CHAPTER I
POLICY AND APPLICATION

Section 1. Title

This Act shall be known and cited as the TRISKELION DE BULACAN PROVINCIAL COUNCIL
CODE OF 2009.

Section 2. Declaration of Policy

1. It is hereby declared a policy of the Triskelion de Bulacan Provincial Council that its
jurisdictional subdivisions shall enjoy genuine and meaningful local autonomy to enable them to
attain their fullest development as self-reliant Triskelion Community-based and School-based
Chapters and make them more effective partners in the attainment of the Council’s fraternal goals
and objectives. Toward this end, the Fraternity shall provide for a more responsive and accountable
local councils and shall be given more powers, authority, responsibilities and resources.

2. It is also the policy of the Triskelion de Bulacan to ensure the accountability of local councils
through the institution of effective mechanisms of recall, initiative and referendum.

Section 3. Operative Principles of Decentralization. The formulation and implementation of policies


and measures on local autonomy shall be guided by the following principles:

1. The Triskelion de Bulacan Provincial council shall ensure the implementation of a Local
Council Code and that the local councils are allocated their powers, functions, duties, resources
and more importantly their responsibilities and accountabilities.

2. In all circumstances, the Triskelion de Bulacan shall adhere to the Principles of Subsidiarity as
provided for in Article X of the National Constitution of the Fraternity, stipulated as follows:

ARTICLE X

PRINCIPLES OF SUBSIDIARITY

Section 1. In conformity with the principles of subsidiarity, functions that may well be performed by
a lower-level structure of the Fraternity shall not be vested in a higher-level structure of the
fraternity. Thus, functions that can be performed efficiently by a school or community chapter shall
not be vested in the City or Municipal Council. Those that can be rendered well by the City or
Municipal Council shall not be vested in the Provincial Council. Those that can be performed by
the Provincial Council shall not be vested in the Regional Council. Finally, functions that can be
performed by the Regional Council shall not be given to the National Council. Conflicts and
doubts on jurisdiction between the National Council, Regional Council, and lower-level structures
of the Fraternity shall be decided upon expeditiously by the National Judicial Council en banc or
in division depending on the seriousness of the controversy.

Section 2. The Sub-division and pattern of the organized structure of the Regional Council,
Provincial Council, City or Municipal Council, and the School-based and Community-based
chapters are designed to be similar. However, all Chapters and Councils shall follow the Direct Line
of Command. School-based and Community-based Chapters to Municipal or City Council, to the
Provincial Council to the Regional Council up to the National Council.

Section 3. No chapter or council shall be allowed to undertake programs or projects contrary to
this Constitution or to National Policies.

Section 4. Officials of the Fraternity in various echelons shall be elected as follows:

A. The School-Based and Community-Based officials shall be elected by its mass membership or
body.

B. The Municipal or City Officials shall be elected by the members of the Municipal Assembly.

C. The Provincial Officers shall be elected by the members of the Provincial Assembly.

D. The Regional Officials shall be elected by the members of the Regional Assembly.

E. The National Council Officials shall be elected by the members of the National Assembly which
shall be composed of all Regional Secretary Generals and Provincial Governor Generals upon
consultation with their respective regional assemblies.

3. The organizational structure of the Local Councils shall be a replication of the National
Council structure to ensure effectiveness and efficiency in communication and maximize
their capacity to improve the welfare of their constituents. However, the titles of the positions
shall be changed for greater distinction.

4. Local participation shall be ensured and enhanced by providing the Local Council with
opportunities to actively and effectively implement national policies and projects.

5. The National Council shall ensure that decentralization contributes to the Continuing
improvement of the performance of Local Councils and the continuous uplifting of the quality of
local leadership.

6. Supervision of the local councils shall be vested upon the District Vice Governor-
Generals who shall in turn be directly accountable to the Executive Vice Governor-General.

CHAPTER 2
Territorial Subdivisions and Jurisdiction

Section 4. The Triskelion de Bulacan Provincial council shall adopt the geo-political subdivisions
of the Republic of the Philippines, from the Provincial to the Barangay level, in accordance
with the Constitution of the Tau Gamma Phi Fraternity. However, the District Vice Governor-Generals
of the Triskelion de Bulacan may recommend its modification upon submission of a signed resolution
by the Local Councils involved.

Section 5. A territorial subdivision may be merged, abolished or given probationary status by the
Bulacan Provincial Executive Council upon the recommendation of the District Vice Governor-
Generals of the territory because of in effectivity or violations of this Code.

Section 6. In cases where the next jurisdictional body in the line of command is not
organized, the responsibility shall evolve to the next established higher office.

CHAPTER 3
The Local Councils

Section 7. . Triskelion de Bulacan Provincial Council

1. The Triskelion de Bulacan Provincial Council shall be composed of all recognized City and
Municipal Councils within the Province of Bulacan.

2. The Triskelion de Bulacan Provincial Council shall be bestowed with Executive, Legislative and
Judicial powers.

3. The Triskelion de Bulacan Provincial Council shall be composed of a:

a. Provincial Assembly
b. Provincial Executive Council
c. Provincial Judicial Council

4. A Provincial Council shall be composed of at least three (3) duly recognized City or Municipal
Councils respectively.

Section 8. The Provincial Assembly

1. The Provincial Assembly shall be the policy making body of the Triskelion de Bulacan Provincial
Council.

2. All incumbent Chairmen of the City and Municipal Councils, the District Vice Governor-Generals,
the incumbent Presidents of the Triskelion de Bulacan Triskelion Alumni Organization and of various
District Triskelion Alumni Associations including that of the President of the MDG Association in the
Province of Bulacan shall compose the Provincial Assembly and shall vote for the position of
Governor-General and Executive Vice Governor-General.

3. The Provincial Assembly shall act as a collegial body, which shall be presided over by the
Executive Vice Governor-General. He shall cast his vote only in case of a deadlock.

4. Duties and Powers of the Provincial Assembly

4.1 To elect the Governor-General and the Executive Vice Governor-General;

4.2 To assist the Provincial Council in the implementation of its policies, programs and projects.
4.3 To formulate and adopt ordinances and measures for the promotion of the welfare of all the
recognized City and Municipal Councils in the area.

4.4 To encourage participation of the general membership in the administration of the local
councils in order to promote a united and concerted effort for the attainment of the development
goals of the Provincial Council.

4.5 To give priority to programs designed for the total development of the Provincial Councils in
consonance with the policies, programs and projects of the Central Luzon Regional Council.

4.6 To serve as a forum for crystallizing and expressing ideas of its constituents seeking the
necessary assistance and provide avenues for mutual cooperation.

4.7 To confirm or defer the appointments of the Provincial Secretariat and Staff after a thorough
background check.

4.8 The Provincial Assembly shall hold its regular quarterly meeting every last Sunday of each
quarter to assess, plan, discuss, deliberate and render decisions on urgent fraternal concerns.

4.9 Fifty percent plus one (50%+1) of the total recognized membership of the Provincial Assembly
shall constitute a quorum.

