Greetings of peace from the officers and members of the PEA Employees Union (PEA EU).
This is in connection with the Birthday Allowance Incentive under the Proposed PRA-
PRAISE. In behalf of our PRA colleagues, we greatly appreciate the effort of your good office to
stand with us relative to the subject matter. However, we would like to clarify few things
regarding the deletion of the P1,000.00 Birthday Incentive under the PRA-PRAISE which took
effect immediately starting January 01, 2021.
We have learned that the Civil Service Commission (CSC) denied the Agency’s request for
reconsideration regarding the amount of the Birthday Allowance Incentive received by all PRA
officers and employees to increase from P1,000.00 to P5,000.00 since the incentive does not in
any way support the general objective of the PRAISE.
However, the body firmly believed that the Birthday Allowance Incentive amounting to
P1,000.00 received by the PRA officers and employees under PRA-PRAISE should not be
removed due to the following reasons:
1. The CSC stated in their letter dated September 22, 2020 that the provision on Birthday
Incentive under item “7.6” of Part VII (Types of Incentives) on page 8 (Annex “A”) in the
proposed PRA-PRAISE to increase the amount from P1,000.00 to P5,000.00 should be
deleted;
2. The Birthday Allowance Incentive of P1,000.00 stated under the CSC Memorandum
Circular No. 01, series of 2001 is under item “7.5” of Part VII (Types of Incentives) (“Annex
B”).
Hence, in our own opinion based on the CSC’s circular, we highly recommend that the existing
Birthday Allowance Incentive of P1,000.00 under PRA-PRAISE should be retained.
