BILLS OF QUANTITIES
Preamble to the Bills of Quantities

1. The priced Bills of Quantities shall be read in conjunction with the general conditions of
contract, the conditions of particular application, the Technical Specifications and the
Drawings.

2. The quantities given in the priced Bills of Quantities are estimated and provisional, and are
given to provide a common basis for Bidding. The basis of payment will be the actual
quantities of work ordered and carried out, measured in accordance with the provisions of
the conditions of contract, Clauses 55, 56 and 57, together with the method of measurement
defined in this Preamble and in the relevant sections of the Specifications and valued at the
rates and prices entered in the accepted priced Bill of Quantities, where applicable, and
otherwise at such rates and prices, as the Engineer may fix within the terms of the Contract.

3. General Provisions.

3.1 General directions and descriptions of work and materials are not necessarily repeated
or summarized in the Bills of Quantities. Reference to the relevant sections of the
contract Documents shall be made before entering price against each item in the Bills
of Quantities.

3.2 A rate or price shall be entered against each item of the priced Bills of Quantities. The
cost of items against which the Contractor has failed to enter a rate or price shall be
deemed to be distributed among the rates and prices entered for the related items of
work.

3.3 The whole of the cost of complying with the provisions of the contract shall be included
in the items provided in the priced Bills of Quantities, and where no items are provided,
the cost shall be deemed to be distributed among the rates and prices entered for the
related items of work.

3.4 Provisional sums, items, bills and amounts, if included, shall be expended as a whole, in
part or not at all, the direction and discretion of the Engineer, in accordance with Sub-
clause 52.4 and Clause 58 of the Conditions of contract.

3.5 On completion of the Works the contractor shall be responsible for restoring camp
sites, work areas, borrows, quarries, and other elements of the environs of the works,
to a clean, neat and tidy condition, and insofar as is possible, to a condition similar to
that prior to commencement of work. All costs of so doing shall be deemed to be
included in the rates and prices bid for related items of work.

3.6 The contractor shall be deemed to have included, in his rates and prices, allowance for
all samples and sampling, transportation of samples, testing and reporting of results
specified and to be reasonably inferred from the Technical Specifications, drawings and
other Contract Documents.

4. Method of Measurement

4.1 The method of measurement of completed works for payment shall be in accordance
with the Technical specifications, except where otherwise provided.

4.2 Measurement shall be carried out on the basis of dimensions and tolerances given in
the Technical Specifications and in the drawings, except when otherwise instructed by
the engineer.

4.3 If the actual measurements exceed the measurements indicated in the Technical
specifications and/or the Drawings, except when specifically directed by the Engineer
the excess shall not be included in the measure for the purposes of payment. If
measurements are less than the measurements required in the technical Specifications
and/or the Drawings, then the Works technically acceptable, and provided there is no
provision to the contrary in the contract documents. All measurement shall be
according to the Metric system except where otherwise specifically provided. Except
where clearly otherwise intended and when agreed by the Engineer, all measurements
for length, area or volume calculations will be made horizontally, and along the road
center line where longitudinal measurement is required. No deduction shall be made
for individual features in the pavement having an area of one square meter or less. All
transverse measurements for area or volume calculations for earthworks and for
pavement courses shall be made horizontally. In computing volumes of excavation,
embankment and borrow, the average end area method shall be used.

4.4 Quantities of materials wasted or disposed off in a manner not called for under the
Contract, or rejected loads of materials, including material rejected after it has been
placed by reason of the failure of the material to confirm to the requirements of the
contract, or material not unloaded for the transporting vehicle, or material placed
outside the lines and dimensions indicated on the Drawings, or as otherwise instructed,
or material in excess of requirements after completion of construction will not be paid
for, and such material shall be disposed off without cost to the Employer.

5. Rates and Prices Inclusive

5.1 The rates and prices included by the contractor in the priced Bills of Quantities, shall
include all freight costs, custom duties, import duties or taxes, rate bills, pilotage,
landing charges, wharfage, and all other associated charges in respect of any thing
provided by it for the purposes of the contract.

5.2 The rates and prices included in the priced Bills of Quantities shall, except insofar as is
otherwise provided under the contract, include the cost of all constructional
equipment, labour supervision, materials, transportation, erection, maintenance
insurance, profit, taxes and duties, together with all general risks, liabilities and
obligations set out in or reasonably to be inferred from Contract, together with all
other costs incidental to the proper completion of the Works.

5.3 By way of illustration, but in no way limiting, the rates and prices included in the bills of
Quantities shall include, in addition to the basic costs of provision of all equipment,
labour and materials and transportation as well as Contractor's profit etc., the cost of
the following:

a) The provision at the Site of all necessary plant and equipment, maintenance, fuel
temporary works, testing samples and labour necessary for testing materials and the
completed Works, as Specified, including adequate, transportation for samples and
for field testing personnel and their equipment, the laboratory and all associated
equipment;

b) The provision of all site offices, workshops, storage facilities, furnishings, fittings and
equipment, fuel, maintenance and all other things for the Contractor and not
provided by the Employer;

c) The supply of all necessary electrical power, water, gas, sewerage and waste
disposal;