Section 9. The Provincial Executive Council

1. The Provincial Executive Council shall be the executive and implementing arm of the Provincial
Council.

2. The Provincial Executive Council shall have the following powers and functions:

2.1 To ensure the smooth implementation of the programs and policies of the Provincial Council.

2.2 To report the recognition of newly established City and Municipal councils and local chapters
or the suspension of the same upon the recommendation of the lower echelon of the Fraternity.

2.3 To tap and develop potential sources of Provincial funds.

2.4 To implement all provincial ordinances and measures adopted by the Provincial Assembly.

2.5 To propose to the Provincial Assembly amendments and/or revision to provincial ordinances
and measures in order to streamline existing procedures.

3. The Officers of the Provincial Executive Council are:

3.1 The Governor-General

3.1.a The Governor-General shall act as the Chief Executive Officer of the Triskelion de Bulacan
Provincial Council and shall exercise general supervision over all the recognized City and
Municipal Councils with in his jurisdiction.

3.1.b The Governor-General shall hold office for a term of two (2) years and shall be elected by
the members of the Provincial Assembly.

3.1.c The Duties and Powers of the Governor-General are;

- To direct the supervision of the Provincial Development Plan with assistance from the Provincial
Regents and the approval of the Provincial Assembly.

- To ensure that all officers of the Provincial Council, City and Municipal Chairmen faithfully
discharge their duties and functions as provided by the Code and cause to be instituted
administrative or judicial proceedings against any officer who has committed
an offense or violation.

- To enforce all resolutions, policies, instructions and Memorandum Circulars from the Regional
Council.

- To ensure that all dues and fees are properly collected from the City and Municipal Councils and
that the Provincial Council funds are applied to the payment of expenses and settlement of
obligations.

- To appoint the Provincial Executive Secretary, the Provincial Regents, the Provincial Keeper of the
Chest, the Provincial Auditor and the members of the Provincial Judicial Council.

- To submit to the Secretary-General quarterly and annual accomplishment reports.

3.1.d The Qualifications to run for the position of Governor-General are;

i. He must be of good fraternal standing and gainfully employed or pursuing business at the time of
his nomination;

ii. He must be an officially conferred MDG preferably by the MDG’s Association of Bulacan.

iii.He must also be a former officer who held either of the following positions:

iii.a. City or Municipal Council Chairman


iii.b. President of any Triskelion Alumni Associations in Bulacan or
iii.c. Officer of the Provincial Executive Council.

The above-stated qualifications will also be applied for those who intend to run for the position of
Executive Vice Governor-General.

3.2 The Executive Vice Governor General

3.2.a The Executive Vice Governor-General shall represent the Governor-General in all meetings
and functions when the latter cannot be present due to conflicts of schedule or illness.

3.2.b The Executive Vice Governor-General shall assume the office of the Governor-General in
case he resigns, dies or is physically or mentally incapacitated. He shall, however, serve in such
capacity only for the duration of the unexpired term.

3.2.c The Executive Vice Governor-General shall perform other duties and functions, which may
be assigned to him by the Governor-General including acting concurrently as a Provincial Regent.

3.2.d The Executive Vice Governor-General shall assist the Governor-General in the performance
of his duties.

3.3 The District Vice Governor-General:

3.3.a The District Vice Governor General for District 1, 2, 3


and 4 are also duly elected provincial officials. No member shall be elected unless he has the
same qualifications as those running for the positions of Governor General and Exec. Vice
Governor General. Nomination and election for this position will be on a District Level only.

3.3.b Powers and Functions of the District Vice Governor General for District 1, 2, 3, and 4:
- To assist and support the Governor General in the performance of the latter duties.

- To supervise the operations of all the City or Municipal Councils in their respective territorial
jurisdiction.

- To screen, recommend, expedite, facilitate and decide on issues and concerns brought forth by
the various City or Municipal Councils within territorial jurisdiction.

- To formulate development plans in line with the general thrust of the area and submit the same
to the Provincial Executive Council for deliberation and approval.

- To consolidate and submit to the Provincial Assembly and Provincial Executive Council quarterly
accomplishment and status reports of the different City or Municipal Councils under his jurisdiction.

- To facilitate and coordinate the establishment of the City and Municipal Councils within his
jurisdiction and strengthen the same in line with provincial policies.

3.4 The Provincial Executive Secretary

3.4.a The Provincial Executive Secretary shall head the Provincial Secretariat and shall supervise its
over-all operations.

3.4.b The Provincial Executive Secretary shall be appointed by the Governor-General from among
the ranks of the Most Distinguished Order of the Guardians in the area.

3.4.c The Provincial Executive Secretary shall keep records of all fraternal documents, copies of
which should be forwarded to the Central Luzon Regional Council.

3.4.d The Provincial Executive Secretary shall be responsible for keeping the minutes in all Provincial
Executive Council and Provincial Assembly meetings.

3.4.e The Provincial Executive Secretary shall assign the specific tasks of the various provincial
officers as required.

3.4.f To submit the financial report of the Provincial Executive Council through the office of the
Governor-General.

3.5 The Provincial Keeper of the Chest

3.5.a The Provincial Keeper of the Chest shall account for all funds earned and contributed. He
shall disburse the same as ordered by the Provincial Executive Council.

3.5.b The Provincial Keeper of the Chest shall receive all dues and fees collected from the City
and Municipal Councils under the Provincial Councils’ direct supervision.

3.5.c The Provincial Keeper of the Chest shall forward through the Office of the Governor-General
the Provincial Council allocated share from the above- mentioned dues and fees.
3.5.d The Provincial Keeper of the Chest shall present a typewritten report of the itemized
disbursement at all Provincial Council meeting.
3.5.e The Provincial Keeper of the Chest shall submit to the Provincial Executive Secretary a
quarterly report and an annual financial report at the end of the fiscal year.

3.6 The Provincial Auditor

The Provincial Auditor shall check and balance all disbursement and procurement of funds at the
end of the fiscal year and shall submit a written report to the Provincial Executive Secretary.

3.7 The Provincial Secretariat

3.7.a The Provincial Secretariat shall administer to the day-to-day activities of the Provincial
Executive Council.

37.b The members of the Provincial Secretariat are:

- The Provincial Executive Secretary


- The Provincial Regent for Budget and Finance
- The Provincial Regent for Membership and Organization
- The Provincial Regent for Communication and Information
- The Provincial Regent for Special Projects
- The Provincial Regent for Alumni Affairs
- The Provincial Regent for Interior

3.8 The Provincial Regents

3.8.a The Provincial Regents may create special committees to speed up implementation of their
programs and projects.

3.8.b The Provincial Regents must submit quarterly reports to the Provincial Executive Secretary
regarding their accomplishments and performances.

3.8.c The Provincial Regents for Interior shall also serve as concurrent Provincial Wielder of the
Whip.

3.8.d The Provincial Regents shall be appointed by the Governor-General from the ranks of the
Most Distinguished Order of the Guardians.

