Definition of TRISKELION
To understand profoundly the absolute significance of our
being a Triskelion is of vital importance in the attainment
of our goal for supremacy. We defined Triskelion as “the
conglomeration of the three (3) Dynamic Forces, which
aims to conquer the Universe”. As we can see, there are
two parts of our definition, first is that the Triskelion is
“the conglomeration of the 3 Dynamic Forces”, and the
second part is that “it aims to conquer the Universe”.
The first part has a very clear message that in order to be called a Triskelion, you must therefore
possess the three (3) Dynamic Forces, which are the FORTIS, VOLUNTAS, & FRATERNITAS. It will
also mean that the absence of any of the three immediately indicates incompleteness of being a
Triskelion. So in order to have a complete grasp of our being, let us try to comprehend the 3
Dynamic Forces.

3 DYNAMIC FORCES

FORTIS - Fortitude of Strength


• Every Triskelion shall pursue individual excellence for only excellent Triskelions can make a truly
grand Triskelions’ fraternity.

DUTIES AND
RESPONSIBILITIES
1.Every Triskelion shall strive to lead a morally upright and virtuous life in
accordance with the Tenets and Codes of Conduct of the Fraternity.

2.It shall be the duty of every Triskelion to uphold this Constitution, to


give unswerving loyalty to the Fraternity, to actively contribute to its
development and welfare and to abide by the rules and regulations issued by
its lawful authorities.

3.Every Triskelion is responsible for each other. It shall be his duty to


assist and support his fellow Triskelion especially in times of crisis.

4.It shall be the duty of all Triskelions to attend all meetings, and to
actively participate in all project and activities of the Fraternity.
5.. It shall be the obligation of all Triskelion to pay the dues/fees set by
its lawful authorities.

6.. It shall be the duty of every qualified Triskelion to register and cast his
vote in Fraternity elections, referendum, and plebiscites.

7. A Triskelion is obligated to exert his best effort to develop his


potentials, physical or intellectual, in order to strengthen the Fraternity.
Triskelions with special skills and talents shall heed the call of the
Fraternity’s leadership to lead or take part in an activity designed to
countenance any critical or emergency situation.

8. It is the duty of every Triskelion to recruit new members.


RIGHTS AND PRIVILEGES OF A
TRISKELION
1. The right to equal treatment and opportunities shall not be abridged
regardless of religious belief, socio-economic and political status.

2. Every Triskelion shall have the right to express his opinions on matters concerning
the Fraternity provided that it is put forth in a constructive manner.

3. The right to be protected against exploitation, improper influences, and other


conditions prejudicial to his physical, intellectual, social, political, economic and
moral development shall be guaranteed.
4. Every Triskelion has the right to have access and inspect all books of
accounts, records and similar materials of public character pertaining to
the fraternity.

5. The right of a Triskelion in good standing to actively participate in all


projects and undertakings of the Fraternity shall always be recognized.

6. Qualified full-pledged Triskelions in good standing shall have the right


to run for elective positions in the Fraternity subject to the qualifications
of the position.

7. The right to join or organize legitimate organizations whose purposes


are contributory to the enhancement of the Fraternity shall not be
impaired.
TENETS
1. The TAU GAMMA PHI is the Triskelions’ Grand Fraternity, my Fraternity,
the Supreme Fraternity.

kapatiran.

2. Primum nil nocere – first of all do not harm, let alone in defense of
oneself, for whatever cause man has come into being, for whatever reason
he exist, to whatever he is destined, keen to all living creatures around
him, MAN IS A BROTHER UNTO MAN.
Una sa lahat huwag kang manakit. Bukod lamang kung ipinagtanggol mo ang iyong sarili. Kahit saan pa
nanggaling ang tao, kahit pa ano nang dahilan kung bakit sya nabubuhay, kahit saan pa sya patungo, sýa ay
kapatid ng nangalikha sa pailigid nya. Ang ay kapatid ng tao.
3. Degustibus Non Disputandum Est – of likes and dislikes there
should be no disputing. LIVE AND LET LIVE.
Sa mga kagustuhan at di-kagustuhan, hindi dapat magkaroon ng pagtatalo. Mabuhay at hayaan
mabuhay.

