Kami po na samahan ng SOUTH NAGTAHAN NEIGHBORHOOD ASSOCIATION, INC (SNNAI) na mga


naninirahan sa South Nagtahan, Paco Manila, ay humihiling na magkaroon ng Buwis (Property Tax) sa aming
mga na-itayong tahanan sa Barangay 830, Zone 90, District VI.

Kami po lahat na may tahanan sa nasabing lugar ay mga retirado ng gobyerno at may aktibong sundalo.

Ang lahat po na tahanan na nagawa ay walang Building Permit, na aming na-itayo sa isang bakanteng
lote ng National Government na naka-rehistro sa Commonwealth ng Pilipinas na may Proklamasyon numero
510 na may petsa Desyembre 20, 1965.

Na sa kasalukuyan po ito ay ina-applayan namin ng Presidential Proclamation.

Nang dahil dito kami po ay humihiling na sana po ay mapagkalooban kami ng pagbabayad ng Buwis
(Property tax) na magsisimula sa kasalukuyang Taon.

Na kami po na 146 residente (house owner) ay dumadalangin at uma-asa na mapagbibigyan kami sa


aming kahilingan at makatulong din kami sa Lokal na pamahalaan sa makokolektang buwis sa aming tahanan.

Dear Sir,

We, the South Nagtahan Neighborhood Association, Inc. (SNNAI) would like to request your good
office for the granting of Real Property Tax, which is composed of residents of Barangay 830 South Nagtahan
Paco, Manila.

This parcel of land was initially reserved for the use of the National Government with Transfer
Certificate of Title No. 57796 and registered under the name of Commonwealth of the Philippines with
Proclamation no. 510 dtd December 20, 1965 ( refer to annex A ).

The area we are pertaining to is the 10,830 Sq.meter2 located at Lot 4 Block 939 and currently has
146 houses structures with Vicinity Map , This area excludes the AFP-PSG Apartment- type Housing and AFP
Commissary ( refer to annex B ).

In view of the foregoing, we are appealing to the head of City Assessor to issue us a Real Property Tax
of the structures we are presently occupying ( attached Certification, list of bona-fide residents).

We look forward for your kind assistance and appropriate action on this matter.

Dear SIR,

We, the residents of South Nagtahan Neighborhood Association, Inc. (SNNAI) situated at Barangay
830, Zone 90, District VI South Nagtahan Paco, Manila, would like to appeal on your good office to help us, to
grant a Certification from Commission on Higher Education (CHED) RONALD L. ADAMAT, as one of our
requirement for propose Land Proclamation of the area we are occupying, a Government lot reserving for the
use of the Philippine College of Commerce. ( attached copy of Proclamation No. 510 (annex A)

By applying Land Proclamation we need to follow the DENR MC number 97-02 provides the following
checklist; ( annex B )
1. Comments and recommendation by the following pertinent entity;
a. Secretary of Health (DOH)
b. Secretary of DPWH
c. Secretary of CHED

At present we have secured favourable Certification from Department of Health (DOH) and a Certification
from Department of Public Work and Highway (DPWH) . ( annex C)

This is the chronology of actions taken by the association (SNNAI) as we appeal for re-consideration for
the proposed Land Proclamation;

1. Created and organized South Nagtahan Neighborhood Association, Inc. (SNNAI) and its By-Laws dated April
2002 (annex D).

2. Made an appeal letter addressed to former President Gloria Macapagal Arroyo dtd Jan 04, 2004 (annex E)

3. Received a response letter from DENR to identify the Transfer Certificate of Title (TCT- 57796) known as
Commonwealth of the Philippines dtd May 12, 2004 (annex F).

4. The Department of Environment and Natural Resources (DENR) findings the identity of lot, research and
verification the TCT # 57796 in the name of Commonwealth of the Philippines, and also advised to secure
clearance from DOH dtd Sept 27, 2004. (annex G).

5. Endorsement of Presidential Commission for the Urban Poor (PCUP) to DOH to conduct inspection in our
area if suitable for human habitation, DOH clearance approved, NO Objection. (annex H)

6. Based on the findings and Recommendation of DPWH, the parcel of land registered in the name of
Commonwealth of the Philippines containing an area of 10,830 SQ.M situated in Barangay 830 Zone 90
District 6, we are occupying has NO FUTURE or IMPENDING INFRASTRUCTURE PROJECT, the DPWH interposed
NO Objection dtd August 11, 2004.(annex I)

8. Endorsement letter of PCUP Chairman addressed to Housing and Urban Development Coordinating Council
(HUDCC) attn: Head Pre- Proclamation Group, to lead and initiate an inter-agency committee to prepare on-
site development for socialized housing in favour of the actual occupants, the legal basis under Section 5c Art.
11 of RA 7279, and EO 131 which states that “ government owned lands which have not been used for the
purposes for which they have been reserved or set aside for the past 10 years from the affecting of UDHA
including government owned idle lands and alienable lands of the public domain and are suitable for socialized
housing shall be subject to disposition in favour of UDHA beneficiaries or for socialized housing purposes”
signed by Her Excellency President Gloria Macapagal Arroyo, dated October 01, 2002. (annex J)

9. BGen. Delfin Bangit the former PSG Cmdr wrote a letter to Dir. Corazon Davis CESO III DENR NCR, that our
area be of critical importance to the security of the seat of government dtd Sept 05, 2005. (annex K)