Section 10. The Provincial Judicial Council

1. The Governor General shall appoint from among the Council of Elders or MDG’s, members of
the Provincial Judicial council who shall serve for a term of four (4) years.

2. The Provincial Judicial council shall have the following duties and functions:

2.a. To hear, litigate and decide on all cases pertaining to Constitutional matters against any
Triskelion, Chapter or Council.

2.b. To review all impeachment, recall and suspension proceedings and render the final decisions
for or against any elected official of the Fraternity.

2.c To act as the final authority on expulsion of erring members.

2.d To automatically constitute itself into the Commission on Election in every provincial election.

3. It shall hear and litigate all cases pertaining to constitutional matters and violation of the Local
Council Code and other ordinances and policies. Unresolved cases shall be forwarded to the
Regional Judicial Council.

Section 11. The City or Municipal Council

1. There shall be created City and Municipal Councils which shall be composed of all local
school-based, community-based, and Triskelion Alumni and Elders Chapters within the area.

2. The City or Municipal Councils shall be bestowed with the executive, legislative and judicial
powers of the Fraternity within the city or municipality.

3. The City or Municipal Council shall be composed of the City or Municipal Assembly, the City or
Municipal Executive Council and the City or Municipal Judicial Council.

4. The City or Municipal Council shall compose of at least three (3) local chapters or two (2)
chapters to be recognized as interim council

Section 12. The City or Municipal Assembly

1. The City or Municipal Assembly shall be the policy-making body of the City or Municipal Council.

2. The City or Municipal Assembly shall be composed of all incumbent duly elected Grand
Triskelions of school-based, community-based, and Triskelion Alumni Chapter Presidents.

3. The City or Municipal Assembly shall act as collegial body and shall be presided over by the City
or Municipal Vice Chairman.

4. The City or Municipal Assembly shall have the following functions:

4.1 To elect the City or Municipal Council Chairman.

4.2 To assist the City/Municipal Council in the implementation of its policies, programs and
projects.

4.3 To formulate and adopt ordinances and measures for the promotion of the welfare of all the
City/Municipal Councils in its area.

4.4 To encourage participation of the general membership in the administration of the local
councils in order to promote a united and concerted effort for the attainment of the development
goals of the City/Municipal Council.

4.5 To give priority to programs designed for the total development of the City/Municipal Councils
in consonance with the policies, programs and projects of the National Council.

4.6 To serve as a forum for crystallizing and expressing ideas of its constituents seeking the
necessary assistance and provide avenues for mutual cooperation.

4.7 To confirm or defer the appointments of the City or Secretariat and Staff after a thorough
background check.

2. The City or Municipal Assembly shall hold its regular meeting every 2nd Sunday of the month to
assess, plan, discuss, deliberate and render decisions on urgent fraternal concerns. Special
meetings may be called by the Chairman or upon petition of at least 50% of its members.
3. Fifty percent plus one (50%+1) of the total membership of the City or Municipal Assembly shall
constitute a quorum.

Section 13. The City or Municipal Executive Council

1.The City or Municipal Executive Council shall be the executive implementing arm of the City or
Municipal Council.

2. The City or Municipal Council has the following duties and functions:

2.1 To ensure the smooth implementation of the programs and policies of the City or Municipal
Council.

2.2 To report the recognition of newly established city and municipal councils and local chapters
or the suspension of the same upon the recommendation of the lower echelon of the Fraternity.

2.3 To tap and develop potential sources of City or Municipal funds. To implement all provincial
ordinances and measures adopted by the City or Municipal Assembly.

2.4 To propose to the City or Municipal Assembly amendments and/or revision to provincial

1.The Officers of the City or Municipal Executive Council are:

1. The Chairman

1.1 The Chairman shall be the chief executive of the City or Municipal Executive Council. He shall
have direct supervision over the local school-based, community-based, and alumni triskelion
chapters within his area of jurisdiction.

1.2 The Chairman shall be elected by the members of the City or Municipal assembly and shall
hold office for a term of two(2) years.

1.3 The Duties and Power of the Chairman are:

City or Municipal Deputies and the approval of the City or Municipal Assembly and to submit the
same to the Office of the District Vice Governor-General.
1.3.b To ensure that all officers of the City or Municipal Council and chapter Grand Triskelions
and Alumni Presidents in his area faithfully discharge their duties and functions as provided by this
Code and cause to be instituted administrative or judicial proceedings against any officer who
has committed an offense or violation.
1.3.c To enforce all local ordinances, measures and resolutions, policy instructions and
memorandum circulars from the Regional and/or Provincial Councils.
1.3.d To ensure that all dues and fees are properly collected from the various chapters and that
the City and Municipal funds are applied to the payment of expenses and settlement of
obligations.
1.3.e To appoint the City or Municipal Executive Secretary, the City or Municipal Deputies, the
City or Municipal Keeper of the Chest, the City or Municipal Auditor and the members of the City
or Municipal Judicial Council.

1.3.f To submit to the District Vice Governor-General quarterly accomplishment reports.

2. The Vice Chairman

2.1 The Vice Chairman shall assist the Chairman in the administration of the jurisdictional area and
shall represent the Chairman in meetings and other functions when the latter cannot be present
due to conflict in schedule or illness.

2.2 The Vice Chairman shall assume chairmanship in case the Chairman resigns, is recalled, dies or
is physically or mentally incapacitated. He shall, however, hold the position only for the remaining
unexpired term.

2.3 The Vice Chairman shall perform other duties and functions as may be assigned to him by the
Chairman including that of being a concurrent City or Municipal Deputy.

2.4 The Vice Chairman shall be the Presiding Officer of the City or Municipal Council Assembly.
2.5 The Vice Chairman shall be elected by the City or Municipal Assembly and shall hold office for
two (2) years.

3. The City or Municipal Executive Secretary

3.1 City or Municipal Executive Secretary shall head the City or Municipal Secretariat and shall
supervise its over-all operations.

3.2 City or Municipal Executive Secretary shall be appointed by the City or Municipal Council
Chairman.

3.3 The City or Municipal Executive Secretary shall keep records of all fraternal documents, copies
of which should be forwarded to the Provincial Executive Secretary.

3.4 The City or Municipal Executive Secretary shall be responsible for keeping the minutes in all City
or Municipal Executive Council and City or Municipal Assembly meetings.

3.5 The City or Municipal Executive Secretary shall assign specific tasks of the various City or
Municipal Council officers.

4. The Municipal Keeper of the Chest

4.1 The City or Municipal Keeper of the Chest shall account for all funds earned and contributed.

4.2 City or Municipal Keeper of the Chest shall receive all dues and fees collected from various
chapters under the City or Municipal Councils’ direct supervision.

Chairman and to the Provincial Council through the Provincial Treasurer their allocated share from
the above mentioned dues and fees.

4.4 The City or Municipal Keeper of the Chest shall present a typewritten report of the itemized
disbursement at all City or Municipal Council meeting.

