CONTEXT AND INTRODUCTION


Integrated Rural Uplift Programme

Integrated Rural Uplift Programme (IRUP) is a Non-Profit Organization established with the
aim to help in improving the quality of life of rural communities through participatory
approaches by including them in project cycle management.

IRUP did not come into existence suddenly. The aim of establishing a non-communal, non-
political development organization having acceptance in the communities didn’t come
suddenly rather the motives behind this concept was the volunteer spirit of its members
who always wanted to work for the betterment of their native land. The socioeconomic
conditions of rural dwellers and deplorable state of the social services, lack of basic
amenities and poor infrastructure constantly instigated us to materialize this thought. It was
conceived that a local organization which could serve the poor people without any
discrimination is needed. To reach this mark and achieving the objective, series of individual
interactions, idea sharing, meetings and dialogues were carried out. The formation of IRUP is
fruit of these constant efforts and the organization came to existence in January, 2010 and
registered with Registrar of joint stock Companies in March, 2012 with the slogan “Serve the
Humanity” without any discrimination.

IRUP believes to work as a catalyst in building the capacities of rural communities, facilitate
in linkages development to undertake poverty reduction and social uplift initiatives through
community participation in rural areas.

IRUP facilitates the organizations at village level problems identification, resource


identification & mobilization, needs prioritization, participatory planning and village
profiling. The Village Development Documents (VDD) is a useful tool of the organization not
only highlighting village level problems and issues rather it provide a broader knowledge of
what, why, by whom and how can be done. 15 VDD are prepared by the IRUP while 3 UC
level Need Documents prepared by IRUP to prioritize needs by the communities themselves.
This is an ongoing process without any external support.

Very soon the organization was able to catch the attention of communities as well as some
donor organizations. The landmark success was achieved when in 2011 the organization was
selected as Implementing partner for a multi donor funded project. IRUP was tasked to
undertake social mobilization assignments and also monitor and ensure community
participation in the donor funded drinking water supply and sanitation schemes in Khyber
Pakhtunkhwa.

It is always hard for local organization to carry out pro-community activities without having
some projects but IRUP continued with its some low intensity activities. IRUP believes in
community development through awareness and education and for the purpose carry out
particular activities to aware communities and provide them basic & necessary information
regarding different rural sectors and social services.

Objectives:
The overall development objective of (IRUP) is enhanced ability in the target communities
to tackle their own economic, social and environmental problems for sustainable
community development.
1. To educate the deprived and under privilege common folk about the basic human
rights and find basis to incorporate their efforts and mobilization to achieve
maximum output.
2. To enable the community in development of local level institutions and assist them in
undertaking community based welfare and development interventions.
3. To Provide quality legal assistance to juvenile victims of sexual abuse, exploitation
and trafficking, especially street children in conflict with law and children in
detention, vulnerable to sexual abuse
4. To provide a place for students to relax and enjoy an inexpensive, healthy meal in a
fun atmosphere. IRUP also makes itself available to student groups for meetings and
special events
5. Promote Gender equality as well as Transgender.
6. To devise and organize for women and children particularly to their rights to acquire
educations and improve their health and earnings.
7. To ensure full participation of local level grassroots organizations in decision making
process including problem identification, planning, management, implementation,
monitoring, and evaluation aimed at sustainability
8. To facilitate easy access to credit and motivate communities for group saving leading
towards small enterprise development and income generating activities aimed at
economic empowerment.

9. To work for environmental protection, pollution abatement, water supply and


hygienic sanitation.
10. To fight against drug abuse and launching programmes aimed at rehabilitation of
drug addicts
11. To establish a resource centre aimed at facilitating target communities and local level
institutions through information, education and communication.
12. Assisting communities in disaster prediction and mitigation through various relief and
rehabilitation programmes.
13. To develop effective linkages with government line agencies, nongovernment
organizations, and donor agencies working for community development.
14. Human resource development and training aimed at skill enhancement and
knowledge up gradation in order to ensure better implementation of participatory
rural development programmes by community partners.
15. Conservation of natural resources, bio-diversity and environmental protection.
16. Implementation of programmes aimed at basic health care services (preventive and
curative) including maternal health, child health, safe drinking water, hygienic
sanitation, management of waste disposal, population welfare, immunization, etc.
leading towards reduced mortality.
17. To establish new community Schools and Vocational Centers and upgrade the existing
ones in order to provide education and training facilities to those most in need with
special focus on female child.
18. Implementation of women welfare and development programmes aimed at socio-
economic empowerment of women through their participation in all developmental
programmes.
19. Raising awareness of environmental issues through advocacy, networking, public
interest litigation and education.
20. Organizing issue-specific and objective-oriented campaigns building social pressure to
influence decision-making at national and international levels in favour of deprived,
marginalized and vulnerable segments of the community

