x The story of American banks’ expropriation of the gold Japan


looting in Asia is parallel to the story of the Swiss banks
holding on to Jewish wealth confiscated by the Nazis. The
men who blew the whistle on the Swiss was charged with
treason – Jean Ziegler.

When the authors published the Soong Dynasty, they were


threatened with murder
xi. The confiscation of the Japanese gold created a huge slush
fund that has grow to epic proportions addicting government
and business leaders to the black money.
1 Prior to Japanese surrender in June, 1945, 175 treasure vaults
were constructed in the Philippines to hold the loot the
Japanese had confiscated during the war in Asia
2 An eyewitness survived, and was the source of much of the
original clues.

The looting of Asia was overseen by Emperor Hirohito’s


brother Prince Chichiba. His organization was code-named
Golden Lily.
3 The US Army heard rumors of this gold. Captain Lansdale,
formerly OSS during the war, stationed to the Philippines after
the OSS was broken up in 1945, directed the torture of the
driver of General Yamashito’s to find the location of the all
the caves.

Major Kojima led Lansdale and Santy, the Philippine torturer


to more than a dozen vaults in the hills north of the
Philippines

Truman used it as a slush fund for covert activities against the


Russians.
4 Roosevelt’s Sec of War, Henry Stimson, a brain trust
proposed the idea of a global political action force funded by
captured loot. The Nazi loot was impossible to trace-its
owners dead, the items were melted down into gold bars
stamped with a Swastika.
Stimson’s assistants, John McCloy – later head of the World
Bank, Robert Lovett, later Sec of Defense, and Robert
Anderson, later Sec of Treasure, set up the Black Eagle Trust,
to handle the confiscated Nazi loot. This was sest up during
the July 1944 Bretton Wood discussion.
The decision to keep the gold secret was rationalized on the
grounds that 1) it would be impossible to trace and investigate
all the claims on it and 2) The post WWII Bretton Woods
Agreement, which fixed the price of gold at $35 an ounce,
would collapse if the world found out how much gold was in
the treasure vaults, leading to currency instability.
The gold bullion was moved to 176 accounts in 42 countries.
The gold‘s use was earmarked with strict rules. The gold, and
the derivatives it provided, could be used for patronage by the
banks and holders’ government, and provided Washington
with a powerful tool to control these governments.
5 Union Banque Suisse and other Swiss banks became major
repositories for the Black Eagle trust gold. Very large loans
were extended by the Swiss banks to the British government,
the Chinese nationalists, the Egyptian government and others.
Later, the last was used to buy elections in Greece, Italy,
Japan and elsewhere, as well as influence powerful men. The
bank became addicted to the gold.
Peer review and oversight were non-existent during the Cold
War.
In Japan, the most ardent anti-Communists were the criminals
who were put in power, and kept in place with the influence of
the Golden Lily money.
6 Washington insisted, from 1945, that Japan never stole
anything, and was flat busted.
To shield Japan from war reparations, a secret treaty was
signed stating that Japan was broke, and would not be
responsible for paying any claims to preclude suits from
civilian s forced to work as slave labor for Japanese
corporations during the war.
The US government then kept the Golden Lily treasure,
including gems and art, to beef up Allied exhausted central
bankers.
In 1960, VP Nixon gave one of the largest, the M-Fund, to
leadership of Japan’s Liberal Democratic Party, in return for
kickbacks to his Presidential campaign. The M-Fund at that
time was worth $35 billion. It’s now worth $500 billion and is
controlled by LDP kingmakers who control the Japanese
election process.
Similar abuses occur all over the world
7 Looting is not new. In 1860, drunken British and French
soldiers looted and burned the Summer Palace outside
Nanking. The commander was Lord Elgin whose father had
looted the Parthenon. In 1900, Western armies looted the
Forbidden City.
This looting was different in that it was not wanton
drunkenness by ignorant soldiers. The Japanese were sober
and focused, paying special attention to books and
manuscripts. They paid special attention to the Asian
underworld, the triads, and racketeers. They flooded the
country with drugs by buy secrets, and terrorized wealthy
individuals
To this day, only a tiny percent of the art and historic artifacts
have been returned. Much of it is held by Japanese elites, who
ended the war far more wealthy than when they started.
Hirohito made billions in 1945.