4.5 City or Municipal Keeper of the Chest shall submit to the City or Municipal Executive Secretary
a quarterly report and an annual financial report at the end of the fiscal year.

5. The Municipal Auditor

The Municipal Auditor shall check and balance all disbursement and procurement of funds at the
end of the fiscal year and shall submit a written report to the City or Municipal Executive Secretary.

6. The City or Municipal Secretariat:

7. The City or Municipal Deputies:

7.1 The City or Municipal Deputies may create special committees to speed up implementation

7.2 The City or Municipal Deputies must submit quarterly reports to the City or Municipal Executive
Secretary regarding their accomplishments and performances.
7.3 The City or Municipal Deputy for Interior shall serve as concurrent City or Municipal Wielder of
the Whip.
7.4 The City or Municipal Deputies shall be appointed by the Chairman.

Section 14. The City or Municipal Judicial Council

1. The City or Municipal Chairman shall appoint from among the Council of Elders or MDG’s,
members of the City or Municipal Judicial Council who shall serve for a term of four (4) years.
2. The City or Municipal Judicial Council shall have the following duties and functions.
2.1 To hear, litigate and decide on all cases pertaining to Constitutional matters against any
Triskelion, Chapter or Council.

for or against any elected official of the Fraternity.

CHAPTER 4
The Local School-based and Community-based Chapters

Section 15. Local school-based and community-based chapters must have at least 15 active
members in order to qualify for recognition to the City or Municipal Council or in its absence to the
next higher jurisdictional office.

Section 16. A chapter which is not eligible for recognition due to lack of members, shall directly
supervised by the City or Municipal Council until it meets the necessary requirements thereof.

Section 17. The chapter shall exercise the right to formulate their own policies provided that it shall
be within the bounds of this Code.

Section 18. The Chapter General Assembly shall be composed of all resident members of a chapter.
In all chapter meetings, fifty percent plus one (50% + 1) of the total number of active resident
members shall constitute a quorum. The Chapter General Assembly shall elect from among its
qualified members their Grand Triskelion, Deputy Grand Triskelion and the seven (7) Master Triskelions
who shall hold office for a one (1) year term. The Master Keeper of the Chest, Master Keeper of the
Scroll and the Master wielder of the Whip shall be appointed by the Grand Triskelion

Section 19. The Chapter Grand Council shall act as the policy-making body of the Chapter. It shall
be composed of the Grand Triskelion, the Deputy Grand Triskelion, and the seven (7) Master
Triskelion. The Grand Triskelion shall be the Presiding Officer of the Grand Council.

Section 20. The Chapter Officers are:

1. The Grand Triskelion (G.T.)

1.1 The Grand Triskelion is the Chief Executive of the Chapter. He shall preside over all Chapter
and grand Council meetings.
1.2 The Grand Triskelion shall be directly responsible to the City or Municipal Chairman, under
whose jurisdiction his Chapter is geographically located, for proper operation of his Chapter.
1.3 The Grand Triskelion shall represent his Chapter in all City or Municipal Assembly meetings.
1.4 He shall have the right to formulate project proposals and programs intended for the entire
City or Municipal Council subject to the approval of the City or Municipal Assembly.
1.5 The Spokesperson shall be elected among the seven (7) Master Triskelion to hold a
specialized committee and shall be then called:

1.5.c Master Triskelion for Budget and Finance
1.5.d Master Triskelion for Interior

2. The Deputy Grand Triskelion (DGT)

2.1 The Deputy Grand Triskelion shall assist the Grand Triskelion in the administration of the
Chapter and shall represent the latter in all meetings and official functions
whenever he could not attend due to conflicts in the schedule or illness.
2.2 The Deputy Grand Triskelion shall assume the position of Grand Triskelion if the latter resigns,
is recalled or is physically or mentally incapacitated. However, he shall
serve only for the remainder of unexpired term.
2.3 The Deputy Grand Triskelion may be appointed by the Grand Triskelion to hold a committee
or perform other duties which may be given to him from time to time.

3. The Seven (7) Master Triskelions (MTs)

3.1 The Master Triskelion shall formulate programs, projects and policies of the Chapter., which
shall be presented to the Grand Council for deliberation and approval.
3.2 The Master Triskelion shall supervise the implementation of the approved programs, projects
and policies.
3.3 The Master Triskelion shall formulate guidelines for the effective and efficient operation of his
committee.
3.4 The Master Triskelion shall have the same duties and function as their Provincial Council
counterpart but as applied to the Chapter.
3.5 The Master Triskelion may appoint at least two (2) members in their respective committees.
3.6 The Spokesman of the Grand Council shall be chosen by the seven Master Triskelions among
themselves.
3.6.a The Spokesman of the Grand Council shall be the nominal head of the seven Master
Triskelions

4. The Master Keeper of the Scrolls (MKS)

4.1 The Master Keeper of the Scroll shall be the Chapter secretary and shall keep the minutes of
proceedings in all Chapter meetings.

4.2 The Master Keeper of the Scrolls shall submit a copy of the updated list of members of the
Chapter to the Master Triskelion for Information and Communication.

4.3 The Master Keeper of the Scrolls shall submit as annual report to the City/Municipal Executive
Secretary.

4.4 The Master Keeper of the Scrolls shall be responsible for the safekeeping of the following
documents and turn over the same to the incoming MKS at the expiration of his term:
4.5.a Master list of members whether active, inactive, expelled, transferees or transferred to other
chapter, resident and alumni with complete batch date and name and updated mailing address
and contact numbers.
4.5.b Application Forms of neophytes and their status
4.5.c Progress and Development Reports
4.5.d Correspondences
4.5.e Memorandum from the higher jurisdictional council
4.5.f Minutes of Chapter meetings
4.5.g Chapter resolutions and policies

5. The Master Keeper of the Chest

1. The Master Keeper of the Chest shall be the Chapters’ Treasurer

2. The Master Keeper of the Chest shall be responsible in forwarding the required dues and fees to
the City or Municipal Keeper of the Chest or directly to the next higher jurisdictional office in case
the City or Municipal Council is not yet established.

3. The Master Keeper of the Chest shall present a written report of itemized disbursement at all
regular Chapter meetings and comprehensive annual report copies of which shall be submitted to
the City or Municipal Council through the City or Municipal Keeper of the Chest.

4. The Master Keeper of the Chest shall be responsible for the collection of all Chapters’ dues and
fees.

6. The Master Wielder of the Whip (MWW) or Master Initiator ( M.I.)

6.1 The Master Wielder of the Whip shall be responsible for the proper implementation of the
recruitment and initiation process.

6.2 The Master Wielder of the Whip shall submit a complete list of new applicants to the City or
Municipal Council and shall closely coordinate with the Master Triskelion for Membership and
Organization and with the counterpart City or Municipal Deputy or to next higher organ in cases
where the City Or Municipal Council has not yet been established.

6.3 The Master Wielder of the Whip shall act as Sergeant-at-Arms in all Chapters’ meeting.
6.3 The Master Wielder of the Whip shall formulate ground rules for initiation and ritual rites and shall
closely monitor its progress. He may subject violators to disciplinary action.

