Abstract

The water and energy services as landscape functions in the public must be managed by the government
alone to sustain the credibility in giving hopes on Juan De la Cruz aspiration with a perfect way and pure
substance following the requirements of UNDP Sustainable Development Goals (SDG) No 6 by providing
with Clean Water and Sanitation and SDG No 7 for Affordable and Clean Energy in achieving life within
the comfort zone and accessibility without compromising the needs of the society, and as a country.

Conceptual View and Plan


According to Bolliger and Kienast (2010) and the author quoted that, “landscape function is referring to
the landscapes that provide a broad range of services to society, and among with those goods and
services can be in the form of water, environmental quality and others,” which will benefit the society of
all the services that have been provided naturally. And with the conceptual view in the landscape
function, these can be biocentric and anthropocentric aspects. The biocentric landscape function is a
natural aspect given whereas water has referred to the flows of energy, materials, and species amongst
the ecosystem components while the anthropocentric is the changes in dynamics within the landscape.
However, in the application of biocentric in this topic can be related to the water being supplied in the
National Capital Region as it was conceptualized during our late beloved President Marcos in serving the
whole community with a flow of energy that gives lives to the people who are depending on the water
and which was managed by the government properly. If ever that UNDP Sustainable Development Goals
(SDGs) are being implemented during his term, the author would say that the water and energy services
in the public which was managed by the government are in a perfect way and pure substance following
the SDGs No 6 Clean Water and Sanitation and SDG No 7 Affordable and Clean Energy achieving within
the comfort zone and accessibility without compromising the needs of the society.
The water network that supposed to be delivered for the people is a basic need and sustainable,
however, the trajectory fails during the terms from Cory Aquino to Noynoy Aquino administrations. The
conceptual elements were drastically changed because of the processes towards privatization of all public
utilities that include water in the region and this is one of the examples of anthropocentric. And with
Tongway and Hindley (2005), “monitoring may be seeking to look for evidence of landscape degradation
or of rehabilitation and the procedure needs to have equal facility in dealing with these scenarios that
may provide information for day-to-day property management.” Henceforth, a sustainable environment
should be maintained and seeks profitably towards the growth of the country’s economic landscape in
aligning with the late beloved President Marcos's vision for the nation for a quality of life sustainably.

Methodological Aspect
In every way of living as we experiencing in today’s generation, most structures and landscape functions
are keep changing over time and that can be done methodologically over biocentric and anthropocentric
which was mentioned by KKrovakova et al (2015) in his landscape function literature article paper.
And hence, the methodological way in the landscape function has been a strong connection with the
concept of ecosystem services within the landscape scale wherein this approach is very useful towards
design landscape planning and decision-making purposes according to Bolliger and Kienast (2010).
However, most of the millennial today are now educationally oriented with the help of technological
information within the competitive landscape. And that can’t be denied and controlled whatever they
want to learn in particular during our late beloved President Ferdinand E. Marcos presidency, whom he
formulated the landscape zone to sustain what the Filipino needs basically towards future generation.
Over the years of structured realms, it is sad and tearful to say that within the past 32-years from Cory
Aquino to Noynoy Aquino governance was justified and verified in their stint of administrations had failed
the way they governed the country with zero activities and infrastructure development. That supposed
for them to escalate the landscape function sustainably instead, but full of misery, graft, and corruption
on all agencies. Therefore, the overall landscape-scale of progression had been molested vehemently
with evil works and ghost projects throughout the country. So, the concerned methodological aspect that
supposed to provide a broad range of services for society becomes nuisance and deterrent at all.
In all cases of environmental management, monitoring of the landscape changes is an essential aspect to

check overtime in response to the regulatory needs and the development of the landscape functions.
Monitoring practices will give a direct output relevance to the landscape changes which might range from
individual sources unto governments as far as management decision-making is concerned.
Moreover, as part of the methods in simplifying the landscape functions is through the use of Landscape
Function Analysis (LFA) that will provide analytical information, which is, according to Tongway & Hindley
(2005) in their paper is a monitoring procedure that uses on rapidly acquired field-assessed indicators
and to assess the biogeochemical functioning of landscapes especially at the hillslope scale. And
thereafter, by providing an environmental quality with those goods and services in the landscape.