Approach & Social Mobilization:


IRUP is a community support organization and its
approach is based on the well accepted, realistic
and well established model of community
participation. The organization believes in
energetic & effective partnership between all the
stakeholders, particularly the target communities
including the left behind groups, in structured
lines. Endeavoring towards achieving its "Goal"
the organization puts focus on mobilizing
communities to form viable community based
organizations at gross root level which are
anticipated to be the real change agent.

IRUP emphasizes on the capacity building of the men and women community organizations
so that these gross root setups could better respond to the needs of period. IRUP has
developed inclusive social mobilization strategy in which all the segments of communities
are being provided opportunity to participate in socioeconomic uplift pursuit.

IRUP also develops partnerships with local CBOs, NGOs, Media and other civil society
components to achieve greater results. As the government administrative setup and line
departments are main stakeholder in any rural development program therefore IRUP
believes in building very strong relationship with government departments. Coping with the
need of time we have very cordial relations with the district administration and government
line departments.

Advocacy:
IRUP advocacy is achieving better results in the field of social/rural/community
development, IRUP also believe in advocacy and therefore, the management has always
strongly advocated for the issues related to IRUP. For achieving this objective, IRUP through
its strong advocacy as approached the line departments of Government of KPK, NGOs, CBOs,
Civil Society Organizations (CSOs), members of the community, notables and IRUP has
always promoted the right based approach and supported the dialogue as an important tool
for achieving the above mentioned objectives.

Child Protection:
Under this theme IRUP focuses on holistic development of children its protection and rights,
following interventions are planned over the time:

children at schools, hospitals, and
community centers.
 Children confidence building programs,
walks, sessions, campaigns, and trainings.
 Development of children groups and
developing leadership skills in them.

Target groups

IRUP basically works mainly for the poorest of the poor in the Rural Areas of the Province
and FATA. Its target groups include the men, women and children in the rural communities
who are still living in miserable conditions and deprived of very basic necessities of life.
Besides, IRUP also focuses upon the urban populace living in slums and other such area. For
achieving its goal and objective, IRUP target groups also include health workers, paramedics
and other staff related to health issues, teachers, students, environmentalists and
stakeholders in the field of health, education, training and environment.

SECTOR-WISE ACTIVITIES
Education & Capacity Building:

From the very day of its inception IRUP started its activities with the support of its own
members. The first step taken to establish a Free Tuition center for needy and deserving
students. This was a first project resulted in vast benefit to needy students and very soon a
separate center was felt necessary for girls students. Public Reading Room was established
with 350 books on different themes, 2 daily newspaper and 2 monthly magazines.

With the collaboration of PLP IRUP


established 4 non-formal schools in
different villages. Presently 3 schools are
operating imparting education to more than
178 boys and girls schools. The first phase
has ended in year 2014 and is likely to
restart very soon. The free tuition center
provides coaching opportunities to both
boys and girls from class 7th to 10th. At
present there are 71 students.

With collaboration of PACE academy Peshawar IRUP offered scholarship to needy and
deserving student. These included 5 scholarships for IELTS preparation, 7 scholarship for
advance English language course and 5 scholarships for F.Sc both part. SUIT, a prestigious
institute offered one scholarship for BBA and is interested in providing Two more
scholarships annually. EIMS institute provided 2 scholarships for DBA and DAE students.
Similarly IRUP facilitate local students in continuing their education in local institutes.

The organization has experience of capacity


building of teaching staff in general
education as well as technical education in
different area of the Province and FATA. The
organization has also upgraded Vocational
Training Centers for women in District
Mardan and D I Khan under the Supporting
EU-TVET Programme for KP & FATA.

IRUP has actively participated in Annual Enrollment campaigns arranged by department of


education, NCHD etc. IRUP has conducted Awareness workshops, seminars about school
enrollments and to control drop-out rates. We have also provided trainings to PTCs.