6.4 The Master Wielder of the Whip shall administer disciplinary action to erring members upon
orders of the Grand Council.

6. Master Triskelion for Information and Communication-

( a ) To disseminate notices of meeting, consultations, dialogues, seminars, and circular orders,


memoranda, policy instructions and other information materials of the chapter to its mass member
and to the concern higher offices of Tau Gamma Phi.
( b ) To supervise the over all operations of the official publication of the Chapter and ensure the
distribution thereof.
( c ) To coordinate with the Master Triskelion for Membership and Organization on the
maintenance and upgrading of a secured chapters database.

( d ) To continuously upgrade and streamline existing communication capabilities of every member of the
chapter.

7. Master Triskelion for Membership and Organization-

( a ) To formulate, monitor and conduct continuing programs on leadership and service to


fellowmen and symposiums on how to improve the quality of members.
( b ) To initiate and continuously gather the list of all certified Triskelion members within the
geographical unit of the said local chapter, with the corresponding updated background
information and encode the same to as secure chapters database.
( c ) To screen and recommend the recognition and suspension of a member of the chapter, upon the
recommendation of the higher echelon of the fraternity.

8. Master Triskelion for Special Projects-

( a ) To act as the head of the socio-economic service projects and cultural development arm of
the chapter.
( b ) To assist the Grand Council in developing project proposal for community and school based
endeavors on aspects of health, education, environment concerns and other social activities that
would redound to the positive public image of the fraternity.
( c ) To undertake research and advocacy work to influence the public and private policies,
which are effect beneficial to the furtherance on the fraternity’s programs and services.

9. Master Triskelion for Alumni Affairs-

( a ) To formulate and coordinate the formation and strengthening of alumni affairs within the
chapter and to the higher echelon of the fraternity.
( b ) To ensure that the programs and activities being undertaken by the alumni are in conformity
with the rules set by the grand council.

10. Master Triskelion for Interior-

( a ) To formulate and implement a comprehensive security plan to ensure the confidentiality of


fraternity information and security of all its member.
( b ) To devise a national disaster preparedness program and formed highly-trained quick reaction
team from among the members all over the archipelago to augment other civic action groups in
areas hard-hit by calamities and disaster.
( c ) To coordinate with government agencies and non-government organizations on projects and
program aimed at community development, agro-industrial and aqua-industrial.

11. Master Triskelion for Budget and Finance-

( a ) Is responsible for the management and administration of the property fund of the chapter,
that was given by the Master Keeper of the chest to be use in such approved community projects
or any other humanitarian projects of the Grand Council.
(a) To keep the records and documents of the released amount of
budget annually.
(b) To report results of expenditure of operations after the finish of
projects fifteen days prior to the Grand Council.

Section 21. There shall be established in all Chapters a Council of Elders (CE), which shall be
composed, by all of the past Chapter Grand Triskelion who have finished their term of office or those
who have been elevated to the highest status of the Fraternity – The Most Distinguished Order of the
Guardians (MDG). The Council of Elders shall act as an advisory body and shall function collegially.
It shall constitute itself into a Committee on Elections during chapter election.

CHAPTER 5
Membership

Section 22. The Fraternity shall have three (3) categories of members:

1. SENIOR TRISKELION – College students enrolled and initiated by Senior Triskelions in any colleges
and universities and institution recognized by the Triskelion de Bulacan Provincial Council;

2. COMMUNITY BASED TRISKELION – Any out-of-school youth, college student in any colleges and
universities without chapters or affiliations with any Municipal Council initiated by full–pledge and/or
Community-based members, provided that such Community -based Chapters are recognized by
its Municipal Council;

3.ALUMNUS – A Senior Triskelion who graduated from college or an undergraduate Triskelion who is
given due recognition by his School Chapter or the Local Triskelion Alumni Association from the City
or Municipal Council where he is affiliated.

Section 23. Membership to the Fraternity shall be in three (3) stages;

1. PROBATIONARY – Newly initiated Triskelion placed under on probation status for six (6) months
or more, wherein merits and demerits are given based on his performance and must attend all
meetings, seminars, workshop and training to be conducted by the Chapter or in cooperation
with the City or Municipal, Provincial or Regional Council.

2 FULL PLEDGED MEMBER – New members who have undergone the probationary period and
has passed the Ritual Rites of the Fraternity.

3. MOST DISTINGUISHED GUARDIAN (MDG) – A full pledged member who has effectively served
for one (1) year as Grand Triskelion, or local founders or those who have given exemplary service
in the development of the Fraternity and has given it honor, integrity and prestige. In Bulacan, the
Membership to the Order is bestowed by the Bulacan MDG Association upon the
recommendation of the City or Municipal Executive Council. The provisions of this section shall
not apply to members who have served or are currently serving as MDGs at the time of ratification
of this Local Code.

Section 24. Membership to the Fraternity shall cease upon resignation or expulsion for due cause.
Members are recommended for expulsion shall have the benefit for a trial or due process and may
appeal his case to the higher organs of the Fraternity. All local chapters must provide the higher
echelons of the Fraternity with duly certified expulsion papers not more than ten (10) days after its
effectivity.

Section 25. Candidate members of the Tau Gamma Phi shall be qualified on the basis of the
following;

1. He must believe in the Principles of the Fraternity.


2. He must be of good moral character.
3. He must be at least seventeen (17) years of age for university-based applicants and eighteen
(18) years of age for Community-based chapters.
4. He must be mentally and physically fit, supported by a Medical Certificate under oath.
5. He must be willing to undergo the membership requirements.
6. He must be sponsored by any Triskelion of good standing.
7. He must not be a member of any fraternity or organization whose principles and purposes are
contrary to those of the Tau Gamma Phi.

Section 26. Candidate members shall be subjected to background investigation prior to interview
and orientation. No applicant shall be baptized without the approval of the City or Municipal
Executive Council. A formal endorsement from the Chapter where he applied is required and will
be the basis of the City or Municipal Executive Council’s approval.

CHAPTER 6
Duties and Responsibilities of a Triskelion

Section 27. Every Triskelion shall lead a morally upright and virtuous life in accordance with the
Tenets and Codes of Conduct of the Fraternity.

Section 28. It shall the duty of every Triskelion to uphold this Constitution to give unswerving loyalty
to the Fraternity, to actively contribute to its development and welfare and to abide by rules and
regulations issued by its lawful authorities.

Section 29. Every triskelion is responsible for each other. It shall be his duty to assist and support his
fellow Triskelion especially in time of crisis.

Section 30. It shall be the duty of all Triskelion to attend all meetings and to actively participate in
all projects and activities of the Fraternity.

Section 31. It shall be the obligation of all Triskelion to pay the dues/fees set by its lawful authorities

Section 32. It shall be the duty of every qualified Triskelion to register and cast his vote in Fraternity
elections, referendum and plebiscites.