4. Preserve yourself, Brain, Brawn and Blood.

8. A Triskelion is a brother unto his fellow Triskelion.

THE CODE OF CONDUCT

T – Treat others as you would have them treat you.


Tratuhin mo ang iba tulad ng gusto mong pagtrato nila sa iyo.

R – Rise to defend the name and honor of the Fraternity whenever


it is unjustly criticized.
Ipagtanngol ang pangalan at karangalan ng kapatiran tuwing ito ay naaapi.
I – Inform and orient your fellow brothers in every matter which you
consider vital to the concern of the Fraternity.
Ipagbigay alam at ipaliwanag sa iyong mga kapatid ang mga bagay ma itinututring mong makabuluhan
sa iyong kapatiran.

S – Salute and address your fellow brothers in the proper manner.


Batiin at tawagin ang iyong kapatid sa tamang paraan.

K – Keep decorum in all fraternity meetings and act accordingly


outside the fraternity.
Panatalihin ang lahat ng kaayusan at pagpupu]long ng kapatiran at kumilos ng karapat dapat sa labas
ng kapatiran.
E – Excel in your chosen field of interest and endeavor.
Magpakadalubhasa sa iyong napiling hilig at Gawain.

L – Live a life of moderation; avoid gluttony, drunkenness, and


other vices lest you forget your family, Fraternity, work, health
and studies.

I – In your everyday life, take care of what you say and write,
beware of misinterpretation and lasting misunderstanding.
Sa iyong pang araw- araw napamumuhay mag ingat ka sa iyong sasabihin at isusulat. Iwasan ang
hindi pagkakaintindihan at matagal na di pagkakaunawaan.

O – Obey all fraternity rules & regulations; be guided in your daily


ventures by the Tenets and Codes of Conduct of the Fraternity.
Sundin lahat ng patakaran at regulasyon ng kapatiran. Gawin gabay ang buhay, pakikipagsapalaran at
sa mga pagsubok ang lahat ng nasusulat sa tenets ng kapatiran.
N – Never reveal to anyone, not to your family, nor to your
friends, the concern of the fraternity.
Huwag ibubunyag kaninuman at kalianman ang mga bagay-bagay na may kinalaman sa Kapatiran,
kahit sa iyong pamilya at kaibigan.
HOW TO BE COME A MEMBER
• 1 He must be at least 15 yrs. Of age for Junior Applicants or at least 17 yrs.
Of age for College and Community Applicants at the time of application.

• 2. He must be of good moral character and must be by a member of good


standing.

• 3. He must be in good academic standing (for student Applicants).

• 4.He must not be a member of any other fraternity or organization whose


principles and objectives are contrary to the triskelion principles.
• 5. He must be physically and mentally fit. He must not have any history of heart
illness asthma, hypertension or nervous breakdown. It is hereby recommended
he undergo medical attached to his application from and waiver.

• 6. He must be given a preliminary orientation wherein the basic concept of the


Triskelion Grand Fraternity is inculcated.

• 7. He must fill-up and sign the standard application for/waiver.

• 8. He must pass the interview to be conducted by the screening committee


headed by the Master Wielder of the Whip and in the presence of least two (2)
grand Council Members.

• 9.He must undergo and pass initiation rites and procedures designed to test not
only his determination and loyalty but also to instill in him the ideas of being
Triskelion.
INITIATION STAGES
A. BAPTISMAL RITES
The Grand Triskelion himself must administer the baptismal rites or he
may delegate such right only to the DGT or MWW. It is also imperative that
the sponsor of the candidate be present during this rite.