Health & Hygiene:


In Rural Communities health sector always
found in deplorability. Provision of health and
reproductive health services to rural dwellers
contribute in uplift of the communities. IRUP
puts deliberate attention on health and
reproductive health sector. On different
occasions the organization has arranged free
medical camps in different villages. Similarly a
3-days alternative medicinal (Homeopathic)
free medical camp was arranged in Drosh town.

By the support of Dawat-ul-Qura’an Trust (DWT) the organization has been providing first-
aid medicines to needy persons. The DWT funded program ended in 2012 but it is likely to
restart this year. To bring all health related activities under one banner IRUP has started
Patients Welfare Program which is aimed in facilitating the deserving people.

It would be worth to mention that the beneficiaries of these free medical camps arranged by
IRUP exceed 2000 and alone the Homeopathy camp benefited 347 persons. IRUP has its
linkages with NATPOW in the field of reproductive health.

Water & Sanitation:


Water & Sanitation is a major component
social services sector. Most of the rural
population lack potable drinking water and
adequate sanitation facilities. IRUP has two
faced interventions in WatSan sector; HARD
and SOFT. Both the components are made
integral part of IRUPs interventions in any
particular community. Under the SOFT
component social mobilization, training,
capacity building and awareness activities are
carried out.

IRUP has arranged 11 Sanitation Seminars, 5 Water Round tables involving the district level
stakeholders. These sittings were helpful in highlighting the water and sanitation situation in
the district and the reports were shared with different government and non-government
organizations. IRUP is thankful to local government, SRSP and RWSSP who came with
support to the COs associated with IRUP. SRSP provided support for street pavement,
drainage and water supply as well. While RWSSP funded two drinking water supply schemes,
8 no demonstration latrines and 2 street pavements. Similarly SRSDC was active partner in
village level health and hygiene awareness and education campaigns. IRUP facilitated CIP
during its interventions in Chital in conducting meetings with communities, schemes
identification and dialogue. The organization also succeeded in approving sanitation projects
from local government.

School Sanitation Program (SSP) is an internal activity of IRUP which remains continue round
the year. At least two boys and two girls schools are touched every month to give them
awareness and education about basic Water and Sanitation themes.

Livelihood Enhancement Off-Farm:


This component of Livelihood Enhancement program promotes economic empowerment
with special focus on women. The programs focuses on provision of skill training and
establishment of community based enterprises. Livelihood Enhancement on farm promotes
natural resource management, work for food security and income generation of the
underprivileged communities.

IRUP has trained more than 10,000 men & women in different driven occupations in TUSDEC
/ EU TVET Programme and ERKF Project and most of them have also been benefited from
the Enterprise Development / Entrepreneurship model.

IRUP's WATSAN Community Managed Model:


IRUP, as Implementing Partner of CIDA/AusAid funded CESSD project, worked in the drinking
water sector to introduce and promote community participated drinking water supply
management initiatives with the collaboration of the concern line department(s) to
strengthen the government existing DWS mechanism. Through this program the target
communities were organized in groups as Water Users Committees and Women Groups to
closely work with the government line department to ensure effective services delivery to
the water users. Presently IRUP is working with 29 Water Users Groups in 10 Union Councils
covering a 3195 households and estimated population of 25560.

The community managed Drinking Water Supply model of IRUP is getting acknowledgment
and recognition particularly from the government line department who has requested IRUP
to introduce and the model in more schemes in different part of the district.

Infrastructure Development:
Smooth infrastructure the way of development. IRUP has also its interest in facilitating the
infrastructure development in rural communities. Under Community Based Infrastructure
development, a wide variety of construction and rehabilitation of rural infrastructure
schemes through community participation. Some examples are underground village
drainage schemes, community latrines, water course lining, tube-wells in villages.

Environment / Natural Resource Management:

In the environment sector IRUP is working with zeal and enthusiasm and don’t fail to notice
any moment to highlight this sector and aware the masses. In these respect seminars, talks
and awareness workshops and walks have been conducted. School Environmental Education
is an important component of IRUP, which doesn’t need any external funding to remain
continue. Every year IRUP observe the Plantation campaign. Till to date IRUP has planted
more than 2000 different varieties in different part of the district with the support of
community organizations, CCBs, CBOs associated with it.

 IRUP moved a Letter of Demand to the local government and Environmental


Protection Agency asking them to avoid forest cuttings for commercial purposes.

 IRUP also sent a detail report to the Ministry of Environment and Climate
Change to highlight deforestation in Khyber Pakhtunkhwa Northern Areas.

 IRUP also celebrate international days related to different occasion.

