Bureaucratic Management

One of the most essential theory of management that is commonly

engage now a days, may it be by large organization, big businesses or

government corporation is a bureaucratic management. Bureaucracy in

government is an administrative policy-making body, it is an organization

composed of, and run by non- elected government official. The organization is

structured by hierarchy in which each level of authority has its specific function

and adherence to the rules.

It is of no doubt that the agency where I am in, which is the Bureau of

Immigration, adopted the theory pioneered by Max Weber. This is his theory of

bureaucratic management. Most of the characteristics that Weber identified

about bureaucracy is present in my agency. One of the most visible is the

hierarchical management structure, the power and authority is clearly defined in

every position of the hierarchy. There is clear division of labor every department

have clear function each employee has clearly defined jobs and roles.

Below is the organizational structure of the bureau of immigration. The

structure shows only the top and middle management of the bureau which is

headed by the commissioner and division chiefs. Under in each division there is

a first line managers composed of terminal heads, its deputies and supervisors

who have their own specific jobs prior to ordinary employee who is responsible

for their own work.


Showing this structure helps me visualize the flow of information and how

things are getting done from top management down below, due to conformity to

the rules and standard which are claimed to be redundant leads to the delay and

sometimes prevent action in dicision-making.

Prior to this pandemic, at the height of vigorous tourism industry in the

Philippines, MCIAA cater numerous international flights without considering the

working force of the primary inspector assigned in Mactan Cebu International

Airport. The dispropotionate influx of international flights leads to a very long

queue and an hour of waiting before a single passenger can finished immigration

formalities. Secondly the deficiency of manpower that leads some primary

inspector to act as a collecting officer are the real challenges that I encountered

so far in the bureau of immigration.


Management adoption of contingency approach to address the situation

could be a solution to the challenges encountered. According to this approach,

the task of the manager is to identify which strategy will succeed in situation

under particular circumstances and at particular time best contribute to the

attainment of goal.