The factories and infrastructure of Japan were mostly
undamaged during the war. Most of the damage was to
civilian housing stock.
A few scapegoats were prosecuted, but all Japanese war
criminals were freed, including those gangsters who directed
Asia’s largest drug network, and the government was returned
to the same people who started the war.
8 When Santy (Santa Romona) died in 1974, his black gold
accounts were taken over by Lansdale.
$2 billion sunk in Tokyo Bay was recovered.
9 Officially, there is said to be 130,000 metric tons of gold in
the world, including bullion, coinage and jewelry. We don’t
know. Asia is said to have on 5% of the world’s gold, a
ridiculous claim.
The gold looted from the New World disappeared into the
banking families, the Fuggers and Welsers, who financed the
conquest of Mexico and Peru. We have no way of knowing
the wealth of the Fuggers, Welsers, Oppenheimers, Krupps,
Rothschilds, Warburgs, Rockefellers, etc.
10 There is $23 trillion sitting in off-shore accounts. A secret
trust was set up at Japan’s Sanwa Bank jointly held by Gen
MacArthur and Emperor Hirohito, known as the Showa Trust.
It paid $1 billion a year interest in 1982. Marcos discovered it
and blackmailed the Japanese government.
11 Senior US government officials and Pentagon Generals hoped
to use the Golden Lily treasure to create a private military
industrial complex controlled by them in partnership with the
John Birch Society, the Moonies, and far-right tycoons.
1n 1995 it was estimated that 700,000 victims of the Pacific
War still have received no compensation. The US Dept of
State and Dept of Justice used article 14 of the 1951 Peace
treaty to protect Mitsubishi, Sumitomo, from suit for forced
labor.
12 Three former American ambassadors to Japan wrote a letter to
the NY Times saying people suing for reparations were
terrorists.
The judge who ruled against the people suing Japanese
companies had a conflict of interest and should have recused
herself and the Clinton Deputy Chief of Mission to Japan.
Chapter One =- It started in Korea
15 Japanese underworld including Black Dragon and Black
Ocean societies played a major role in looting Asia
The savage attack on Korea in 1895 was Japan’s first
experiment in industrial-scale plunder by the Japanese
underworld
16 Until the 16th century, Korea had one of the world’s most
advanced cultures.
Japanese under Toyotomi Hideyoshi invaded and conquered
Korea, and it has never regained its glory.
17 After the Meiji Restoration, Japan modernized its military an
attacked and acquired Korea, Taiwan, Manchuria and
destroyed the Chinese Navy. Tsarist Russia was building a
railroad to Siberia, a prelude to attacking Japan.
18 The Black Dragon society was installed as part of the military
government when Korea was annexed into Japanese control in
1910. It was very brutal, and introduced official Kempeitai, or
a combination of Black Ocean and Black Dragon spies,
informers and terrorists. There were 35,000 Kempeitai at the
height of Japanese control in Asia.
19 The Korean peninsula was stripped of its cultural heritage and
assets by the Japanese conquerors.
Japanese collectors keep their treasures in vaults and take out
one piece for display. They valued and looted Korean
Porcelain.
1400 tombs were looted.
In an attempt to destroy Korean culture, the ruling General,
Gen Terauchi Masatake shipped tens of thousands of Korean
texts to Japan, then 200,000 of the lesser works were
destroyed.
The Korean language and religions were banned. Koreans
had to adapt Shintoism and worship the Japanese emperor.
They were considered second-class Japanese citizens.
To this day, only a tiny amount of the Korean treasure has
been returned.
21 Over six million Koreans were sent to work as slave labor for
the Japanese Army all over Asia. Hundreds of thousands of
women were forced into being “comfort women” for the
Japanese Army.
22 The conquest of Taiwan was different. Taiwan had no
treasure to loot, and no historical enmity. It was used as a
base of operations by the military and was developed, not
destroyed, by Japan.
24 Japanese seized land in Manchuria, China, Burma and Java.
Manchuria’s economy was managed by Japan. South
Manchuria Railway to Montetsu was owned by the empire,
Mitsui and Mitsubishi. It used the Kuantung Army to get
Chinese concession. Mantetsu inventoried Chinese assets with
the aim of confiscation.
25 When China’s army collapsed in 1911, Mitsui and the
Japanese Army moved in, becoming so powerful and with it
did not need Tokyo support.
A period of warlordism ensued. Students rioted over Japanese
control of Chinese resources. After years of bribing their
Chinese puppet, Chang Tso-Lin, they killed him because he
would not crack down on protesters.

