Finance Minister Nirmala Sitharaman on Thursday announced a formal government guarantee on
the securities receipts that the planned ‘bad bank’ will issue to banks as it takes on non-performing
assets from their books. The government guarantee will be Rs A, she said.
The Union Cabinet on Wednesday cleared a proposal to provide government guarantee to security
receipts issued by the NARCL as part of resolution of bad loans, Sitharaman said at a press briefing
in New Delhi. NARCL proposes to acquire stressed assets of about Rs 2 trillion in phases within
extant regulations of RBI. NARCL will pay up to 15 per cent of the agreed value for the loans in
cash and the remaining 85 per cent would be government-guaranteed security receipts.
"Substantial amount of NPAs continue on balance sheets of banks primarily because the stock of
bad loans as revealed by the Asset Quality Review is not only large but fragmented across various
lenders. High levels of provisioning by banks against legacy NPAs has presented a unique
opportunity for faster resolution," said Ministry of Finance on the rationale for setting up the bad
bank.
The Finance Minister in Budget 2021-22 announced that the high level of provisioning by public
sector banks of their stressed assets calls for measures to clean up the bank books. The guarantee
will be valid for 5 years. "15% cash payment will be made to banks for NPAs based on some
valuation, 85% will be given as Security Receipts. For Security Receipts to have their value intact,
Govt has to give a backstop arrangement, hence the govt guarantee of Rs. A cr cleared by Union
Cabinet," said Sitharaman.
In 2015, an asset quality review of banks had happened, this review revealed a high incidence of
Non-Performing Assets (NPAs). In last six financial years, the govt's 4Rs strategy - ___ - was
executed, after this banks have recovered Rs 5,01,479 crore," added Sitharaman.
PSBs will maintain 51% ownership in NARCL. IDRCL is a service company/operational entity,
which will manage the asset and engage market professionals and turnaround experts. PSB and
Public FIs will hold a maximum of 49% stake and the rest will be with private sector lenders. The
NARCL will acquire assets by making an offer to the lead bank. Once NARCL’s offer is accepted,
then, IDRCL will be engaged for management and value addition. Capitalisation of NARCL would
be through equity from banks and NBFCs. it will also raise debt as required.The GoI guarantee
will reduce upfront capitalization requirements.

___ has launched the world’s first crew of “amateur astronauts” on a private flight to circle Earth
for three days.
Wednesday night’s successful launch marked the most ambitious leap yet in space tourism. It’s
the first chartered passenger flight for Elon Musk’s space company and the first time a rocket
streaked toward orbit with a crew that contained no professional astronauts.

The UK, US and Australia have announced a historic security pact in the Asia-Pacific, in

It will let Australia build nuclear-powered submarines for the first time, using technology provided
by the US.

In a move to provide relief to companies such as Vodafone Idea that have to pay thousands of
crores in unprovisioned past statutory dues, the Union Cabinet has approved a crucial package for
the telecom sector.
The wide set of measures proposed entail reforms for the ailing sector by way of granting
moratorium on unpaid dues, redefining AGR prospectively and cut in Spectrum Usage Charges.
Telecom Minister A briefed the media on decisions taken by the Union Cabinet at its meeting held
today. Vaishnav said nine structural reforms for the telecom sector were approved.

While 2020 — a year marked by months of a national lockdown due to the pandemic — saw fewer
“traditional crimes” such as those committed against women and children, among others, it
witnessed a big spike in civil conflicts.
According to the latest data on ‘Crime in India’ released by the NCRB, communal riots registered
an increase of 96% in 2020 over the previous year. Similarly, caste riots saw an increase of close
to 50%, agrarian riots 38% and riots during ‘andolan/morcha’ increased by 33%.
The report says that due to the complete lockdown from March 25 and May 31 last year, the
number of cases registered for crimes against women, children and senior citizens, theft, burglary,
robbery and dacoity, among others, dropped by about 2 lakh. Murder registered a marginal increase
of 1% even as offences falling under the category of “violent crimes” decreased by 0.5%.