Section 33. A Triskelion is obligated to exert his/her best efforts to develop his/her potentials,
physical or intellectual in order to strengthen the Fraternity. Triskelion with special skills and talents
shall heed the call of the Fraternity’s leadership to lead or take part of the activity design to
countenance any critical or emergency situation.

Section 34. It is the duty of every Triskelion to recruit new members.

CHAPTER 7
Rights and Privileges of a Triskelion

Section 35. The right to equal treatment and opportunities shall not be abridged regardless of
religious belief, social, economic and political status.

Section 36. Every Triskelion shall have the right to express his opinion on matters concerning the
Fraternity provided that it is put forth in a constructive manner.

Section 37. The right to be protected against exploitation, improper influences and other conditions
prejudicial to his physical, intellectual, social, political, economic and moral developments shall be
guaranteed.

Section 38. Every Triskelion has the right to have access and inspected all books of accounts, records
and similar materials of public character pertaining to the Fraternity during office hours.

Section 39. The right of a Triskelion in good standing to actively participate in all projects and
undertakings of the Fraternity shall always be recognized.

Section 40. Qualified full-pledged Triskelions in good standing have the right to run for elective
positions in the Fraternity subject to qualifications of the position.

Section 41. The right to join or organize legitimate organizations whose purposes are contributory
to the enhancement of the Fraternity shall not be impaired.

CHAPTER 8
The Most Distinguished Order of the Guardians

Section 42. The highest membership status in the Tau Gamma Phi shall be membership to the Most
Distinguished Order of the Guardian (MDG) as explicitly provided in the National Constitution of the
Fraternity. The resident members of the Order shall serve as the Member of the Advisory Council of
the Chapter. Thus, they shall have the power to advise and guide the Grand Council through the
Grand Triskelion on all matters pertaining to the Chapter's stability and to sit and observe on the
deliberations of the Grand Council concerning vital issues. However, the Advisory Council has no
power to approve such issues, policies, and/or provisions but only to guide the proceedings and to
give their suggestions for necessary improvements. In the absence of the resident MDG's, the non-
resident MDG's shall serve as the members of the Advisory Council of the Chapter, exercising the
same functions without any form of interference on the decisions made by the Grand Council.

Section 43. Aims and Purposes of the Most Distinguished Order of the Guardians;

1. To protect the highly honorable positions of the elected officers with special emphasis on the
offices of the Grand Triskelion, the Chairmen, Vice Chairmen, Governor-General, Vice Governor-
General, Secretary-General, Vice Secretary-General.

2. To provide all Triskelions with the incentive to strive and achieve the fulfillment of the Triskelions
ideals and goals.

3. To boost the morale of members and provide guidance to the incumbent offices.

4. To bestow honor to Triskelions who have exemplary contributions and achievements to the
Fraternity.

Section 43. The power to accept Triskelion to the Order is bestowed upon the Order itself.

Section 44. Requirements to the Order

1. He must be a full-pledged member of the Fraternity.

2. He should have accomplished an outstanding achievement for the Fraternity relative to its
growth, stability and security.

3. He must be highly recommended by the Grand Council.

4. He must pass an interview and other requirements which the Order may devise to check his
worthiness.

5. He must be an active member


6. Former Grand Triskelion may be admitted to the Order if he has finished his full term of office.

Section 45. A Most Distinguished Guardian shall affix the abbreviation MDG after his name in all
fraternal documents and shall be addressed as Lord by the applicants.

Section 46. A Most Distinguished Guardian may be removed from the Order for any of the following
causes:

1. Culpable violation of the tenets, Codes of Conduct and the National Constitution of the
Fraternity and its By-laws.

2. Commission of acts proven beyond reasonable doubt to be injurious to the name, honor,
prestige and security of the Order.

Section 47. Expulsion of a Most Distinguished Guardian may be instituted upon the unanimous
decision of his fellows in the Chapter with the concurrence of the Chapter Grand Council. The
highest jurisdictional council shall at all times be properly informed.

CHAPTER 9
Triskelion Elders and Alumni Association

Section 48. The Fraternity encourages the formation of Triskelion Alumni Associations either by
school-based chapter, by office or corporation or by profession in a Municipal, Provincial and
Regional.

Section 49. All established school-based, office or corporation-based and professional-based


alumni associations within a jurisdictional area shall federate themselves and elect its set of officers.
Therefore, there shall be city, municipality, provincial and regional groupings of alumni associations.

Section 50. The Presidents of alumni associations shall represent alumni concerns in all Assembly
meetings at the various jurisdictional councils within which the associations are geographically
located. They shall be voting members of the Assemblies.

Section 51. Role of the Triskelion Alumni Associations

1. To ensure that all Triskelion Alumni within a jurisdictional area shall not be left idle and be
encouraged to maintain their active participation in the lifetime pursuit of the Fraternity’s
Supremacy.

2. To serve as venue for crystallizing ideas and make recommendations beneficial to the Fraternity’s
strategic goals.

3. To assist its chapter and council in accomplishing its program and projects especially on matters
relative to human and resource development. To accommodate, promote and support the
formation of local institutions to provide logistical support to the local councils.

4. To strengthen brotherhood through the interaction with other alumni organizations within its
jurisdictional area. To promote and support the formation of a Triskelion Chamber of Commerce
and Industry and all programs and projects of the Regional Council through the local councils.

Section 52. Triskelion Alumni Associations, whether school-based, office or corporation-based, or by


profession and City or Municipal, Provincial and Regional in nature, may adopt its own name and
elect its set of officers based on perceived needs.

Section 53. A Triskelion can be considered as an alumnus provided that:

1. He is given due recognition through the issuance of a Certificate by the alumni association in
the area. The endorsement of the City or Municipal Executive Council is required prior to the
undertaking.

2. He is a bona fide member of the Fraternity for five (5) years.

3. He is gainfully employed or pursuing business at the time of his recognition.

CHAPTER 10
Requirements for Regional Registration and Recognition

Section 60. As a general rule, individual Triskelions, whether resident or alumni, shall register with his
Chapter; a Chapter shall register to the City or Municipal Council; a City or Municipal Council shall
register with the Provincial Council; the Provincial Council shall register with the Regional Council.

Section 55. In the absence of an immediate Chapter or Council, the individual Triskelion, Chapter
or Council shall register to the next higher jurisdictional Council of office.

Section 56. Given the aforementioned circumstances, it is therefore possible that a direct
registration with the Central Luzon Regional Council may take place. Therefore, in order to
accommodate all Triskelions and provide them the venue to be recognized by the Regional
Council, this Code sets the following requirements:

1. City or Municipal Council is required to pay a registration fee of One Thousand Pesos (P1000.00)
to the Provincial Council.

