it gravely affected students whose parents/guardians lost financial
stability and in effect, are now unable to pay their dues and/or tuition fees.

As per continuous dialogue among the students and some University officials, the KASAMA/SSC
have been made aware that student account balances have ballooned to Php40,000.00 as a result of
the accumulation of fees from the Second Semester, and short semester of AY. 2020-2021.

With utmost respectful candidness, Students cannot pay for this amount on a one-time basis to
enroll for the next semester. Parents or guardians of Students have reservations on securing a loan
from financial institutions to pay for the outstanding dues because at present, a loan is not the best
solution for students due to interest rates that will consequently add to various expenses. Moreover,
incurring a loan during this time of pandemic would be counterproductive as this would add more
burden to families already having a hard time to make ends meet at this time.

Still, KASAMA/SSC believes that the right of every student to education must be upheld and be given
paramount opportunity

The Executive Committee of the KASAMA/SSC is writing to your good office/s to most respectfully
request and cordially propose several payment schemes to settle the outstanding dues through an
amortization adjustment or deferment and/or through a University account loan. We are also
making these requests within the context and spirit of the provisions of Republic Act no. 11469,
otherwise known as the “Bayanihan to Heal As One Act”.

Through the amortization adjustment, the students and the University will be able to:

1. Have a friendlier payment scheme, a lighter method of paying their dues to the University.
2. The institution would be able to collect overdue payments, but in monthly installments.

Below is a detailed outline of our requests/proposals:

A. COLLECTION SCHEME STRATEGY

We would like to propose that the remaining balance of the loan be paid in any of the following
payment methods for your approval:

1. A 2% discount of the total outstanding balance for a 50% payment. The remaining balance
shall be amortized monthly within 5 months.

2. A 3% discount of the total outstanding balance for a 75% payment. The remaining balance
shall be amortized monthly within 5 months.

3. A 6% discount of the total outstanding balance for a 100% payment. The remaining balance
shall be amortized monthly within 5 months.

4. If the student could not still afford from the first three options, the loaning schemes with no
discount made would be their option.

The months-to-pay are to be adjusted to fit the capability of the student to pay. Kindly take note that
the Back balance is to be paid on top of the fees due for the current semester the student is enrolled
in.

B. EXTENSION OF RESERVATION SLOT

Due to late notice of the tuition fee, and can only be seen during the enrollment, students
cannot secure an exact amount to pay for a downpayment. Nevertheless, we request that the
administration extend the guarantee that a student can secure his slot from two to three days
to one week after enrollment. That is, students can still pay enough for the downpayment
and continue their studies in this case.

B. BREAKDOWN OF FEES

In line with the principle of transparency, we would like to request a detailed breakdown of
fees before the enrollment period to give students and parents emphasis on their payment.
Specifically, at least one (1) week before the enrollment in order to give students a heads up
and the family could prepare the required minimum amount to pay since not all students
have the means to attain a sufficient amount in an instant.

D. RETENTION OF PROMISSORY NOTE

Retention of promissory notes allows students to have more options to choose where to get
their payment for their tuition fee. Allowing promissory notes would let them have ample
time to transact to a different bank of their choice. However, the council does not deny the
administration's struggle with an accumulated promissory note.

Thus, we propose a reasonable implementation of the promissory note. Whereas, there is a


maximum limit amount of 50,000 pesos per student, which is non-cumulative per semester
except short term. In this regard, students who cannot pay at the exact time can still have a
chance to continue their studies.

E. ACCEPTANCE OF THE NOTICE OF AWARD/LETTER OF GUARANTEE FOR SCHOLARS

This proposal is for the benefit of students who have no cash on hand to fulfill the amount to
pay for the semester. Deserving students can apply for the available scholarships that the
university and council could post through the project: “You Matter” to help Louisians pursue
their education and fulfill their dreams despite their financial challenge.

A Notice of Award (NoA) or a Letter of Guarantee serves as the legal document issued by a
grantor via Email to notify the scholarship grantee that an award together with the financial
benefits, based on a submitted proposal, has been made.
Our circumstances call for our utmost compassion, inclusivity and sensitivity. In the interest to call
for a system where no student shall be left behind, it is the council's belief that consideration to the
students is necessary and just. We are looking forward to a favorable response from your office.