d) The supply and processing of all materials, including, where applicable, materials
search, site investigation, preliminary and confirmatory materials testing, site
clearance, removal and disposal of overburden stockpiling and stockpile handling,
loading and hauling, crushing, screening, mixing, processing, storing, the provision
of water, compaction, finishing and the restoration of all borrows and quarries and
other areas of the Site to a condition satisfactory to the Engineer;

e) Illumination of the site;

f) Costs of all royalties, licenses, insurance's rent, hire and the like in connection with
the Works, all taxes except VAT which shall be separately shown and added to the
final offer, customs duties, excise duties, stamp deities, and any other Government
and Municipal taxes, dues or other charges;

g) All staff salaries and all other allowances, including, when appropriate, leave pay,
traveling expenses, medical attention and treatment and ambulances;

h) All costs of the provision and use of national and international communications;

i) Surveying, survey controls, setting out together with the costs of all associated
equipment, consumable survey materials and transportation, both for the
contractor and for the Engineer;

j) Preparation of all necessary construction and as-built drawings, for road works,
structures and other associated works, including all such work as surveying, soils
investigation, boring, design calculations, drawing and measurement;

k) Accommodation of site and public traffic throughout the construction period,


including, where appropriate, maintenance of existing roads, construction and
maintenance of temporary access and diversion roads and the provision of
assistance to the traveling public;

l) Rectification of all defects resulting from works not being in accordance with the
Contract, which become apparent before or during the Defects Liability Period.

6. Day work Schedule

6.1.1 In accordance with the provisions of the conditions of contract the Engineer may instruct
that varied work be undertaken on a daywork basis. Work shall not be executed on a
daywork basis except by written order of the Engineer. The rates entered against the
various items of the daywork bill shall apply to any quantity of work ordered by the
Engineer. Quantities of work indicated against items of the dayworks bill are nominal, and
the extended total of the day works bill, carried forward to the Summary may be expended
as a whole, in part, or not at all, at the decision of the Engineer. Payments for daywork
shall be subject to price adjustment in accordance with the provisions of the Conditions of
Contract.

6.2 Labor

6.2.1 In calculating payment due to the Contractor for execution of daywork, the hours for labor
will be reckoned from the time of the arrival of the labor at the job site to execute the
particular item of daywork, to the time of departure from the job site, but excluding meal
breaks and non working periods. Only the time spent working by those classes of labor
directly engaged in the daywork ordered by the Engineer, and who are considered
competent, by the Engineer, to perform such work, will be measured. The time of local
gangers actually doing the work with the gangs will also be measured, but not the time
spent by foremen or other supervision personnel.

6.2.2 The Contractor shall be entitled to payment in respect of the total time that labor is
employed on daywork, calculated at the basic rates entered in the daywork bill. The rates
for labor shall be deemed to cover all costs to the Contractor including (but not limited to)
the amount of wages paid to such labor, transportation time, overtime, subsistence
allowances, and any sums paid to or on behalf of such labor for social benefits in
accordance with local law, as well as Contractor’s profit, overheads, superintendence,
liabilities and insurance and allowance to labor, timekeeping and clerical and office work,
the use of consumable stores, water, lighting and power, the use and repair of stagings,
scaffolding, workshops and stores, portable power tools, manual equipment and tools;
supervision by the Contractor’s staff, foremen and other supervisory personnel; and
charges incidental to the foregoing. The rates are stated in local currency, but payment will
be made in the same portions of local and foreign currencies as are defined in the general
conditions of contract.

6.3 Materials

6.3.1 The Contractor shall be entitled to payment in respect of materials used for daywork
(except for materials for which the cost is included in labor costs as detailed heretofore), at
the rate entered in the daywork bill in respect of materials and shall be deemed to be all
inclusive of all costs, obligations, risks, overhead charges and profit as follows:

a) the rates entered in the daywork bill for materials shall be deemed to include provision
freight, insurance, handling expenses, damage, losses etc., and shall provide for delivery
to store for stockpiling at the Site. The rates are stated in local currency but payment
will be made in the same portions of local and foreign currencies as are defined in the
general conditions of contract.

b) the cost of hauling materials for use on work ordered to be carried out as daywork from
the store or stockpile on the site to the place where it is to be used will be paid in
accordance with terms for labor and constructional equipment.

6.4 Constructional Equipment

6.4.1 The Contractor shall be entitled to payments in respect of constructional equipment


already on site and employed on daywork at the basic rental rates entered in the daywork
bill in respect of constructional equipment. The said rates shall be deemed to include due
and complete allowance for depreciation, interest, indemnity and insurance, repairs,
maintenance, supplies, fuel, lubricants, and other consumables, and all overhead profit and
administrative costs related to the use of such equipment. The cost of drivers, operators
and assistants will be deemed to be included in the rates entered for constructional
equipment.

6.4.2 In calculating the payment due to the Contractor for constructional equipment employed
on daywork, only the actual number of working hours will be eligible for payment, except
that, where applicable and agreed with the Engineer, the travelling time from the part of
the site where the construction equipment was located when ordered by the Engineer to
be employed on daywork and the time for return journey thereto shall be included for
payment.

6.4.3 The basic unit rates for constructional equipment employed on daywork are stated in local
currency but payments to the Contractor will be made in same portions of local and foreign
currencies defined in the General Conditions of Contract.

6.5 Dayworks Payment Items

Dayworks payment items shall be as provided for in the Bill of Quantities.
