SUB- Misconceived dismissal of PIL(CWJC No. 7001/2017) vide order dtd. 03.10.17.

presided over the bench of Hon’ble Mr. Justice Ajay Kr. Tripathi and Hon’ble Mr. Justice
Rajeev Ranjan Prasad, with non appraisal of the document/paper annexed vide Annexure
1-12 series (Pg No.- 72-171). Vis-à-vis civil review no. 441/2017 preferred as against the
impugned order (03.10.17) to be listed (Photo copy enclosed for kind perusal and ready
reference) requires to be scrutinized in the light of order dtd. 12.07.17. Vis-à-vis the PIL
(CWJC No.- 6881/2000) preferred the order dtd. 17.01.2001, 19.02.2001 of the Hon’ble
High Court and the order dtd. 15.12.2005 on civil appeal no. 8725 of 2003 passed by the
apex court (Photo Copy of the order annexed) lying in the graveyard of the Registry of
High Court, Patna since then, as reported requires to be probed forthwith in the larger
interest of the coppers of public money embezzlement known as welfare scam- request of
passed by the Hon’ble chief Justice Mr. Rajendra Menon, CJ and Mr. Anil Kr. Upadhyay
in the larger interest of the people.

Hon’ble Sir,

I beg to invite your honour’s kind attention on the captioned subject for your kind
intervention in taking against the racketeers and fraudsters indulging into commission of
grave nature of crime by all such dubious means with the open loot of public money/
minting tonnes of money by committing mass scale irregularities/illegalities in awarding
fake and forged degrees of BDS/MDS by the management of Buddha Institute of Dental
School and Hospital (BIDMS) with the utter connivance of the respondent of the Magadh
University, Bihar Governor’s Secreterial, Central and State Govt., Dental Council of India.
Despite the glaring facts well reflected in the writ petition no. 7001/2017 contained in
annex 1-12 (pg 72-171) requires to be taken care of at your honour’s level in view of the
clear cut message sent to all the High Courts that corruption in any form in judiciary
would invite stringent and no judicial indiscipline would be tolerated as per the news
published in The Times of India title- “High Court judges under SC lens over MBBS
ruling.” Vis-à-vis sitting retired HC judges under scanner over medical association (Photo
copy of the news clipping annexed) with a view to forseeing that public confidence is built
up when the judiciary is accountable, accessible, responsible, effective and efficient.
Otherwise, the whole country will suffer the onslaught of injustice without any demur.

I hope and trust that your honour would be gracious enough to


look into the matter seriously as the cause of public interest litigation may not be defeated
in such matter of public importance so that the dignity, integrity, honesty, efficiency and
transparency in public life requires to be streamlined in the whole episode may not be
eroded any longer otherwise the people of India would be losing faith in the whole
functioning in the judiciary, which is apparently on the verge of fighting the witness and
menace of corruption. If this is not arrested forthwith, the country would lapse into the
darkest days in the history of our democratic, republic of India for which all of us are
saddled in one sweep without any letup, leaving the country in lurch.