88 Severina Garcia Diaz Santa Ramona (“Santy” was a Filipino


American intelligence officer in charge of torturing the people
around defeated Japanese General Yamashita Tomoyuki.
Tomoyuki knew where treasure was hidden, but he could not
be tortured himself.
89 Santy went after Gen Tomoyuki’s driver, Major Kojima
90 America realized Tokyo was burying gold. It was
photographed by American spies. Some of the treasure had
been dug up when spies followed the convoys, and after
everything was buried and then the Japanese left.
To this day, “national security” is used to keep the documents
of what happened then hidden.
A major responsibility of the OSS was to monitor the loot
captured by Nazis and Japanese. There were special units, the
Art Looting Investigative Unit, and the Monuments, Fine Arts
and Archives Group.
These groups were not as effective in Asia as they were in
Europe. There were cultural, geographic and linguistic
barriers. All records have vanished, except a few that were
accidentally uncovered.
91 In Europe there was intense interdepartmental rivalry between
OSS (Donovan) and the Sec of Treasury, Henry Morgenthau.
They both passed reports to Henry Stimson, Sec of War.
Stimson had a group of men focused on war loot, John J.
McCloy, Robert Lovett, and Robert B. Anderson.
The conference at Bretton Wood, NY in July, 1944 was 14
nations. One of the topics was the captured loot, and what to
do with it. Mistrust among delegate was high. Many
suspected the Bank of International Settlements in Switzerland
was laundering Nazi loot.
The public announcement of Bretton Wood agreement set the
price of gold at $35/oz, forbade Americans from owning gold,
and neutral countries agreed not to accept loot. Portugal,
however, left Macao off the list of signatories. This was
important because Macau was the main center in the world for
the trade of stolen gold.
Gen Eisenhower in Europe tolerated the OSS, but MacArthur,
in the Pacific, did not. MacArthur wanted to do the
investigation himself.
Col Willoughby was MacArthur’s man for overseeing the
investigation. Willoughby was personally faithful to
MacArthur, but incompetent in this position. But MacArthur
trusted him.
92 MacArthur’s intimate crony Courtney Whitney was put in
charge of running secret agents in the Islands and of reading
reports of war loot, including those from John Ballinger. The
OSS had nothing to do with this. Whitney was wealthy and
well-connected in Manila, on a first name basis with the
leading families in the Philippines. Santy was an agent of
Whitney.

MacArthur and Whitney watched the trial of Gen Yamashita


carefully.
93 During the torture of Major Kojima in 1945, Col Joseph
McMicking was the G-2 superior to Santa Romana and the
interface between Santy in Manila and Whitney and
MacArthur in Tokyo.

When Major Kojima broke down and released the details of


the loot’s location, McMicking became fabulously wealthy
overnight.

There was an explosion of wealth in the Philippines after the


recovery of the gold. McMicking masterminded the Zobel-
Ayala clan’s acquisition of global real estate and set the
family up an one of the richest in the world.
94 OSS got involved with Santy’s interrogation by chance. Ed
Lansdale arrived in Manila eight days after Gen. Yamashita
surrendered.
96 Black Eagle was a top-secret project to use the recovered loot
from Japan and Germany to finance a global political action
fund. Working with Truman on this was Sec of War Henry
Stimson, John McCloy, later head of the World Bank, Robert
Lovett, later Sec of Defense, and Robert Anderson, later Sec
of Treasury.

It was called the Black Eagle Trust Fund because of the Nazi
bullion mark of the Swastika and Eagle.
97 According to some, the Black Eagle Trust Fund could not
have been set up without the cooperation of American banking
families – Rockefellers, Harrimans, Rothschilds,
Oppenheimers, Warburgs, et al.
98 According to Deputy CIA Director Ray Cline, the bullion
recovered by Santa Romana was put in 176 bank account in
42 countries.
99 Bretton Wood set up a new international clearing house, the
IMF, because it was suspected that the Bank of International
Settlements, BIS, in Zurich, was laundering Nazi loot
The US dollar was pegged at $35 for an ounce of gold, and all
other currencies were valued against the dollar.
In exchange for a $30 billion war loan, Britain took a back
seat to the US
At the end of WWII, 60% of the IMF gold belonged to the
US, which meant Washington DC could manipulate other
nations.
By 1060, other countries held US dollars far in excess of US
gold reserves. Rather than devalue the dollar, the US and
European banks formed the London Gold Pool, managed by
the Bank of England.
In 1968, France left the gold pool, and British pound had been
devalued, and private demand for gold skyrocketed. To
sustain the Gold Pool, the US shipped so much gold from Ft.
Knox to the Bank of England that the floor collapsed. Shortly
thereafter, the Gold Pool also collapsed.
The secrecy of the Black Eagle Trust was partly the concern
that it would make the price of gold collapse from its $35/oz
official price.
100 The banks that received the gold used it as an asset basis for
expansion. Some of them refused to give the gold back,
claiming the receipts were forgeries.
The gold was used as bases for gold bearer certificates, used
to bribe politicians and buy elections. Italy, Greece and Japan
almost well-known.
Lansdale at first just supervised the transfer of gold from
Subic base. Because of the weight, the Navy was used. One
source even said the reason Eisenhower appointed Andover
the Secretary of the Navy was to supervise the move.
101 Lansdale transferred to the Air Force, then went to work for
Frank Wisner, head of the CIA’s dirty tricks division, the
Office of Policy Co-ordination (OPC)
Lansdale started his career as a PR man in Hollywood, and
used that background to build a phony story of suppreessing a
Marxist Huk rebellion, He also built up a phony story about
recovering the gold, and was able to impress the Dulles
brothers.
Lansdale went to make a mess in Viet Name and Japan
The first part of the book focused on how they got the gold.
Now, let’s look at how it was used.