2. Local Chapter is required to pay a registration fee of Five Hundred Pesos (P500.00)
To the City or Municipal Council.

3. An individual member is required to pay a registration fee of One Hundred Pesos (P100.00) to
their Chapter.

Section 57. Privileges of Registered Chapters, Councils and Individual:

1. Recognition by the Regional Council and the privilege to be included in the database;

2. To subscribe to the Fraternity publications, journals and manuals;

3. To avail of the orientation, seminars, trainings and services offered by the Regional Council and
its institution;

4. Information updates regarding the programs, projects, policies and developmental thrusts of the
Fraternity.

Section 58. The Provincial Council through the Office of the Provincial Executive Secretary shall
provide the necessary Registration Forms to the Councils, Chapters, and individual members. Be it
further understood that the direct registration of individual members, chapters and councils may be
undertaken only if there is the absence of an immediate higher jurisdictional order.

Section 59. All Chapters and Councils are required to submit to the next higher jurisdictional
council the following:

1. Quarterly Progress Reports


2. Quarterly Financial Reports
3. Annual Development reports
4. Annual Financial reports
5. Other documents which the Regional Council may require
from time to time.

Section 60. Standard reporting formats shall be provided by the Provincial Council.

CHAPTER 11
Revenues and Disbursements

Section 61. Mandate to Create Resources and revenues – The Provincial Council is mandated to
create its own sources of revenues, to acquire assets, to levy dues and fees consistent with the basic
policy of conformity, equitability based on ability to pay, and shall not be unjust, excessive,
oppressive and contrary to national economic policy of the Fraternity; but geared toward the needs
of all Territorial Councils.

Section 62. Securing the revenues and Finances of the fraternity – All collections from financial
undertakings, asset acquisition, collection of dues, fees, donations and other impositions shall not
be in the name of any person but shall be under the name of the Fraternity or to any institutions,
initiatives and organizations duly recognized by the territorial councils and accredited by the
Provincial Council.

1. All Territorial Councils shall open a savings account or current account in order to bring together
all financial revenues and resources for quick interchange and recording purposes for better
monitoring and financial transparency.

2. All assets acquired by the Triskelion de Bulacan Provincial Council shall be covered by a Deed
describing the asset and shall be turned over to the trustee bank for safekeeping.

3. All finances of the local chapter, City or Municipal Councils shall be subjected by the City or
Municipal auditor to audit every quarter; Regional and Provincial Councils and Institutions shall be
audited by the Regional and Provincial Auditors on a semi-annual basis.

4. Cash receipts and disbursement shall be accounted properly by all the Territorial Council
Keeper of the chest. For institutions, signatories to the savings account or current account shall be
the president and the treasurer and/or the officer head for Budget and finance. For Territorial
Councils, the leader of the council and the Keeper of the Chest and/or the officer head for
Budget and Finance.

5. Financial reportorial requirements will be strictly implemented for monitoring and transparency
purposes. The reports will come from the chapter to the higher councils.

Section 63. Sources of Revenues - As to the reality and capacity of the organization to generate
revenues, there are three (3) categories to describe the sources of revenues that will be defined as
follows:

1. Common – Revenues that will have fixed rates, maintenance of operations. The following are:

1.1 Application for Membership (Alexis)


1.2 Monthly membership dues
1.3 Annual dues
1.4 Chapter Recognition dues to all higher Councils
1.5 Lower Council recognition dues to the higher Councils

2.Greater Mission – Revenues with either fixed rates or non-fixed rates but geared and focused
towards council formation, organizational strengthening, membership benefits and values
formation:

2.1 Provincial ID – Every member is required to have a Provincial Identification Card.

2.2 Amusement Fees – Jurisdictional Council may levy fees and dues from fund-raising projects
from pop rock concerts, film showing, recitals, painting and art exhibition, flower and plant shows,
cockfight matches done within their jurisdictions. The dues are paid to the fraternity receipted by
the MKC before the gross receipts are divided among the sponsors or entrepreneurs.

2.3 Memorabilia Interchange fees – All unsold t-shirts, pins, clocks, key chain and other items that are
memorabilia in nature can be sold by the Territorial Council. But such will be charged fees when

purchased by our member including that of mailing fees. Reproduction of such memorabilia will be
charged interchange fees and will be to the account of the purchaser.

3. Institutional – Revenues from any organized initiatives, professionals and business organization
that will regularly support all the council budgetary resources and organization strengthening.
3.1 Professional dues – Share from the established Triskelion institution and alumni associations or
organizations

3.5 Publications

Section 64. Division and Sharing of Revenues – Revenues shall be distributed and shared to
organized chapters and councils. If established chapters do not have organized council structures,
the percent share shall be held in trust by the bank until there will be an established council
structure. The percentage to be shared from the revenues produced by the chapters to the higher
council are as follows:

CHAPTER 12
Disciplinary Action, Suspension and Expulsion

Section 65. Any member of the Fraternity may be subject for disciplinary action suspension or
expulsion on any following grounds:

1. Grave Violations of the Tenets, Codes of Conduct, Constitution and the Local Council Code

2. Malversation of funds

3. Habitual delinquency in the payment of dues and fees, this ground may only be applied for
suspension and disciplinary actions.

4. Gross violations of Chapter policies

5. Gross violations of Council policies

6. Acts of Immorality

7. Who gives refuge to misrepresented member/s of the fraternity

Section 66. All Triskelions shall have the right to due process and the right to defend himself in a
meeting especially convened for the purpose of determining his guilt and subject to the following:

1. Any member has the right to file a formal complaint against any officer or member
perceived to have committed a violation.

2. Litigation on the Chapter level shall be done in a General Assembly meeting. If this is
committed against a higher council, the offended Council shall have the right to litigate provided
that the chapter is properly informed and the violator subjected to investigation by the City or
Municipal, Provincial or Regional Council as the case may be.

3. All cases that entail doubt or confusion may be appealed to the Judicial Council of the area.
If no decisive resolution could be made still, the case may be forwarded to the Judicial Council of
the higher jurisdictional organ.

4. Rules and policies on discipline shall not be retroactive.

5. All unsettled complaints on disciplinary action and delinquencies may be forwarded to the
Regional Judicial Council through the Office of the Secretary General of the territory who shall check
on its merits.

6. All decisions regarding discipline must be forwarded to all levels of the organization. The
Provincial Executive Secretary may forward the same to the Provincial Regent for Membership and
Organization who shall record the same in the database and move to revoke the erring members
identification card.

7. The Local Assembly may enact litigation procedures in the absence of guidelines a higher
body provided that such procedures shall not impair or curtail the rights of the accused as provided
for in the National Constitution and in this Code.

CHAPTER 13
Rules on Recall

Section 67. Any elected local officer may be recalled for gross violations of the Constitution,
Tenets, Codes of Conduct and the Local Council Code of the Fraternity.

Section 68. Any Triskelion may propose the recall of any elected officer through a member of the
legislative arm of the Chapter or Council subject to at least two-thirds (2/3) vote of approval of the
total number of members.

Section 69. All impeachment proceedings shall be done in a meeting especially called for the
purpose of recall by the Chapter or council.

Section 70. Impeachment shall not extend to disqualification to run for office in the next election.
However, suspension and expulsion may be meted to the officer in question depending on the
gravity of the violation.

