Course Title : SEMINAR ON REPUBLIC ACT NO. 6713 (Code of


Conduct and Ethical Standards for Public
Officials and Employees)
Target Participants : Employees of Regional Offices

I. Rationale

Every organization has an ethical code that guides its decision making
and activities to have effective productivity and maintain its reputation.
Ethical behavior ensures that staff completes work with honesty and integrity
and meets the aim of an organization by adhering to rules and policies.

In the current bureaucratic framework of the Philippines there is a need


to conduct courses like this as it will guide the organization and the individuals
within that organization on their values, behaviors, and decisions.

II. Course Objectives

At the end of the three-day program, the trainee shall have been able to:

1. Understand and appreciate the importance of ethics and right conduct,


2. Become aware of the factors that help or hinder one’s ability to write well,
3. Enhance/improve ethical behavior and code of conduct that reflect the
principles of a good organization, and
4. Apply the principles of government ethics and code of conduct.

Module II: Application Exercises

Exercise 1: Personal values


Think about the values and morals that you live by. List your top ten personal
ethical rules.

Exercise 2: Shipwreck situation


This is a classic case in ethics theory. Give the following information to the
students: Imagine that you are involved in a shipwreck situation - a ship has
started to sink in the middle of the ocean. Eleven people have jumped into a
life-boat that has been designed for a maximum of ten people only, and the life-
boat is also starting to sink. What should the passengers do? Throw one
person overboard and save ten lives? Or stick to the principle of "do not kill",
which means that everybody will drown? The lecturer can invite contributions
from the class and even take a vote, and then illustrate how different
theoretical approaches (e.g. utilitarianism and deontology) will lead to different
solutions that are both valid in terms of the particular approach.

V. Learning Methodology

Lecturettes will be used to provide the theoretical inputs for the course.
Application exercises (individual and group) will be used extensively to
concretize course learnings and apply the theoretical inputs gained from the
lecturettes. Workshops and small group discussions will also be used to
identify problems encountered in writing and to discuss issues and concerns.

All sessions will be conducted on line, so participants will be working on


their respective computer terminals either from home or at their respective
work stations.

Stable Internet Connection and Laptop/Desktop

The training team shall also provide pre and post tests for the course.
Moreover, post training evaluation for the subject matter will be provided to
participants.