Women Development / Empowerment:

Women Empowerment aims at promotion


women to take lead role in democratic
norms and culture in the operational area.
Two types of activities are undertaken in this
theme: one aim at building capacities of
women and communities and their groups to
engage effectively with government and
other stakeholders for getting their
constitutional and legal social, economic and
political rights, the other aims at working
directly with state institutions for creating an
environment that can guarantee the rights of
women citizens.

It also focuses on enhancing women income generation skills through capacity building and
micro credit. IRUP has never neglected the important folk in rural of areas, Women and
believe that unless women are not included in the mainstream development would remain a
dream and realizing the fact IRUP give profound attention towards women development.
IRUP facilitated Two sewing centers in different village in providing vocational training to
needy girls. Up to now both the organizations trained 21 women and now they earn
handsome amount every month contributing in economic uplift of their families.

Youth and Culture:


IRUP arrange youth seminar, youth
workshops for awareness and education of
youth folk. Sports and cultural event are
decent way to engage youth in healthy
activities which are organized by IRUP on
different occasions.

Micro-Credit:
IRUP through its own source started small loans to 3 identified needy individuals. This was a
pilot project developed in the line with NRSP’s new credit model. The initial amount
reserved for this activity was Rs. 30000/- while now it is 70000/- rupees and beneficiaries are
5 individual. Now the loaning limit is twenty thousand rupees which is disbursed through the
concern CO and recovery is also the responsibility of that particular organization.

Agriculture & Livestock:

Agriculture is the back bone of rural


economy and the rural dwellers derive their
income mostly from agriculture, livestock
and poultry sectors. IRUP facilitated few of
its COs to get schemes for the improvement
of irrigation channels from the Water
Management department. Initial stages the
WM department was not willing to include
COs in their program.

To highlight the importance of communities involvement in the schemes implementations


IRUP arranged two consultative workshops, the one chaired by DCO which asked the
department to include COs as water management committees and approve their scheme.
Consequently WM department approved 4-5 COs schemes.

Social Safety Net:


This program aims in providing relief to needy and deserving persons. Under this banner the
organization supported 17 needy families through Cash for Food project funded by Malik
Foundation USA. This project continued for 2 years and lasted in 2012. Now again this
project is likely to start in coming year.

Soft loan is another initiative to support the communities. This program aimed in supporting
person(s) in time of need. The soft loan doesn’t have any interest and it is for 3-5 months.

Emergency:
In initial stages Emergency was not a component in IRUP’s portfolio but in 2010 floods
caused huge damage in different part of the district. Immediately IRUP managed to collect
donations from local philanthropist and distributed Rs. 2500/- each to 35 effected families of
Beioli valley. IRUP also manage to distribute food items among 150 families of Bioli valley.
This was the start point in emergency and permanently established it Emergency
component. 11 volunteers of IRUP got trained in emergency operations from different relief
organizations.

As implementing partner of CESSD project (CIDA and AusAid funded), IRUP was mainly
responsible to mobilize and organize local communities for the rehabilitation of flood
damaged drinking water supply facilities and sanitation systems. Identified by district
administration and assessed by IRUP all the rehabilitation schemes were funded by CIDA and AusAid .

In order to achieve its mission and to make its programs even more human-centered; IRUP
follows certain values and guiding principles in all its interventions and dealings. These

Monitoring of projects in IRUP is always the important and priority matter. There is always a
built in mechanism of review and monitoring for all the projects RWF implements. The
processes of review and monitoring help Foundation in achieving project objectives in
smooth and timely manner. As the key mechanism of monitoring; the projects are
monitored by the implementation teams; the coordinators / managers of the program and
the management of RWF.

Accounts & Audits:


IRUP maintains its all accounts properly. Foundation has developed various financial policies,
systems and formats etc. which help it in effective management of all its funds and
maintaining a complete transparency in receipts and payments at all levels. IRUP gets its
accounts (receipts and payments) audited by the recognized chartered accountants’ firms on
the completion of projects or by the end of each financial year.

IRUP Strategy for Vision 2020:


IRUP is ready and equipped to take each and every moment of community service and being
a local community level support organization, it is all time available for community service.
IRUP is in close contacts with various Organizations. It will work in all sectors with the
support of different donor agencies. Various concept papers and project proposals are ready
with the organization. Many have been shared with different organizations. We are hopeful
of getting support from development partners. In future IRUP will have its focus on Water &
Sanitation, Women Empowerment, NRM and Emergencies.