The candidate member is hereby cautioned to observe a very formal


attitude towards the proceeding. He is advised as to the proper salutary
address towards members of the fraternity/sorority after being baptized.
The Alexis must properly introduce himself to all his Triskelion Master
and Lord by stating.

as the Grand Triskelion of Tau Gamma
Phi, I baptize you Alexis:_____________
of Batch ____________ as a bonafide
neophyte of the Triskelion Grand
Fraternity, ____________ Chapter under

c. Final Rites (Entry to full-
fledged Membership):
• Final Briefing one day before undergoing FR. Advising the Alexis to take enough
rest and to sleep early so for him to be in a good conditions. Instruct them to
bring required FR clothing and dress code and to bring his handkerchief.
• On the day of the FR MWW together with the sponsor, should explain and orient
the neophytes the necessary expected conduct of behaviours during the initiation
process. Such as forming his feet on forty five degree position, while holding
tightly his testicles, whenever he feels tired or exhausted they will given time to
pump their legs.
• Right after then, either the GT or MWW will gather all the present brothers and
sisters, and will explain the House Rules during the FR.
• Check and bring all the necessary material to be such as salt, sili, cotton,
ammonia, water, candles, flashlight, medicines/First Aid Kit etch.
• Make sure that all of the details about the time, date and venue of the Final Rites
are “secretly” given to all participants.
• Before setting the Final Rites try all the best to invite any Triskelion
who are engaging into nursing and medical fields to take vital signs of
the Alexis and assess their physical health conditions.
• Advice all the Alexis not to be hesitant in saying what they feel such
us dizziness or having a hard time to breath (Hyper Ventilation),
likewise if he want to request to have a small amount of water,
ventilation etch.
• Due to the criminal liability given by the Anti Hazing Law, for safety
and security purposes the GT must assigned at least two brothers to
post for look out during and after the Final Rites.
• After the Final Rites was conducted, all participants will meet in one
safe house together with the new born brothers for further
observation on their physical status and conditions until finally
convince that they are all ok for sending home.
PROPER PROCEDURE IN CONDUCTING FINAL
RITES:
Graduation Rites Stages
• Triskelion Prayer must be lead first before taking the Final Rites Proper.
• Ask all the Alexis to kneel down on a straight line formation, while
holding their candles. Ninong, or sponsor should stay at back of the
Alexis holding the handkerchief to be put on, upon the instruction of the
GT or the MWW.
• Give each one them a number.
• Give the Candle Ceremony.
• Ask them to stand up the proceed to the FR proper (Alexis must be
assisted by the sponsor any available brother.
• Entertainment by the Alexis
• Hard Labor (Exercises, Snake-crawl, etc.)
Note: “Absolutely no physical contact and other
forms of Hard Labor that will inflict bruises and
other physical evidence.”

THE LOCAL COUNCIL
The City or Municipal Council
• There shall created City and Municipal Councils which shall be composed of
all the Local School – Based, Community – based, Junior and Alumni
Triskelion Chapter within the area.
• The City and Municipal Councils shall be bestowed with the executive,
legislative, and judicial powers of the Fraternity within the City or
Municipality.
• The City or Municipal Council shall be composed of the City or Municipal
Assembly, The City or Municipal Executive Council and the City or
Municipal Judicial Council
• A City or Municipal Council shall be compose of at least Three (3) Local
Chapters.
THE CITY OR MUNICIPAL COUNCIL ASSEMBLY

• The Council Assembly shall be composed of the duly elected Grand


Triskelion of duly recognized Chapters within the Municipal Council
Jurisdiction.
• The Municipal Council Assembly is the highest policy making body, all
decisions on recognition of chapters, revocation of recognition of an
erring chapter, suspension and expulsion of delinquent brothers and
approval of proposed projects shall be done in the presence of the
quorum of the total recognized chapters of the Municipal Council.
• Fifty percent (50%) + 1 of the total recognized and active chapter of
the Municipal Council shall constitute a quorum.
THE CITY OR MUNICIPAL EXECUTIVE COUNCIL

• The City or Municipal Executive Council shall be the executive and


implementing arm of the City or Municipal Council.
OFFICERS OF THE CITY OR MUNICIPAL COUNCIL:

THE CHAIRMAN
A. The Chairman shall be the Chief Executive of the City or Municipal
Council, He shall have direct supervision over all the Local School -
Based, Community – Based, Junior Triskelion, and Alumni Associations
within his area of Jurisdiction.
B. The Chairman shall be elected by the members of the City or
Municipal Assembly and shall hold office for a term of two (2) years.
C. He shall preside on all Council Assemblies.
D. DUTIES AND POWER OF THE CHAIRMAN ARE:
A. To supervise the formulation and implementation of the City or
Municipal Development Plan with assistance from the City or Municipal
Deputies and the approval of the City or Municipal Assembly.
B. To ensure that all officers of the City or Municipal Council and Chapter
Grand Triskelions and Alumni Presidents in his area faithfully discharge
their duties and functions and cause to be instituted administrative or
judicial proceedings against any officers who has committed an offense
or violation.
C. To enforce all local ordinances and measures and resolutions, policy
instruction, and memorandum circulars from the Provincial, Regional
and/or National Council.
D. To ensure that all dues and fees are properly collected from various
chapters and the City or Municipal Council funds are utilized to the
payment of the council expenses and the settlement obligation.
E. To appoint the City or Municipal Executive Secretary, The City of
Municipal Deputies, the City or Municipal Keeper of the Chest, The City
or Municipal Auditors, and the members of the City or Municipal Judicial
Council.
THE VICE – CHAIRMAN
A. The Vice – Chairman shall assist the Chairman in the administration of
the jurisdictional area and shall represent the Chairman in meetings and
other functions when the latter cannot be present due to conflict on
schedule or illness.
B. The Vice – Chairman shall assume chairmanship in case the Chairman
resign, is recalled, dies or is physically or mentally incapacitated . He
shall, however, hold the position only for the remaining un – expired
term.
C. The Vice – Chairman shall perform other duties and functions, as may be
assigned to him by the Chairman including that of being a concurrent
City or Municipal Deputy.
D. The Vice – Chairman shall be elected by the City or Municipal Assembly
and shall hold the office for two (2) years.
The City or Municipal Executive Secretary

A. The City or Municipal Executive Secretary shall act as the Head of


the City or Municipal Secretariat and shall supervise its overall
operations.
B. The City or Municipal Executive Secretary must be a member of the
Most Distinguished Order of the Guardians and shall be appointed
by the City or Municipal Chairman.
C. Duties and Functions of the City
and Municipal Executive Secretary:
a) To ensure that the various echelons are functioning efficiently
on their prime concerns.
b) To assign the specific tasks of the various officers and committee
heads in conformity with the policies and programs of the City
or Municipal Council.
c) To take responsibility for the record keeping of all meetings of
the City or Municipal Executive Council and to finish copies of
the records to all members of both branch.
d) He shall responsible for all the minutes of the Council Assembly.
The City or Municipal Keeper of the

• A. He shall be appointed by the City or Municipal Chairman
preferably from the ranks of Most Distinguished Order of the
Guardians.
• B. He shall be responsible for the City or Municipal Council
meetings and assembly attendance.
• C. He shall submit a quarterly report to the City or Municipal
Executive Council about tardiness and absents of all the
officers of both Executive and Judicial branch of the City or
Municipal Council and its recognized chapters.
• D. He shall be responsible for the safe keeping of the
following documents and turn-over the same to the
incoming City or Municipal Keeper of the Scroll at the
expiration of his term.
• A. Master list of City or Municipal Council members, whether active or inactive,
expelled or transferred to other chapters, resident, and alumni complete with
batch date and name, and updated mailing addresses and contact numbers.
• B. Application forms of neophytes and their status
• C. Project Development Reports
• D. Correspondences
• E. Memorandum from higher jurisdictional councils
• F. Minutes of City or Municipal Council meetings
• G. City or Municipal Council resolutions and policies
The City or Municipal Auditor
• A. He shall be appointed by the City or Municipal Chairman preferably from
the ranks of Most Distinguished Order of the Guardians.
• B. The City or Municipal Council Auditor shall check and balance all
disbursements and procurement of funds quarterly and shall submit a
written report to the City or Municipal Executive Secretary.
• C. To install and maintain an internal audit system in all echelons of the City
or Municipal structure.
• D. Apprise the City or Municipal Council officials on the financial condition
and operations of the council and committee concerned.
• E. Certify to the availability of the budget allotment to which expenditures
and obligations may be properly charged.
• F. To install and maintain an effective accounting system in coordination with
the City or Municipal Deputy Secretary for Budget and Finance.
The City Municipal Secretariat:
• A. The City or Municipal Secretariat shall administer the day-to-day
activities of the City or Municipal Executive Council.
• B. The Members of the City or Municipal Secretariat are the following.
• a. The City or Municipal Executive Secretary
• b. The City or Municipal Deputy for Budget and Finance
• c. The City or Municipal Deputy for Membership and Organization
• d. The City or Municipal Deputy for Communication and Information
• e. The City or Municipal Deputy for Special Projects
• f. The City or Municipal Deputy for Alumni Affairs
• g. The City or Municipal Deputy for the Interior.
• C. The City or Municipal Deputies must submit quarterly
reports to the City or Municipal Executive Secretary
regarding their accomplishments and performances.
• D. The City or Municipal Deputy for interior shall also serve
as concurrent City or Municipal Wielder of the Whip.
• E. The City or Municipal Deputies shall be appointed by the
Chairman from the Ranks of the most Distinguished Order of
the Guardians.
The Deputy for Budget and Finance -
shall have the following functions and responsibilities