CHAPTER 14
General Provisions

Section 71. All Triskelion whose membership/affiliation are outside of the Bulacan Provincial Council's
jurisdiction shall be subjected to the prescribed “Welcoming Rites” in case they decide to be duly
recognized by a Chapter or Council in the area. However, all Triskelion officially registered under the
Bulacan Provincial Council are exempted from such in case they transfer residency/affiliation
anywhere within the Province of Bulacan.

Section 72. A Triskelion Child (“Triskelion Baby”) of Triskelion Parents who wishes to be formally
recognized must abide by the rules provide for under the National Congress Policy Instruction No.
002 stated as follows:

Triskelion Child of Triskelion Parents

WHEREAS, There are no standard parameters on the recognition and acceptance of a son or
daughter of Triskelion parents who married in their early stage of fraternity life and those who will
marry in the future.

WHEREAS, There is now an established National Council to formalize and set the policy on the formal
recognition and acceptance of a Triskelion child.

NOW THEREFORE, We the delegates of the 1st National Congress of the TAU GAMMA PHI National
Council, by virtue and power vested upon us by the Constitution do hereby instruct and order.

SECTION 1. Rule on birth and recognition of a Triskelion child by Triskelion parents.

1.1 Any Triskelion brother and sister who are married and who will bear children of different sexes
shall register their babies with the Membership and Organizing committee of their chapter, copy
furnish their immediate council and the National Council.

1.2 The Triskelion parents shall fill up an application form and submit the birth certificate and their
marriage contract for documentation and filing purposes.

SECTION II. Rule on Acceptance once the Triskelion child will reach the age of maturity.

1.1 The Triskelion child should satisfy the age limit of formal acceptance to the fraternity/sorority
following Article III on Membership as stated in our Constitution.

1.2 The Triskelion child will undergo an orientation program as a refresher course to updater
him/her on the present status and development of our organization.

1.3 The Triskelion child after informing the chapter where he/she will be affiliated with shall
undergo a probationary and observation period for one semester or one (1) quarter of the year
before his/her orientation and ritualization.

1.4 The Triskelion child will undergo the rituals of the Fraternity/sorority for final confirmation.

1.5 Once a Triskelion child transfer to other chapter, he/she shall be subjected to the guidelines
and rules of being a transferee.

1.6 The Triskelion child will follow the Rules & Regulations of the Fraternity/sorority once he/she
will be formally accepted by the organization.

1.7 The Triskelion child will get formal endorsement from the National Council as a proof of
his/her status.

CHAPTER 15
Amendments and Revisions to the Local Council Code

Section 73. Any member through the City or Municipal Chairman or the District Vice Governor-
General who shall present a formal proposal in a Provincial Assembly meeting may propose
amendments and revisions to this Code.

Section 74. Amendments and revisions shall be incorporated as part of the Code after adoption by
at least two-thirds (2/3) of the Provincial Assembly members who are present and constituting a
quorum.

Section 75. Separability Clause. If for any reason, any provision of this Code shall be held
unconstitutional, other provisions hereof which are not affected shall continue to be enforced.

CHAPTER 16
Standard Chapter and Council Election

Section 82. To standardize the holding of elections in the entire Province, the following schedules are
to be strictly complied anytime within the prescribed period as follows:

1.All school-based and community-based chapter shall hold its annual election every third week
of June.

2.The City and Municipality Councils shall have their regular elections on the month of July.

3. Triskelion de Bulacan Provincial Council shall have the regular election on the month of August.

Section 83. The election process should be handled by the members of their respective Judicial
Councils and shall be participated in by a majority of their qualified voters in good standing based
on the provisions stipulated in this Code.

Section 84. Preferably the process should be witnessed by an official representative designated by
a higher jurisdictional body.

Section 85. In as much as the positions of Grand Triskelion, City or Municipal Council Chairman and
Governor General are very vital to the existence and performance of their corresponding units, it is
therefore imperative that any qualified member who intends to be a candidate for any of the
aforementioned positions should file his Certificates of Candidacy (COC) at least 1 month prior to
the scheduled election together with the Plans and Programs he proposed to implement during his
term of office. His proposed Plans and Programs can be the basis for the qualified voters in choosing
their desired candidate and on the other hand shall likewise be the basis in evaluating his
performance anytime during his term. Furthermore, those elected officers holding the above stated
positions can be automatically expelled from the fraternity in case they resign without valid reasons.

CHAPTER 17
DECLARATION OF PRINCIPLES AND POLICIES.

PRINCIPLES

Section 79. The Tau Gamma Phi advocate the brotherhood of man, regardless of race, creed,
social, political, and economic status.

Section 80. The Tau Gamma Phi firmly believes in the power of reason, and not in the use of force as
a reason.

Section 81. The Tau Gamma Phi believes in the promotion of social justice to ensure the well-being
and economic security of all people.

Section 82. The Tau Gamma Phi abhors violence and human rights violations however ready to
defend, uphold and preserve the sovereign will of its members and all people.

Section 83. The Tau Gamma Phi encourages and fosters scholarship among its members. The
stimulation of intellectual creativeness and the promotion of the social and physical wellbeing of its
member s is of paramount concern.

POLICIES

Section 84. The Tau Gamma Phi shall seek and help in the realization of a truly democratic society,
adhere and promote the policy of peace, equality, unity and cooperation among people.

Section 85. The Tau Gamma Phi shall take an active part in the conservation of the country’s natural
resources, renewing those that can be renewed and campaigning against the exploitation of this
God-given wealth.

Section 86. The Tau Gamma Phi shall mold its members into morally upright and self-reliant individuals
geared towards civic efficiency.

CHAPTER 18
ADOPTED NAME AND SEAL OF THE PROVINCIAL COUNCIL

Section 87. The Tau Gamma Phi Fraternity Bulacan Provincial Council shall adopt the name and be
globally known as “TRISKELION DE BULACAN”. Its name including the official shall be used in all
documents and undertakings as it is necessary. On the other hand, each Local Councils within its
area of jurisdiction shall be referred based on the name of their respective City or Municipality
followed by the phrase “TRISKELION COUNCIL” to distinguish them from others.

Section 88. The Seal of the Triskelion de Bulacan Provincial Council is patterned from the Official Seal
of the Province of Bulacan. It shall also bear the Official Seal of the Tau Gamma Phi Fraternity
together with the bamboo design which symbolizes the value of resiliency denoting the ideals of
flexibility and sturdiness that should embody every Triskelion amidst any form of trials and misfortunes.
The words “Dedication, Service and Respect” deemed to be the core values that must exist among
the members was included to serve as a reminder.

CHAPTER 19
Effectivity

Section 89. This Local Council Code shall take effect upon its ratification by a majority of the votes
cast in a Provincial Congress held for the purpose.

Section 90. Let it be known that the Tau Gamma Sigma is different from the Tau Gamma Phi, but the
Tau Gamma Sigma is a coordinative body of the Tau Gamma Phi, and they have their own
leadership autonomy.
