Call Setup Success Rate is the percentage of Successful TCH Seizures out of
total Call Setup Attempts. Congestion on Traffic/Signalling channels as well as
abnormal releases of signalling channels during call establishment reduce the
call set-up success rate.

Meaning:
When an MS requires network services, it sends the BTS a CHAN REQ message on the
RACH. After receiving this message, the BTS reports a CHAN RQD message to the BSC for a
dedicated channel. The counters measure channel access due to different causes.
Trigger:
As shown in Figure 1-1(A), the measurement is triggered when the BSC receives a CHAN
RQD message from the BTS where the target cell is located. The measurement is based on the
access cause.

Meaning:
In the immediate assignment procedure, an MS reports a FIRST SABM frame to the BTS on
the seized signaling channel (SDCCH, TCHF, or TCHH). Through this frame, the MS notifies the
BTS that the radio link layer has entered the multiframe link setup state. The BTS returns a UA
frame to the MS and sends the BSC an EST IND message to notify the BSC that the link is
established on the Um interface.
After link setup on the air interface, counter A3039J: SDCCH Seizures for Speech Service is
measured for speed service.
In the immediate assignment procedure, the BSC sends an IMM ASS CMD message to an
MS and triggers a timer. If no EST IND message is received within scheduled time (10 seconds by
default), the BSC measures the counters related to the timeout of call setup indications.
Trigger:
As shown in Figure 1-1 (C), the measurement related to call setup indications is triggered when
the BSC receives an EST IND message from the BTS where the target cell is located. This
measurement is based on the channel type, the value of the service request message, and the number of
seized SDCCHs for speech service.

Meaning:
After an MS occupies a channel, the BTS sends an ERR IND message to the BSC because of
radio link errors. Call drops occur on the Um interface. When receiving the ERR IND message
with a cause value of timer T200 expired (N200+1) times (0x01), unsolicited DM response,
multiple frame established state (0x05), or sequence error (0x07) in it, the BSC measures the call
drop counters related to ERR IND. The measurement is based on the channel type (SDCCH,
TCHF, or TCHH), service type (signaling or traffic), and cause value.
Trigger:
The measurement of call drops is triggered when a call drop occurs. The measurement of
successful connections is triggered when the called party answers.
Meaning:
In an SDCCH immediate assignment procedure, the BTS sends a channel activation success
message to the BSC. After receiving this message, the BSC regards that the assignment of
SDCCH succeeds. In an SDCCH handover procedure, the BTS sends a handover detection
message to the target cell. After receiving this message, the BSC regards that the assignment of
SDCCH succeeds. This counter applies to the previous two cases.
Trigger:
None.
Meaning:
This counter measures the number of successful TCH (traffic channel) seizures by the MS.
Trigger:

Meaning:
This counter measures the number of TCH (traffic channel) seizure requests received by the
BSC from the MSC.
In the immediate assignment procedure, the BSS assigns a signaling channel to an MS. After
the RR connection between the MS and the BSS is established, the MS establishes the MM and
the CC connections with the MSC through the signaling channel. Based on the CC connection
request from the MS, the MSC assigns terrestrial resources to the MS and specifies available
channel types in an ASS REQ message.

The measurement is triggered when the BSC receives an ASS REQ message from the MSC,
as shown in Figure1-2. The measurement is based on the channel type and the access cause carried
in the message.

communications out of the Total TCH communications (including successful
call setups and incoming Handover ).

Meaning:

or TCHH), service type (signaling or traffic), and cause value.
In multiframe link setup status, the BTS sends a REL IND message to the BSC after receiving the
DISC frame from an MS. Call drops occur on the Um interface. The BSC measures the call drop
counters related to REL IND on the basis of the channel type (SDCCH, TCHF, or TCHH), service
type (signaling or traffic), and cause value.
After an MS occupies an SDCCH, it sends a measurement report to the network every 470 ms.
After an MS occupies a TCH, it sends a measurement report to the network every 480 ms. If the
BSC does not receive any measurement report within scheduled time (five minutes by default),
call drops occur on the Um interface. The BSC measures the call drop counters related to no
measurement reports based on the channel type (SDCCH, TCHF, or TCHH) and the service type
(signaling or traffic).

After an MS occupies a channel, the BTS sends a CONN FAIL IND message to the BSC because
of radio link connection failure. Call drops occur on the Um interface. When receiving the CONN
FAIL IND message with a cause equipment failure (0x20) or terrestrial channel failure (0x22), the
BSC measures the call drop counters related to hardware failure on the basis of the channel type
(SDCCH, TCHF, or TCHH), service type (signaling or traffic), and cause value.
After an MS occupies a channel, the BSC measures the call drop counters related to equipment
failure on the basis of the channel type (SDCCH, TCHF, or TCHH) and the service type (signaling
or traffic) if a release procedure is initiated because of BSC internal errors.
After an MS occupies a channel, a forced handover is initiated but failed. If the release procedure
is required, the BSC measures the call drop counters related to the forced handover based on the
channel type (SDCCH, TCHF, or TCHH) and the service type (signaling or traffic).
After an MS occupies a channel, a release procedure is initiated if the resource check fails. The
BSC measures the call drop counters related to the resource check based on the channel type
(SDCCH, TCHF, or TCHH) and the service type (signaling or traffic).
After a call is established, a conversation begins if the called party answers. If a call drop occurs
for a certain reason, the BSC measures the related call drop counters after a conversation begins
based on the channel type (TCHF or TCHH).

(signaling or traffic), or status (stable or HO) when the BSC sends a CLR REQ message to the
MSC.

The measurement of call drops is triggered when a call drop occurs. The measurement of
successful connections is triggered when the called party answers.

equal to the range 3.2% to 6.4% (or equivalently greater than or equal to value
of 5 on conventional 0-7 scale for Rx Qual) as evaluated from a complete
SACCH block.
Threshold value indicates the maximum limit for the percentage of samples
lying within the above defined signal quality range.

neighbor cell gets the status of a better server than the existing cell.

Meaning:
In an immediate assignment procedure or a handover procedure, the BSC triggers the counter
when the MS or MSC requests an SDCCH from the BSS but no SDCCH is available.
Trigger:
None.
Meaning:
In an immediate assignment procedure, the MS requests a channel from the BSS. In an
inter-BSC incoming handover procedure, the MSC requests the BSS to allocate a channel for the
MS. In an intra-BSC incoming handover procedure, the BSC requests a channel from the BSS.
In the procedures mentioned previously, the BSC triggers the counter after receiving a
request for SDCCH.
