1.1 Summary of the Works:
Name and description of the Project:

Name of Project: Asphalt Overlay of Addis Ababa-Gohatsion Road Project:


Contract 3: Km 102+000 to km 177+147 (Fiche-Gohatsion).

Description of the Works: The project road is located in Oromia Regional State
and is part of the main road from Addis Ababa to Gondar through Fiche,
Dejen, Debremarkos and Bahirdar. The project consists of an Asphalt Overlay
work from Fiche to Gohatsion (Contract 3: from 102+000 to km 177+147). The
project is 75.06 km long and the work consists of an asphalt overlay work
with Asphalt Concrete surfacing including pre-overlay work, maintenance of
damaged road and Major and Minor drainage structures.
1.1 (a) Add the following to Clause 1.1(a)
Maintenance Services shall be referred to as Management and Maintenance
Services and consist of (1) Routine Maintenance and Periodic Maintenance Works
required to be carried out to achieve and maintain the required Levels of Service and
achieve the specified performance measures and (2) Management Services required
to monitoring, planning, programming, management, quality control and reporting
needed for effective execution of the Design, Improvement and Maintenance Works.
1.2 Period of Completion: The Completion time for the Contract is ten
(10)calendar years from the Start Date of the Contract under which the first
three (3) years will be for undertaking of Overlay Woks from the start date
and the remaining 7 (Seven) Years will be for Road Asset Management And
Maintenance Period as per Separable Portions detailed below:

Separable Portion 1: One (1) calendar year from the Start Date of the Contract

The completion time for the periodic overlay Works for each Separable
Portion is as defined in the Specifications – PART A. Periodic Overlay Works
that failed to achieve verified substantial completion within these time frames
will have liquidated damaged applied in accordance with GC Clause 47.1

5.2(e) The Joint Venture Agreement shall, as a minimum, show a joint and several
liability clause, the proposed administrative arrangements for the
management and execution of the project, the duties, responsibilities and
share of each partner, the authorized representative of the joint venture shall
also be included.

9.1 In addition to the list of Bidding Documents, and in accordance with the
provisions of Sub-clause 11.1 of Instructions to Bidders, the following
documents shall be available for inspection by Bidders, at the offices of ERA

Engineering Report
Soil and Materials Report;
Hydrological/Hydraulics and Structural Design Report and

The Bidders’ attention is drawn to the fact that the above documents are
available to them for information purpose only, and they are not part of the
bidding documents nor will form part of the contract to be signed with the
successful bidder.

13.1 13.1 The Financial Bid shall comprise the following:

(a) Letter of Financial Bid;

(b) Appendix I to Financial Bid: Schedules of Adjustment Data


(Forms C, D and E), and

(c) Appendix II to Financial Bid: Payment Schedules A to C.

14.1 Replace Clause 14.2 with the following:

Bidders shall (i) fill in rates and prices for all items of Works and Services
described in the Bill of Quantities (BOQ) for Periodic Maintenance Works (ii)
submit a Lump Sum price for this contract as per the Letter of Bid which
includes Management and Maintenance Services, and the Total Price of the
BOQ for Periodic Maintenance Works. The Payment Schedules provided in
Section IV – Bidding Forms serve to define the basis of payment for the Lump
Sum percentages applied to each work category.
14.4 The Contract is subject to price adjustment as outlined in the Appendix to Bid
and clause 70 of the Conditions of particular applications.

15.1 Currency of Bid:


Bidders shall quote entirely in the currency of the Employer’s country.

16.1 Period of bid validity

The period of Bid Validity shall be 120 days from the latest date for submission
of bids, extended, if applicable, in accordance with the provisions of sub-
clause 22.2 of the Instructions to Bidders.