The Annual tentative work plan of the Organization covers the activities round the year.
Considering IRUP 07 years of life, it was felt that a long term strategy should be developed.
Therefore a series of consultation meetings were conducted with all the stakeholders of
organization from community to the Governing Board. After 6 months of meetings & follow
up we came up with the following vision and mission in the context of targets for year 2020.

Organization’s Outreach and Capacity:
Most of IRUP’s work is of networking, capacity building and advocacy in nature which is
spread over national, regional and global scale. However, IRUP believes in solid action and
implements projects in the field. Hence, for last 07 years, IRUP has been focusing on many
Districts in Khyber Pakhtunkhwa, Pakistan. When IRUP was established, its head office was
based in District Chitral and field offices were situated in different Tehsils of District Chitral.
In early 2015, IRUP has expanded its activities in all over the Khyber Pakhtunkhwa Province
and Federally Administrative Tribble Areas (FATA). Later on in 2017, IRUP Head Office shifted
from District Chitral to Provincial Capital Peshawar City. Now IRUP is directly covering 26
Districts of Khyber Pakhtunkhwa and 07 Agencies of FATA through regional based offices.

Organizational Competencies and Capacities:


IRUP has experienced and qualified human resource which possesses demonstrated skills to
handle the projects technically as well as financially according to set TORs and to the
complete satisfaction of funding partners. IRUP keeps with continuous process of capacity
building of staff in field work, monitoring, data entry, finance procedures, report writing and
making presentations. The organization believes that human development is the key for
sustainable development and since its inception, IRUP has been involved in various kinds of
projects concerning research, advocacy, social mobilization and awareness and capacity
building with gender sensitivity as cross cutting theme. IRUP's competency is capacity
building, social mobilization, research and analysis, while documentary making is also
additional skill of the organization.

Management System:
The organization has double entry accounting system with approved financial
policy. All the organizational matters are guided by the policy manual which is
recently revised & still ready to incorporate further improvements with the help of
consultants, professionals and board members. Regular audit of accounts is
conducted by renowned external auditors.

Policies and Procedures:


IRUP has developed clear and comprehensive accounting policies for its financial
management system. Documented policies and procedures provide guidance and structure
to staff; a basis for consistent treatment of financial data and the foundation for controls
and financial accountability. IRUP has:

Structure and Governance:


IRUP is governed by 08 members elected "Governing Board" who are volunteers and are
lead by Chairperson of the Organization. Chief Executive Officer is defecto member of the
governing board as well. Board provides policy guideline and follows the management to
pursue management policies in the spirit of organization's vision.

The board is comprised of professionals of different sectors, philanthropist and ex-


employees of IRUP. There are four tiers in management structure, first tier is the Senior
Executive Committee which is top management and comprise of 7 executives and a Chief
Executive Officer. The second tier is "Steering Committee" which comprise of 06 Directors of
the steering committee. The Directors are responsible for operation of different project
activities of their program under the leadership of Chief Executive Officer and Senior
Executives. All the Districts heads that is Districts Executive Managers (DEMs) and Agency
Executive Managers (AEMs) members of Steering Committee form a 3rd tier called
Management Committee. The fourth tier exists at District and Agency level called the District
/Agency Management Committee which comprise of Local Project staff, DEM / AEM is
chaired by District / Agency Patron and representative of head office staff. IRUP at present
have all most 50 full time staff alongwith the thousands Community Based Volunteers (CBVs)
who participate at "Monthly Community level forums" lead by Chairperson of Community
Based Organization (CBO) and respective District staff participate as defecto member in
these forums.

Beside this, IRUP also has a Technical Advisory committee. The advisory committee is
comprised of eminent persons from various sectors (NGOs, government, industry, academia,
media, etc.) and environment related disciplines such as Agriculture, rural development,
forestry, analytical chemistry, water treatment, etc.

Each program at IRUP is being implemented by the concerned Program Manager through
proper implementation of activities according to the work plan. However, the head office
regularly monitors field activities, review meetings, field visits and progress reports.

In 07 years IRUP has evolved as a model of community development. This integrated model
comprise of key programs of Social Mobilization, Gender & Development, Human &
Institutional Development, Monitoring Evaluation & Research, Information Communication
Resource and Advocacy, Health Promotion, Education & Literacy, Livelihood Enhancement,
Infrastructure Development Energy Water & Shelter, Disaster Management and Social