In Japan in 1949, the President of Japanese National Railways


was murdered after he tried to fire thousands of ex-soldiers
who had been put on the payroll in return for kickbacks to the
right-wing Yakuza. A few days later a train was sabotaged.

Both of these events were blamed on the Communists by the


American occupation and American-controlled newspapers.
Twenty labor organizers were framed. In 1970, after twenty
years, the workers won damages from the government but the
documents from the occupation remain secret to this day.
The anti-Communism fervor continued on past the end of the
cold war.
The US used the Black Gold to set up secret slush funds to
influence the Rroyal family, the ruling elite, the underworld
and support and keep a right-wing government in power.
The 1951 Japan Peace Treaty, under Article 14, specifically
exonerated any Japanese from having to pay reparations for
war-time slave-labor or confiscation.
105 The Italian elections of 1948 are another example of how
stolen loot was used to control elections.
CIA agent James Angleton recovered Ethiopian loot
plundered by Mussolini. Instead of returning it, it was used to
influence the 1948 elections in Italy.
Surplus material in Europe was sold and money given to the
Vatican, which then used it to influence Italian elections. The
Vatican bank had sheltered Nazi loot, and Hirohito’s wealth
during the war. Its bank was also named as having accounts
in Santy’s various names.
In 1960s, Angleton ran the counter-intelligence brand of the
CIA, known as the Gestapo, which had it own private slush
fund. The CIA’s budget to this day is secret.
108 Yoshio Kodama, Japan’s top underworld boss, was highly
import in gathering Golden Lily loot for Hirohito during the
war, spent two years in jail after the war, paid $100 million to
the CIA to get out two years later, and stayed on the CIA’s
payroll until his death in 1984.
120 Kishi was an indicted war criminal, and an ex-slaver and drug
lord. He kept personal control of the fund after he left office,
although Nixon claimed the fund was to be used for defense of
Japan.
Nixon also made deals with Meyer Lansky and other
underworld figures.
121 In 1952, when the occupation of Japan ended, the M-Fund
was jointly controlled by US and Japan. The Yotsuya Fund
and the Keenan Fund were folded in to it. The funds were to
be invested in Japanese industry and finance, and profits used
to keep Japanese politicians under control of the US.
124 Kishi made Tanaka Kakuei head of Ministry of Finance.
Tanaka had a talent for stealing from the citizens, who put
their money in a bank owned by the Post Office, as well as
from the Government. He put this money in to the M-Fund,
and into private accounts in Japan and Switzerland.
Tanaka ran the M-fund from 1960 to 1986

Calculated it cost the LDP $10 trillion to stay in power, from


the 1950s on.

Tanaka gave away government construction bond issues in


exchange for secret donation to the M-Fund.
130-139 Norbert Schlei was framed, as was Mrs. Barbara Jean
Bravender Ah Loo, a Caucasian America married to Chinese
Hawaiian living on less than $1080/mo Social Security in LA.
Schlei was exceptional – clerk to Supreme Court, editor of
Yale Law Journal, Deputy to Attorneyy General Kennedy in
62, helped draft Civil Rights legislation and Johnson’s Anti-
Poverty programs. Went into partnership with Hughes
Hubbard and Reed in LA when he represented Howard
Hughes, Morgan Stanley, Arco petroleum.
His clients asked him to look into attempts by Tokyo to
defraud them by using “57”s – a type of bond designed to be
fraudulent. Tokyo and DC pushed back ,and Schler ended up
debarred and a convicted felon. He was not exonerated until
he was nearly 80.
140 Philippine government denies Santa Romana ever existed.
141 Ferdinand Marcos had heard of Santy’s work. When he was
made President in 1965, he was approached by Japanese
underworld fixer Sasakawa Ryoichi, who offered Marcos a
cut, in exchange for permission to excavate.
160 Olaf Jansson was a naturalized American from Scotland. A
psychic hired by NASA to contact astronauts on the moon,
and by treasure hunters to find sunken ships.
170 Robert Curtis was a metallurgist in Sparks, Nevada who had
the technology to smelt gold and add necessary ingredients to
make it look like it had been mined in the Philippines. This
would disquise the buried treasure, which under international
law has to be returned.
At Curtis’ first meeting in the Philippines, representatives of
Nixon and Ford were also there. Curtis did not know if they
were there as US government employees, or as personal
representatives of the men.
173 Curtis saw several times more gold in the Marco’s vaults than
he thought existed in the entire world The price of gold is
kept high because of artificial scarcity.