Results and Discussions


The said landscape function services become an allegation and failure because of the Oligarchs'
arrogance in the sense that they are not providing a sustainable solution to the services water crisis
happening in the country after a warning call from the beloved President Duterte. It is indeed, and sad to
say that people are suffering from this kind of countless tragedy as you can see in Photo 01 as to how
terrible they are in place only to have water in their containers for their household needs.

However, the root cause of services water allegation in the Philippines as far as water distribution is
concerned is their corrupt mindset of providing many excuses and alibis in the public that supposed to be
sustaining in giving the basic need for the consumers without compromising instead. But the 2-water
concessionaires (Manila Water and the Maynilad) have failed to provide a sustainable action for
how many times, which is not fair and just. But the worst case in the set-up is that the poor consumers
are paying the bill monthly promptly without even a cause of delay. On the other hand, the alleged 2-
water concessionaires are collecting unquestionable collectibles to the consumers since 1997 and up to
the present for their greediness ambitions until being discovered by the President. The wrong thing which
was discovered as the worst ever when the WATER was categorized as COMMODITY, and that’s the fact
according to the franchise contract being tagged as cited by our beloved President Duterte and his
speech (https://youtu.be/lfYbkyrn7MM), whereas, transparently violating the law who took the advantage
of the Filipino people. We all know that the WATER is a natural God-given resource to humankind, right?
And it is owned by the Philippine State as per the Philippine Constitutional Law and not a COMMODITY.
That means, the water is being sucked by the designed water pumps from the designed reservoir as we
called DAM (Photo 02) and this will be distributed through the engineering designed water piping network
in the country as a landscape function services for the consumers in a sustainable manner.

But to make it clear what the corrupt Oligarchs did for the WATER is not in the form as NATURAL
RESOURCES we are expecting for, but COMMODITY. And with all the allegations on water crisis, the truth
about the contract was hidden since 1997 and to date that supposed to be publicly known, but it was
President Duterte who has a pronouncement and made the step to make the information available
publicly. And that’s how the corrupt oligarchs who took advantage of the Filipino people in 22-years now.
Even OFWs are far away in their beloved country; they can see the whole picture and scenario what’s
going on in the Philippines. Through the technological information age we have now, the truth prevails
and disseminated accordingly compared to the biased mainstream media (ABS-CBN, GMA, TV5 & CNN)
we have in the Philippines who are always delivered fake news without any substance of any allegations
but conditioning the people with their self-interest in favor of the corrupt Oligarchs in the country against
the sitting President (our beloved President Rodrigo Roa Duterte). However, in less than 4-years time,
the achievement done by the administrations in the country can’t be compared to the previous
administrations after the late beloved President Ferdinand E. Marcos whereas the mainstream media does
not even tackle to inform the Filipino people with the good news but condemning him with his foul mouth
and black propaganda overtime. The truth that most of the Filipino people want a strongman that will
deliver economic prosperity, infrastructure development that will benefit his countrymen and save the
country from enemies like what President Marcos did for the state in making the Philippines a great
nation in ASIA before. A subsidy for the Filipino was always the priority of the late President Marcos, and
with him, he shared his wealth for the infrastructure projects which is out of the Philippine National
Budget. If some of the Filipinos do not believe on his greatness, the only question in keeping in mind that
they need to answer who usually protesting Marcos regime is what happened in the Philippines after
President Marcos as simple as that, and why that most of the Filipinos leave the country and suffered.
Throughout the years, the landscape function services water crises in the Philippines became viral which
was manipulated by the “DILAWAN” (Liberal Party of the Philippines), who are the worst political party
following the world order exercising in the country as well as the 2-water concessionaires (Manila Water
and the Maynilad) owned by the alleged corrupt oligarchs monopolizing the water utilities for public use.