10. A Letter from DENR-NCR addressed to HUDCC to properly coordinate with the PSG to identify/segregate
the area occupied by SNNAI and the critical importance to the security of the seat of government dtd Jan 11,
2006 (annex L)

11. A letter from HUDCC to initiate a consultation meeting dtd Feb 16, 2006 (annex M)

12. A letter from DENR, advising SNNAI to request a re-consideration from PSG with regards to its opposition
to the issuance of a Land Proclamation dtd April 07, 2006. (annex N)

13. SNNAI letter addressed to BGen. Bangit appealing for reconsideration and cited the same explanation
contrary to his comment, there was no response until he was relived at PSG dtd May 15, 2006. (annex O )

14. Another appeal of re-consideration during the time of COL. ROMEO PRESTOZA, dtd Oct 06, 2006, there
was also no response. (annex P )

15. Another notice letter from PCUP to initiate an inter-agency meeting dated Feb 20, 2007 (annex Q)

16. Letter addressed to BGen. ROLANDO JOSELITO D. BAUTISTA praying for a re-consideration to issue a
certification in favour to SNNAI dtd Feb 23, 2017, no response. (annex R)

Since the opposed objection of BGen. Bangit dated Sept 05, 2005, that the parcel of land to be critical
importance to the security of the seat of government, the processing of documents and consultation to
different agencies was stopped.

With all attached pertinent papers, and information given to your good office, we pray and believe that
Presidential Security Group (PSG) will issue a certification favour to SNNAI.

Dear Sir,
We, the South Nagtahan Neighborhood Association, Inc. (SNNAI) which is composed of residents of Barangay 830 South
Nagtahan Pandacan, Manila, request your office for the granting of a CERTIFICATION for proposed land proclamation
of the area we are occupying.
This parcel of land was initially reserved for the use of the National Government with Transfer Certificate of Title No.
57796 and registered in the name Commonwealth of the Philippines.
The area we are pertaining to is the 10,830 Sq. M located at Lot 4 Block 939 and currently has 120 house structures. This
area excludes the AFP-PSG Apartment –Type Housing and AFP Commissary. (refer to Annex ). A
This certification is necessary so that the Department of Environment and Natural Resources (DENR) can start surveying
our area, to complement the requirement for the proposed Presidential Proclamation which is still pending as of the
moment.(refer to Annex ) B
As a back-grounded, during the administration of President Corazon Aquino (1986-1992), we were part of the pioneer
personnel of the Presidential Security Group (PSG). Back then, we were unable to avail the apartment type housing of
PSG and so we were permitted, through verbal instruction by then PSG Group Commander, to construct houses in this
Area in our own personal capacity.
We have lived for almost 29 years in this Area, and within this period, we have tried to secure the requirements for a
possible Land Proclamation.

In fact, we had conducted series of meetings with the following various government agencies regarding this matter.

Presidential Commission for the Urban Poor (PCUP)
Housing and Urban Development Coordinating Council (HUDCC)
National Housing Authority (NHA)
Presidential Security Group (PSG)
Department of Environment and Natural Resources (DENR)
Metro Manila Development Authority (MMDA)
City of Manila
After these series of meetings, we were advised to secure certain certifications from the office of the Department of
Health (DOH), of the Department of Public Works and Highways (DPWH) and of the Presidential Security Group (PSG).
So far, we have secured favourable certifications from DOH and DPWH. (Refer to Annex) D
In light of this, we are requesting for the Certification issued by the PSG, in favour of our request.
We are aware that the PSG considers our Area of critical importance to the security of the Seat of Government. In our
defense, since 1988 to present, the PSG has not encountered any problem from us, the residents of this Area. We have
always maintained peace and orderliness in our Area.
Please be reminded also that most of the residents of this Area were once members of PSG while some are still in active
service. We are law abiding citizens and commits to be always a cooperative group to the Presidential Security Group
(PSG).
We are hoping and praying that our PSG Commanding General, will help us in addressing our concern, by issuing us a
CERTIFICATION for proposed land proclamation

The positive result of two times inter-agency meeting, per advised the association as required must secured some
CERTIFICATION for proposed proclamation for the purpose of socialized housing project from the office of;

DOH – No interpose, No Objection to the proposed Presidential Proclamation the area is suitable for human habitation

DPWH – this office interpose, No Objection, based on ocular inspection, DPWH has no future or impending

PSG – has interposed Objection, his reason that said area is critical importance to the security of the seat of government.

In view of the comment of PSG the continuos process on possible Land Proclamation was temporary hold, by the office
of DENR, because of the anticipation of PSG, that our area is critical importance to the security of the seat of
government, But since 2005 up to present the PSG not encountered any problem from the residents and the area is
very safe and we are not threats to the national security, instead we are the protector of the seat of government,
wherein we were once a member of PSG, loyal to the constitution, followers of the existing laws of the land and never
involved our residents in any illegal activities against the government.

After 12years We the South Nagtahan Neighborhood Association Inc. are appealing and pray that our beloved Group
Commander, PSG will address our problems by giving us a CERTIFICATION for the propose Proclamation so that the
DENR will start to survey our actual structure, EXCLUDING THE AREA OF AFP-PSG APARTMENT TYPE HOUSING and AFP
COMMISSARY, to complement the requirement for the proposed Presidential Proclamation which is still pending as of