• A. To act as the City or Municipal Council Treasurer.


• B. To formulate programs and schemes for budgeting and collection
of dues/or fees.
• C. To submit quarterly and annual financial reports of the City or
Municipal council.
• D. To identify, recure, develop and maintain financial source for the
fraternity.
• E. To device effective and efficient financial mechanisms and
structures.
• F. To disburse funds of the City or Municipal Council in accordance
with the City or Municipal budget and in strict compliance with
established accounting rules and regulation.
• G. To post an adequate bond from a reputable insurance company
acceptable to the City or Municipal Council in such amount which
might be fixed by the former.
• H. To keep charge of the funds, securities, titles, deeds, receipts, and
disbursements of the Fraternity.
• I. To deposit or cause to be deposited all money and other valuable
effects in the name and to the credit of the Fraternity in such banks or
trust companies as the City or Municipal Executive Council may from
time to time designate.
• J. To render to the City or Municipal Executive Council or to the City or
Municipal Assembly whenever required an account of the financial
condition of the Fraternity and at the close of calendar year to submit
a report for such calendar year.
• K. To keep correct Books of Account of all business transaction of the
Fraternity.
• L. To advice the City or Municipal Council regarding disposition of
funds and other matters relative to financial matters.
DEPUTY FOR SPECIAL PROJECT
Shall have the following functions
and responsibilities
• A. To act as the head of the socio-economic, cultural and political
development arm of the Fraternity.
• B. To conduct human resources development training, seminars and
workshops in order to strengthen the capabilities of Triskelion
management, leadership, formation, and career development.
• C. To formulate and implement programs and policies aimed at
enhancing self-propelling and self-reliant Triskelion organizations
through optimum utilization of human wand financial resources.
• D. To assist the lower structures of the fraternity in developing
projects proposals for community and school-based endeavors on
aspect of health, education, environment concerns and other social
services that would redound to the positive image of the Fraternity.
• E. To undertake research and advocacy work to influence public and
private policies, which are in effect beneficial to the furtherance of
the fraternity’s programs and services.
• F. To coordinate with the other City or Municipal Offices in the
promotion of solidarity work with other Fraternities in the conquest
of lasting peace.
Deputy for Alumni Affairs
shall have the following function
and responsibilities
• A. To formulate guidelines and coordinate and the formation and
strengthening of Alumni Chapters.
• B. To ensure that the programs and activities being undertaken by the
Alumni chapters are in conformity with this Constitution and in line
with the policies set forth by City or Municipal Executive Council.
Deputy for Interior
shall have the following function and
responsibilities
• A. To formulate and implement a comprehensive security plan to ensure
the confidentiality of Fraternity information and security for all its
members.
• B. To devise a City or municipal disaster preparedness program and form
highly-trained quick reaction units from among the members all over the
city or municipal to augment other civic action groups in areas hard-hit by
calamities and disasters.
• C. To coordinate with government agencies and non-government
organizations on projects and programs aimed at community development,
agro-industrial thrusts, and labor-intensive income generating ventures
and peace and order.
• D. To act as the City or Municipal Wielder of the Whip.