The scenario stating that was because of Climate Change and the El Niño phenomenon conditioning the
Filipino people due to the summer season as well as for them, to blame it for our beloved President
Duterte and his administrations. However, the right thing with the President, he has a political will and
way to find out the reasons why WATER CRISES is happening in the country and does not even listen to
the Oligarchs alibis and excuses but an investigation silently on what was the history behind the situation.
It is not being called WATER CRISES but through the regulatory board agency also towards design
landscape planning and decision-making purposes, resulting to MWSS (Metropolitan Waterworks and
Sewerage System) failure of the demand in finishing with the undergoing projects that supposed to be

during Aquino Administration completion until President Ramos. But that was because of graft and
corruption practices within the agency manipulated by the oligarch's owner of Manila Water and the
Maynilad concessionaires, the El Niño strategic phenomenon was made as to their alibis, which is NOT at
all and delivered fake news, again, from the mainstream media reports. Since the situation was brought
into chaos, the residence of Metro Manila complaints became viral, and the news was suspicious when
the National Water Resources Board (NWRB) Executive Director Sevillo David Jr. investigated and if not
with the President the people were already brainwashed with their postured statements delivered by the
concessionaires. Moreover, for more information that the Angat Dam (Photo 02) has been used as a
water reservoir and distributed by the MWSS (Metropolitan Waterworks and Sewerage System) for the
two water leading concessionaires which is the Maynilad and Manila Water Companies owned by the
corrupt Oligarchs in the country. The Oligarchs were risen after the late President Marcos, which was
created by one of the dumb presidents in the country (Cory) whereas all of the government-owned public
utilities, power plants and properties (projects sustained by the late President Marcos) that were being
provided for the Filipinos for a sustainable quality of life instead, the dumb president were sold to them.
And all these problems were initiated by the dumb presidents of the Philippines from Cory Aquino until
Noynoy Aquino, and that’s the reason why all Filipinos are being suffered for 32-years, and the
Philippines became poorer until we have a President Rodrigo Roa Duterte in 2016, but thanks to God!
That’s the worst story ever happened in the country why most of the Filipinos leave the country, also,
that was because of having unfair governance, worst leadership, graft and corruptions from Cory Aquino
until Noynoy Aquino administrations. And hence, the rise of OFW (Overseas Filipino Workers) multiplies
to earn more money, not for the country but their beloved families.

Conclusion
The topic is too broad to discuss the realization of the alleged water crises happening in the country.
Nonetheless, the process becomes unjustifiable and questionable water services for consumers back and
forth, and with all the cases, the President identified the allegations for many reasons that had been
molested the Philippine economic landscape for decades, which is being paid by the consumers for such
collectibles without justifications that had been lifted to a more complicated to more alibis and excuses
since 1997 and date. The alleged water crises formed into the graft and corrupt practices as milking pot
of the 2-water concessionaires (Manila Water and the Maynilad) for their purpose of greedily
owned by the corrupt oligarchs in the country (Pangilinan and Ayala) and that was named by the
President who monopolizing the water utilities for public use that supposed to have a sustainable life.
Moreover, Landscape Function in the Role of Water Conservation that supposed to be for the
Filipino people – hence, this does not work at all. But God is good, the good thing today, we have
beloved President Rodrigo Roa Duterte who has a political will, a strongman and has a vision for the
Filipino to sustain a comfortable life and to the Philippines within the landscape function services.
Without him, the country will be failed and suffer forever because of the greedy Politicians, corrupt
Oligarchs, and Aquino’s cronies who want to stay in power. And because of President Duterte, the
failures of the previous administrations in the past 32-years (from Cory Aquino until Noynoy Aquino) have
known and spread throughout the world what they did to the country. Again, full of graft and corruption
especially on the view on the landscape function services water into a crisis notion that has been
monopolized and managed by the corrupt oligarchs, misgoverned, narco-state incremental, profound
criminality, and therefore, the Philippine economic landscape went down drastically and suffers a lot.

Recommendations
With all the aspirations happening now and all the changes have been done in the country under our

beloved President Rodrigo Roa Duterte, the landscape function process in terms of goods and services,
has been successfully delivered environmentally in sustaining the possible means by providing a quality of
life throughout the country. And the good thing we can have and learn in our journey is to have a leader
like the late beloved President Ferdinand E. Marcos and now with President Duterte that will give hopes
that can be done the impossible tasks, and that is, political will and love to the environment.
Landscape function in the role of water conservation will have a sustainable environment that should be
maintained and seeks profitably towards the growth of the country’s economic landscape in aligning with
the late beloved President Marcos's vision for the nation by providing a quality of life sustainably.

Therefore, in the landscape functions on both goods and services we learned and the difference between
biocentric and anthropocentric aspects in aligning with the ecological needs on whatever concept changes
must be implemented accordingly. Following the required law and order towards a sustainable
environment that every citizen deserves to live and just is the essential means that can offer.
